A bleak future for UK arts funding?

At the moment, it seems like hardly a week goes by without the announcement of cuts to funding for arts organisations across the country. In July 2014, it was announced that, due to changes in the way it distributes its funding, Arts Council England would be reducing the amount of annual funding it provides to the English National Opera by 29%. On top of this, 33 organisations were informed that their funding would be stopped altogether, and 670 that the amount they receive would be frozen for the time being.

Cuts across the regions

The picture is similar across the country. In October, it was revealed that Arts Council Wales’ 2015/16 budget would be reduced by £300,000 on the previous year. The Arts Council of Northern Ireland is facing an 11.2% reduction in its own budget for the year ahead. And in Scotland, more than half of the organisations, including the Scottish Youth Theatre, who applied to Creative Scotland for long-term funding at the end of 2014 had their bids turned down.

Reactions to these announcements have been widely negative, from the public, leading arts figures and the organisations themselves. Accepting a theatre award last week, the actor David Tennant argued that providing funding to the UK creative industries is an “investment” rather than an “expense”, and that “the arts bring in so much more money to this economy than they take out”.

This was backed up a couple of days later in a report published by the Warwick Commission, Enriching Britain: Culture, Creativity and Growth, after a year-long examination of the UK creative arts sector. According to the Commission, the sector represents 5% of the total UK economy, valued at £76.9 billion.

Despite this, the sector presently receives just 0.3% of public spend annually, a figure which many involved in the sector expect will only decrease; new analysis carried out for the London School of Economics has predicted that English local council spending on the arts could fall by as much as 33% over the next five years. In real terms, this would represents a fall in funding of £750 million between 2014 and 2019, making arts the fourth hardest hit service during that period, behind planning, transport and housing.

Unfair distribution?

Aside from the actual amount of funding provided to the arts, another key issue is its distribution across the regions. In October 2014, the House of Commons Culture, Media and Sport Committee published the report of its enquiry into the work of Arts Council England, which criticised the “clear funding imbalance” in favour of London in the Council’s distribution of grants and aid.

Many have argued that this has been an issue for some time; a 2013 report, Rebalancing Our Cultural Capital, argued that of the £320 million allocated by Arts Council England in 2012/13, £20 per capita went to London, with only £3.60 per head given to the rest of England.

Separate analysis of Arts Council England’s national investment plans for 2015-2018 by GPS Culture, Hard Facts to Swallow, placed the overall balance of investment from the Council’s grant-in-aid and lottery income streams over this period at 4.1:1 in London’s favour. According to this analysis, £689 million (43.4%) will be invested in the London arts scene, providing a per capita return of £81.87 per head of population (php); £900 million will be provided for arts in the rest of England, generating a per capita return of £19.80 php.

Things can only get….worse?

Should there be a change in government at the upcoming general election, it doesn’t look like this will improve the funding situation for the arts. In January this year, the Labour Party was criticised for ‘bragging’ that it wouldn’t reverse the arts funding cuts announced by the coalition government, should it gain office in May. Although she has criticised cuts to arts funding imposed by the current government in the past, the deputy Labour leader Harriet Harman indicated that as “this government has failed on living standards and failed on the deficit”, a future Labour Government would be unable to reverse all of their decisions made regarding cuts going forward, including on arts.

In the meantime, many UK arts organisations are turning to an alternative means of financing their projects: crowdfunding. The last few years have seen many filmmakers and musicians across the world turn to platforms such as Kickstarter to get their projects off the ground, and last year The Art Fund launched its own platform, Art Happens, to help UK museums and galleries raise money for creative projects. Through this, it is intended that British museums will be able to continue to present the innovative projects which they, and the entire UK arts sector, are globally renowned for.

Zero future for zero hours in a fair economy?

The Office for National Statistics (ONS) has released its second annual update on the number of people employed on zero hours contracts, which suggests that in August 2014 UK firms were employing 1.8 million people on such contracts.

