The Idox Information Service database: factual, accessible and essential

At a time when finding up-to-date and accurate information has never been more important, organisations and individuals in the public, private and third sectors need to know where the best resources are.

All members of the Idox Information Service have access to the Idox database, which contains thousands of reports and journal articles on public and social policy.

The subjects range from planning and infrastructure to housing, health, education and culture. Each entry provides full bibliographic details, as well as an abstract summarising the key information contained in the original item.

Keywords and subject headings are allocated to each record, making it more likely to appear when searching for relevant items. Often, the abstract is enough to provide a searcher with the information they need. But if the full document is required, this is available, either online or by download.

The database is a highly respected library of high quality information, and brings together a wealth of articles and reports that are not available in a single source elsewhere.

To provide a flavour of what the database contains, here’s just a selection of the hundreds of items that have been added since the beginning of 2018.

End rough sleeping: what works
Published by Crisis

This report explores effective ways of tackling rough sleeping, drawing on a review of international evidence. The authors discuss key findings, impacts and barriers in relation to nine key interventions: hostels and shelters; Housing First; Common Ground; social impact bonds; residential communities; ‘no second night out’; reconnection; personalised budgets; and street outreach services. The report also highlights opportunities to improve the evidence base.

Fostering (House of Commons Education Committee report)

In 2017, the Commons Education Committee conducted an enquiry into the foster care of children in England. The resulting report focuses on valuing young people and foster carers. As well as looking at the support for young people, including placements, engagement and transition to adulthood, the report considers the working conditions of foster carers, including financial support, employment status and training. The report concludes that foster care provides an invaluable service to society, but notes that England’s foster care system is under pressure. The Committee makes several recommendations for government, including the establishment of a national college for foster carers.

Still planning for the wrong future?

Inactivity is one of the main factors impacting on health, and this article considers how planning may be a cause of, and a solution to, inactivity. The article discusses the health consequences of mass motoring in urban areas and the need to develop healthy communities through planning. The author calls for planning to develop more walkable, cyclable and public transport-based places, and recommends that places should be designed to make active and public transport more convenient than driving in order to increase physical activity and improve health.

Preparing for Brexit

Brexit is, of course, a significant issue, and is likely to affect many different areas of public policy, from trade and the economy to public spending and devolution. The Idox database is collecting a growing library of reports and articles covering this important topic. This GLA report, for example, considers different scenarios to model five possible outcomes for the UK and London of the UK leaving the European Union (EU) Customs Union and Single Market. The report draws on data from the Office for National Statistics (ONS) and the macro-sectoral model, E3ME, and suggests that the more severe the type of Brexit, the greater the negative impact will be on London and the UK. It predicts that Brexit will not only reduce the size of the UK economy, but also put it on a slower long-term growth trajectory.

Work harder (or else)

Poor productivity is one of the most acute problems affecting the UK economy. This article suggests that the key to improving productivity lies with developing a happy, engaged and well-motivated workforce. And to reinforce the argument, the author provides evidence from a crystal glass products company in Cumbria. The article explains that since the company introduced a collective bonus for all employees based on turnover and margin improvement, turnover has almost doubled and gross margins have more than tripled.  The article attributes this success to the company’s staff working together to make small, continuous improvements.

Plastic not so fantastic

Increasing concerns about the scale of plastic waste, particularly in the world’s oceans, has pushed this issue to the top of the political agenda. This article reviews government and industry responses to the problem, including the benefits and drawbacks of deposit return schemes.

These are just a few examples, but there are many more reports and articles in the Idox database. For most of these items, full text access is also available, either via website links or through our document supply service.

As a team who work every day to supply evidence and good practice to our clients in the public sector and consultancies, it would be easy to feel a bit down about the ease with which the idea of a post-truth world has taken grip.

In fact however, it’s heartening that so many organisations continue to recognise the value that our service brings. Not only does it offer a continuing professional development resource for staff, it also acts as a channel for knowledge sharing between organisations – helping them when they have to review services, look for efficiencies, or transform what they do in light of changing government policy or priorities.