What is a zero hours contract?

According to Acas, the term ‘zero hour contract’ (although not defined in legislation) can be understood as “an employment contract between an employer and a worker, which means the employer is not obliged to provide the worker with any minimum working hours, and the worker is not obliged to accept any of the hours offered”.

Use of the contracts has been a highly controversial issue in recent months, with high-profile retailers such as Sports Direct (who employ 90% of their part time staff on zero hours contracts) coming in for criticism of their “exploitation” of their employees. The sports retailer is also facing legal action from hundreds of their workers due to their exclusion from the company bonus scheme, thanks to the nature of their contracts.

Increasing or not?

The ONS’ first Analysis of Employee Contracts that do not Guarantee a Minimum Number of Hours found that between January and February 2014, 1.4 million UK workers were employed on zero hours contracts. Despite the inevitable headlines depicting the new figure as a direct increase from the 2014 analysis, the ONS was careful to warn against this in its latest analysis, noting that it covers a different time of year than the first release therefore the number of contracts reported may be affected by seasonal factors.

The latest release also includes data from the Labour Force Survey (LFS), which indicates that the number of people employed on zero hours contracts in their main employment, between October and December 2014, was 697,000 or 2.3% of all people in employment. The figure for the same period the year before was 586,000 or 1.9% of people in employment although again, the ONS are careful to stipulate that they can’t be certain how much of this ‘increase’ is due to greater recognition of what constitutes a zero hours contract, as opposed to new contracts.

The Economic Research Council suggested that a lot of the jobs that have been created recently have come with much less security and guaranteed pay. And the UK Commission for Employment and Skills have noted that 33% of people on zero hour contracts would like to work more hours (either in their current job or in a different one), compared to just 13% of people not on a zero hour contract.

Zero hours and the general election

The issue of the use of zero hours contracts looks set to become a key feature of parties’ campaigns in the upcoming general election. Current Secretary of Business, Innovation and Skills – Liberal Democrat Vince Cable – has already put forward legislation (clause 151 of the Small Business Enterprise and Employment Bill, currently before the House of Lords) which would see exclusivity clauses in contracts (which prevent those employed on zero hours contracts from seeking additional work to supplement their income) banned.

The Conservative Work and Pensions Secretary, Iain Duncan Smith, has however defended the contracts, arguing that they “provide people with a flexible way of working and the freedom to arrange jobs around other commitments” and “allow employers to be competitive in response to market trends”.

What of the other parties? Labour has vowed to “end exploitative zero hours contracts” and introduce “new rights” to employees on such contracts, however has stopped short of proposing to ban employers from offering them altogether. Somewhat embarrassingly for the party, figures released by the Independent Parliamentary Standards Authority (IPSA) and seized on by the tabloids, have indicated that over 30 Labour MPs employed staff on zero hours contracts in 2014.

The Green Party is firmly against the use of zero hours contracts altogether: leader Natalie Bennett has been calling on the government to place an outright ban on them since 2013. UKIP leader Nigel Farage has also criticised the long-term use of zero hours contracts by employers, and has called for large employers to be subject to a code of conduct as to how they are applied.

Zero hours contracts aren’t a financial necessity

In these times of budget cuts, many local authorities have argued that they have no choice but to offer some of their workers zero hours contracts. One area in which this has been particularly prevalent is in the provision of social care, with some employees paid on a ‘time and task’ basis, i.e. only for the amount of time they actually spend with a client, which can be as little as 15 minutes in some cases.

In 2012, Southwark Council took the decision to move away from this approach, after feedback from care workers and service users indicated that it did not allow workers to carry out their duties with the required level of compassion. The Council carried out a review of their homecare services and found that extending the length of visits greatly helped in keeping service users healthy in their own homes and out of hospital and residential care. It also noted that the costs of providing longer visits had been ‘passed on’ to their care workforce over time through the use of zero hours contracts and, wishing to end this, announced that from October 2014 they would be eliminating their use altogether, and offering guaranteed hours of employment to their staff.

Immediate reaction to the release of the latest figures has been plentiful; it now remains to be seen whether it is reflected in party campaigns in the forthcoming general election.

A week ago I was invited to a private view of “Election! Britain Votes” – a bold and experimental new exhibition developed by the People’s History Museum in Manchester as we prepare to go to the polling station. Having read the recent review by New Statesman, where the exhibition is described as “candid and sincere… far removed from the complacency we often get when museums try and do politics”, I was looking forward to visiting one of my favourite museums.

As a big supporter of democracy and people having the right to actively participate in the decisions which rule our lives, I couldn’t help but wonder at the number of attendees (it was a ‘good turn-out’) and whether the innovation and impact of the exhibition will ever reach the people it needs to, the disaffected voters.

Opened by Jon Snow, he made some interesting opening statements –  his enthusiasm for the exhibition was obvious but he highlighted some key issues we face as a democracy:

  • “It’s time to start running the country in a different way… we are a country of London” – a tip of the hat to the devolution options now being discussed, within cities and across devolved nations.
  • It “cannot be right, that there are not more women in parliament” – pointing out a thought-provoking statistic from the exhibition, that there haven’t been enough women in parliament so far, to fill the whole House once!

The exhibition is pitched as a place to debate, discuss and reflect on the importance of our vote in 2015. Through the most amazing and immersive infographics I have seen (created by @AJGardnerDesign) the exhibition takes you through the history of voting; the mechanics of it and what goes on behind the scenes.

It lays down the gauntlet to Russell Brand by answering the question “voting: what’s the point?” and finishes with a terminal which allows you to register online to vote. The visitor is challenged not to, having witnessed the struggle others went through to enable you to have the right!

Having visited, the prevailing memory of the exhibition is summed up in the title of this blog – we take for granted the privileges we have as a result of living in a democracy. Taking it for granted means we risk losing its benefits:

  • Reducing inequality by preventing the capture of power by elite groups – power is spread wider and in a more representative way;
  • Representing diverse opinions and needs of individuals across government, and ensuring government money helps those in need;
  • Having greater control and power over our own everyday lives;
  • Countering extremism from either direction; and
  • Maintaining local decision making and accountability.

As Jon Snow said, the exhibition shows us “how we got to where we are… but we don’t know where we will be”. But one thing was very obvious from the voter turnout figures presented – fewer and fewer people are exercising their right to shape what we will be, as a country and community. The voting population is disillusioned and feels excluded from the decision making; and political parties, individual politicians and the government should take action to re-engage the electorate.

Young people’s quest for work experience hampered … by lack of work experience

The UK Commission for Education and Skills has released a new report, Catch 16-24: youth employment challenge, which suggests that today’s young people are facing a ‘postcode lottery’ when searching for work experience.

According to the UK Commission’s analysis, most English regions are lagging behind Scotland, Wales and Northern Ireland in terms of the number of employers offering work experience opportunities to young people. The Humber, with one of England’s highest youth unemployment rates, is identified as being a particular work experience ‘blackspot’, with only 29% of employers offering placements.

The new report comes a year on from the publication of another report from the UK Commission, Not just making tea: reinventing work experience. This outlined the vital importance of work experience not only for young people, but for employers themselves, and dispelled common myths that often deter employers from offering opportunities. Multiple case studies showed the benefits enjoyed by companies, large and small, when they invest in young people through work experience.

Why then, a year on, does the UK Commission’s latest research still indicate that only 20% of employers across the UK currently offer work experience to schools, and only 12% to colleges?

A barrier to social mobility

The report suggests that location is not the only factor hindering young people’s chances of obtaining work experience – personal contacts also play a significant role. The need to ensure that employment outcomes for young people are not constrained by their social or ethnic backgrounds (“it’s not what you know, but who you know”) has also been raised by both the Sutton Trust and the Social Mobility and Child Poverty Commission in the last year.