We know that much of what we do can remain hidden, even to our own members. So let’s go under the bonnet of our unique service …

Who we are

The Idox Information Service is a membership library service, which was established over forty years ago – originally under the name of the Planning Exchange. At the outset, the emphasis was on the provision of resources to support professionals working in planning and the built environment in Scotland, but over the years we’ve expanded our subject coverage to cover the whole spectrum of public sector information, and across the UK.

Our members include policy makers and practitioners from organisations including local authorities, central government, universities, think tanks, consultancies and charities. They work in challenging environments and often need evidence to inform service delivery or decision-making.

Our work

Our team is made up of a mix of researchers, public policy specialists and qualified librarians, along with support staff. They have professional memberships, including chartered membership of CILIP and the Social Research Association. This picture shows the typical range of activities in a year:

2014 statsPublic policy is an ever-evolving subject and so current awareness services are a big part of what we do. Members can set up their own subject alerts on anything that interests them, and we also have a set of weekly and fortnightly updates on common topics. Last year we added three new current awareness updates on Devolution, Smart Cities and of course, Brexit!

UK grey literature is a particular strength of our collection. We spend a lot of time sourcing documents such as technical reports from government agencies, and research reports produced by think tanks, university departments, charities and consultancies which are often overlooked by other databases. Recent research has highlighted the value of grey literature for public policy and practice.

We also write our own research briefings for members on different topics, with more detailed analysis of research and policy developments, and including case studies and good practice. Some of these briefings are publicly available on our publications page.

The interest from members in using our Ask a Researcher service has been increasing, due to the time pressures and other challenges that people face in sourcing and reviewing information. An example looking at the links between employee wellbeing and productivity is on our website. Members regularly comment on the usefulness of the results, and it’s satisfying to be able to make a direct contribution to their work in this way.

Keeping it personal

While our online database allows our members to search for and access resources themselves, there is a strong personal element to our work.

Our members know that we’re always available at the end of the phone or via email to provide them with dedicated support when they need it. It’s important to us that we provide a quality service which keeps pace with the changing needs and expectations of a varied membership base.

In 2015, the Idox Information Service was recognised as a key organisation supporting evidence use in government and the public sector. It was named by NESTA / Alliance for Useful Evidence / Social Innovation Partnership in their mapping of the UK evidence ecosystem.

We also contribute data to the Social Policy and Practice database, which focuses on health and social care evidence, and is a resource recommended by the National Institute for Clinical Excellence.

Evidence use in health and social care – introducing Social Policy and Practice

SPP screenshotWith public sector austerity and the integration of health and social care, it seems as though the need for access to evidence-based policy and practice has never been stronger. Initiatives such as those from the Alliance for Useful Evidence, most recently its practice guide to using research evidence, have highlighted the importance of using trusted sources rather than “haphazard online searches”. One of these resources is Social Policy and Practice, a database which we have contributed to for twelve years.

The journey to a new resource

A recent article in CILIP Update has explored the background to the Social Policy and Practice database, and its contribution to ensuring the inclusion of grey literature and a UK-perspective within systematic reviews. Update is the leading publication for the library, information and knowledge management community and they’ve given us permission to share this article with our blog readers.

We’ve written before about the value of UK-produced databases within a global publishing context. The CILIP Update article makes the point that when conducting any search for evidence, it’s important to look beyond the major databases to more specialist collections, to source grey literature and to look beyond geographical borders.

This was one of the major drivers in 2003, when the heads of the Centre for Policy on Ageing, the Greater London Authority, Idox Information Service, National Children’s Bureau and Social Care Institute for Excellence agreed to pool their resources and create the first national social science database embracing social care, social policy, social services, and public policy.

The proposal was met with great enthusiasm by the sector which recognised a gap in provision. The new Social Policy and Practice database was launched in November 2004.