The Sutton Trust’s Internship or Indenture? briefing supports the UK Commission’s description of London as the “internship capital of the country” and places the total cost of undertaking a six-month unpaid internship in the capital at £6,081 (including transport costs) and £5,078 for doing so in Greater Manchester. The importance of undertaking internships and work experience placements in order to gain entrance to professions such as law and finance is highlighted, alongside the fact that only those from wealthy backgrounds are likely to be able to bear the costs of working for free for any significant period of time.

In order to tackle ‘elitist Britain’, the government’s Social Mobility and Child Poverty Commission recommended that both schools and employers should do more in order to ‘close the gap’ in the provision of work experience opportunities to pupils from less affluent backgrounds.

Employers want new recruits to have work experience

The ‘catch’ for young people in terms of work experience is laid bare in the UK Commision’s new report: 66% of employers rate experience as a ‘critical’ or ‘significant’ factor when it comes to recruitment decisions yet less than a third of this figure are currently prepared to offer opportunities.

The impact of this on the UK’s continuing high rate of youth unemployment is highlighted – the UK has “German levels of adult unemployment but Eurozone levels of youth unemployment”. The UK Commission has previously used case studies of the work experience systems of countries including Australia and the Netherlands to show the positive benefits of integrating work experience into education for youth employment rates.

So, what will it take for UK employers and educational institutions to adopt closer relationships in order to improve the work experience offer for young people?

Improved collaboration

Despite indications that the number of employers taking on apprentices is increasing, and encouraging examples of collaborations between schools and employers, Katerina Rüdiger of the Chartered Institute of Personnel Development (CIPD) believes that the government should do more to facilitate employer-education relatationships. Reacting to the new UK Commission report, Rüdiger called for the government to “create a role in local authorities so they can work with the National Careers Service to provide resources and broker relationships between young people, schools and employers to generate routes into work”. The involvement of government in facilitating this type of collaboration has also been described as vital by the UK Commission.

The UK Commission has described the December 2014 announcement of a new careers and enterprise company for English schools (with the aim of encouraging employers to link directly to pupils throughout their education) as “promising”. This follows its previous call for the rest of the UK to follow the lead of the Scottish Government which, through its commission for developing Scotland’s young workforce, is aiming to achieve links with employers for each of the country’s secondary schools over the next three years.

Whether these initiatives will have the required impact on the UK’s work experience offer for young people remains, of course, to be seen in another year’s time.

Last summer, the Daily Telegraph reported on the Home Office decision to abandon its flagship immigration computer system. One respected IT contractor told the newspaper:

“I just don’t think the UK government should be allowed to buy IT at all. Maybe give them abacuses, but they could still get those wrong.”

Which might seem comical. But ditching one £350m system and commissioning another at taxpayers’ expense is no laughing matter. As Margaret Hodge, chair of the Commons Public Accounts Committee observed:

“Given its poor track record, I have little confidence that the further £209 million it is spending on another IT system will be money well spent.”

Unfortunately, the Home Office is not alone in its difficulties managing IT initiatives. And while private companies such as banks can encounter technological problems, public sector technology projects seem especially prone to failure. From the BBC to the NHS to the Department for Work and Pensions, publicly-funded organisations have acquired an unenviable reputation for implementing and managing IT.

According to the authors of a new book, Digitizing Government, the underlying challenge facing the public sector is to view digital transformation as being less about technology and more about organisational change. In short, they contend, it’s about “rethinking the very plumbing of government.”

In reviewing three decades of visions, strategies and initiatives, the authors attempt to understand why government has struggled to achieve technology-based public service transformation. The answer, they conclude, lies in “outdated management culture, processes, capabilities, an idiosyncratic procurement model and a supply chain that discouraged innovation and impeded competition.”

The book contrasts the closed, top-down, bureaucratic and paper-based approach of governments with commercial digital services that have emerged to provide an increasingly digitally-savvy public with fast, customised and personalised interactions.

The book’s authors go on to propose a “new normal” to remake public services for the digital age. Once again, they stress the importance of taking a broad view of digital transformation that requires: “…redesign and re-engineering on every level – people, process, technology and governance.”

Some of the proposed ideas take a common sense approach:

  • Use ‘lean thinking’ to move away from meetings, paperwork, discussions, bureaucratic rivalries, and towards more efficient and effective ways of delivering high-quality, timely relevant services to citizens and businesses.
  • Break down the silos separating services, such as policing, courts, the probation service and housing, to enable clustering of similar components together.
  • Bring in and cultivate the right skills.

Smart digital thinking applies not only to central government departments, but to local councils, our closest and most common interaction with government. According to the book’s authors, by adopting common ways of doing things – along the lines of Google, Apple and Toyota – local authorities, their residents, partners and suppliers would all benefit.

The book provides an example of this approach already being practised by the London borough of Hounslow. Rather than embedding new technology into old processes, the emphasis is on standardising processes, an approach that offers opportunities for process improvements and for information sharing across councils. Culture change is also at the heart of the support that Idox offers to the local authorities which buy its software and managed services – in areas such as online planning, environmental health and licensing – as efficiencies are unlikely to be achieved if existing processes are just replicated for an online world.

The authors acknowledge that the journey to digital transformation will not be easy, especially for organisations that are complex, use security concerns as barriers to agility, and have low levels of understanding of digital ethos.

But they make a strong case for digitising government, arguing that it offers the prospect of citizens benefiting from a more seamless approach to government services, and less wasteful administration and duplication of resources.

It’s National Libraries Day this Saturday, and events are being held up and down the country to celebrate libraries and their contribution to communities. When people think of libraries, it tends to be public libraries which spring to mind and rows of bookshelves. However, the library sector is diverse.  Many librarians and information professionals work in different types of organisations, with different kinds of service users.

With libraries taking centre stage over the course of this weekend, we wanted to showcase our own specialist library service and the skills of our library staff.

Who we are

The Idox Information Service is a membership library service, which was established over thirty years ago under its earlier name of the Planning Exchange. At the outset the emphasis was on the provision of resources to support professionals working in planning and the built environment, but we’ve expanded our subject coverage over the years to cover the whole spectrum of public sector information.

Our members include policy makers and practitioners from organisations including local authorities, central government, universities, think tanks, consultancies and charities. They work in challenging environments and often need evidence to inform service delivery or decision-making.

Our work

Our research officers are all qualified librarians, and many are chartered members of CILIP. This picture shows the range of activities last year:

2014 statsGrey literature is a particular strength of our collection. We spend a lot of time sourcing documents such as technical reports from government agencies, and research reports produced by think tanks, university departments, charities and consultancies which are often overlooked by other databases. Recent research has highlighted the value of grey literature for public policy and practice.

Although we may work in a specialist sector, many of our activities will be familiar from other libraries. We do our own abstracting and cataloguing, and current awareness services are a big part of what we do.

We also write our own research briefings for members on different topics, with more detailed analysis of research and policy developments, and including case studies and good practice. Some of these briefings are publicly available on our publications page.

The interest from members in using our Ask a Researcher service has been increasing, due to the time pressures and other challenges that people face in sourcing and reviewing information. A recent example looking at the links between employee wellbeing and productivity is on our website. Members regularly comment on the usefulness of the results, and it’s satisfying to be able to make a direct contribution to their work in this way.

Keeping it personal

While there has been an increasing trend towards self-service in libraries, and our online database allows our members to search for and access resources themselves, there is a strong personal element to our work.

Our members know that we’re always available at the end of the phone or via email to provide them with dedicated support when they need it. It’s important to us that we provide a quality service which keeps pace with the changing needs and expectations of a varied membership base.

House prices continued to rise

No political party properly grasped the nettle that is the UK’s worsening housing shortage. The garden city plans are long-term, and there is no indication that they will actually reduce demand to the extent that housing will become more affordable. Existing and proposed government schemes (such as the Starter Home initiative announced last week) have been criticised for assisting individuals while failing to tackle systemic failures in the approach to ensuring availability of social housing and affordable housing.

At the end of December we held an event to review the state of the evidence landscape in the UK and explore the future. What was clear is that there continues to be a huge appetite for expert insight. In the next year we’ll increase the value we provide our members through briefings, as well as work with key partners to open up our service to even more people.

The economy showed signs of improvement and a move back towards sustained growth. But constraints on local government finances continued, with the extent and potential impact of the cuts represented in December’s financial settlement for English councils for 2015-16 being hotly debated.

While some continued to suggest that combined authorities and shared services could provide major efficiencies, the voluntary sector appeared to be the biggest losers as the Big Society ideology finally floundered and co-production agendas risked becoming a way for public bodies to transfer risk and cut services.

New solutions proposed for old planning problems

Garden cities were endorsed by the UK Government in an April prospectus, and then in their announcements of plans for new housing at Ebbsfleet and Bicester. The Wolfson Prize for Economics this year also focused on how to deliver a garden city which is visionary, economically viable and popular.

The question remains whether the public are ready to accept the reality of constructing new settlements. 5 things we’ve learnt from Scotland’s indyref

As the consequences of Thursday’s referendum result continue to reverberate across the UK, we look at what the indyref tells us about political engagement and public policy in 2014.

  1. The public will vote, when they feel the issue is important and affects them

The indyref voter turnout of 84.5% was a record high. And this was based on over 97% of the eligible population registering to vote. This contrasts with turnout at other referenda, general elections and particularly local government and European parliamentary elections.

Turnout for the Scottish parliamentary elections of 2011 was just 50.4%. In the UK, in the 2010 general election it was 65.1%. The Scottish devolution referendum in 1997 (which provided the yes vote which created the Scottish parliament) had a turnout of 60.4%; the Welsh devolution referendum the same year had a turnout of 50.1%.

At local level, turnout is even lower. The 2012 Scottish local elections had a turnout of 39.1%; the turnout for the English local and mayoral elections in May 2014 was estimated to be around 35.3% (with the 2014 European Parliament election being held on the same day).

New initiatives such as the 41 Police and Crime Commissioners (PCCs) elected across England and Wales in November 2012 have failed to engage public interest, at least at the ballot box. Turnout was below 20% in most areas – with an average turnout of 15.1%. This despite the fact that the PCCs are responsible for a combined budget of £8bn, and were set up specifically to hold Chief Constables and police forces to account to communities.

Many people have said that they cast a vote in the indyref ‘because they felt it would mean something’ and it was to be expected that more people would vote in a referendum with significant implications and a clearly discernible difference between the two sides. But it’s quite depressing that in elections for political administrations which control the delivery of local services, the perception of representation and accountability seems to have been lost.

The question for political parties, public servants and policymakers is how to communicate about policy choices in a transparent and accessible way, and embed public engagement in day-to-day processes. And that is more difficult to do than when its about campaigning for support for a Yes/No vote on one question.

  1. Young people are capable of exercising their franchise

For the indyref, 16 and 17 year olds had the vote extended to them for the first time. Many campaigners, on both sides of the indyref debate, claimed that voters should consider the potential impact of the decision on future generations.

Across Scotland, there were 109,533 people on the young voters’ register, according to official figures issued on 19 September. This represents just under 90% of 16 and 17-year-olds estimated to be eligible. Issues that were reported of high interest to young voters included tuition fees, but perhaps surprisingly also welfare and pensions.

The Electoral Reform Society has pointed out that young people receive citizenship education at school but face a delay before they can put their knowledge about democracy and rights into practice. The 2006 Power Inquiry emphasised the need to include young people in the political process as early as possible in order to create a basis for greater political engagement in later life.

The question about voting age often hinges on the argument that younger people are not mature enough to think through voting decisions. Engagement in schools during the indyref suggests that this isn’t the case. Campaigners also thought it important due to the perceived potential impact of differences in voting choices by age. This research suggests older people would be more likely to vote No – and the Ashcroft Poll of 3000 people on the night of the referendum showed nearly three quarters (73%) of those aged 65 or over voted No.

Perhaps the indyref can set the precedent for lowering the voting age … with the next reform being votes for prisoners?

  1. Grassroots campaigning and social media brought the debate into the public consciousness

With an office in the centre of Glasgow, we experienced first-hand the very visible campaigning from grass-roots supporters. You may have also noticed that, although we’re focused on knowledge sharing of public and social policy, we didn’t blog on the referendum – there being good, balanced sources already out there such as the ESRC’s Future of Scotland and the UK site.

It’s been clear that there’s been huge interest in the indyref. According to research from the University of Strathclyde, the referendum inspired more than 10m ‘interactions’ on Facebook over a five week period – one of the highest levels of activity that the monitoring company had ever recorded. These types of interactions include comments, campaign group activity and sharing videos and images relating to the referendum.

Although there is the potential for engagement with the referendum to translate into ongoing engagement in local politics or with public policy, there’s probably a larger risk of disillusionment. How will organisations and grassroot movements calling for change sustain momentum after the No decision?

  1. Democracy will always leave some people’s views unrepresented

There was a lot of angst, as the referendum date grew closer and the polls tighter, about the fact that just a one vote majority would be enough to win. Within our first-past-the post electoral system, sometimes described as ‘winner takes all’, it is often the case that the governing party or parties do not have a mandate from the majority of the population. In fact, at UK (Westminster) parliamentary level, no single party after WW2 has won over half the popular vote.

The binary nature of the indyref increased the proportion of voters on the losing side – though conversely, a greater number of options would reduce the mandate of the winning option.

The No campaign might argue that part of democracy is accepting the will of the majority – including at UK level. The Yes campaign alleged that UK politics and governance has systematically failed to respond to the needs of the Scottish people, although we would highlight the fact that people’s needs are rarely homogenous across Scotland, the UK or indeed in any locality.

  1. Evidence is always context-specific and open to interpretation

For any undecided voter, the big decision in the indyref was who to believe. Our team of researchers here at the Knowledge Exchange were sourcing material every day purporting to be ‘evidence- based’ and it was a good reminder that research is rarely impartial. From the design or framing of research questions, to the interpretation put on results, there are numerous opportunities for bias to be introduced. How findings were reported in the media was also a big issue throughout the indyref.

This was exemplified by differing forecasts of the economic strength of an independent Scotland, reflecting different assumptions about key factors such as the future price of oil and the extent of accessible reserves, the transfer of a share of UK debt to Scotland and trends in business investment. One downside of the No vote is that we’ll be deprived of seeing who was proved right!

Concluding thoughts

Society is sometimes characterised as politically apathetic, but the Scottish referendum emphatically refutes that. A simplistic assumption is that people are fed up with politicians and the increasingly similar manifestos of mainstream political parties. A more nuanced conclusion is that campaign-based politics, which encourages people to express their support for a cause or issue, and then allows them to become as active or inactive as they prefer, is a more natural fit to the networked and fractured manner in which people increasingly communicate both at work and in their personal lives.

Indyref witnessed a proliferation of grass-roots groups, particularly among those favouring independence, often organised through social media, for example the Facebook group Scottish Pensioners for Independence. Or the contrasting women together and women for independence networks. The challenge for governments across advanced democracies is how to develop and deploy the interactive tools, digital knowledge and responsive legislative and civic processes needed to tap into informal, fragmented and often transient group activity, while avoiding the danger of only listening to those who network the loudest.