The strengths of consortium working

Bringing together these organisations was relatively simple. They were all striving to provide evidence and information to their staff, members or customers. They all also had a professional drive to share their focused collections with the wider world of researchers and to influence policy and practice.

Through developing best practice and troubleshooting problems together, we have improved not only the Social Policy and Practice database for users but also improved our own individual collections. All whilst remaining independent and focused on our individual specialities.

Continuing to evolve

The NSPCC joined the database consortium in 2015, bringing its collection of resources focused on child abuse, child neglect and child protection. The NSPCC library is Europe’s largest collection of publications dedicated to safeguarding children. It includes journal articles, books, academic papers, leaflets, reports, audio-visual material, websites and digital media on all subjects that help researchers, policy makes and practitioners protect children from abuse and neglect.

Social Policy and Practice now boasts over 400,000 references to papers, books and reports and about 30% of the total content is grey literature. Social Policy and Practice has been identified by the National Institute for Health and Care Excellence (NICE) as a key resource for those involved in research into health and social care.

Who’s who in the UK’s evidence landscape

Last week the Alliance for Useful Evidence and The Social Innovation Partnership published an evidence ecosystem map, designed to give a picture of the diversity of organisations involved in supporting evidence use in the government and public sector.

We were proud that two key Idox products were recognised for making research relevant and accessible to practitioners – not just researchers. The Idox Information Service holds over 200,000 summarised research resources and covers over thirty areas of public policy, including planning, economic development and housing. Idox also contributes data to the Social Policy and Practice database, which focuses on health and social care evidence.

Our research team work every day on creating relevant content for our public policy databases. And for the last forty years our mission has been to improve access to research and evidence for local authorities, government agencies and consultancies.

You might be surprised to hear though that UK-produced databases are now a rarity, despite the desire for evidence-based policy being stronger than ever.

Evolving information needs

Over the last four decades, information services have rapidly evolved, responding to both technology developments and to changes in user expectations. The UK used to be a strong competitor in the provision of databases however there are now very few remaining British social science databases.

One of the problems is that many people are unaware that UK databases exist or why they are important. We wrote earlier this year about why using UK-sourced evidence is part of a good literature searching technique and also means that UK policymakers and practitioners draw on relevant research, case studies and commentary.

UK-produced databases

In the last ten years many UK-produced databases have ceased – funding has stopped, publishers have closed or databases have been taken over by international publishers (which reduces the balance of UK content). Some key databases which every social policy researcher should know about and use are:

  • The Idox Information Service

The Idox Information Service (formerly The Planning Exchange) has been providing information services on public policy and practice to central government, public agencies, councils and universities since its inception in the late 1970’s. Its central aim is to support evidence-based policy, by providing UK-relevant resources and research support. Today it holds over 200,000 resources, increasing by up to 1,000 abstracts every month, across 30 public policy areas. These include planning, regeneration, housing, social policy and economic development. Every item is abstracted specially, rather than re-using publisher abstracts.

  • Ageinfo

Ageinfo is the only UK database covering all aspects of ageing and older age, including research and practice in the social and health issues of older age. It is a bibliographic database of over 55,000 books, articles and reports from the specialist collection held by the Centre for Policy on Ageing, who also undertake commissioned research. Created mainly by volunteers now, the database covers policy, support and services on ageing – including health and social services; residential and community care; living arrangements; financial inclusion; independent living; citizenship; rights and risks.

  • NSPCC Inform

A free resource for those working in the childcare and protection sector, the NSPCC library catalogue, known as NSPCC Inform, is dedicated to child protection, child abuse and child neglect. It includes case reviews,  training resources and practice toolkits, international journals and grey literature.

  • Social Care Online

Previously known as Caredata, Social Care Online is a database produced by the Social Care Institute for Excellence, with over 150,000 abstracts covering all aspects of social care, social welfare and social policy. It is currently free to access. It covers information on people with social care needs; those receiving care services; key issues such as integrated services, safeguarding or legislation; and the social care workforce.

  • ChildData

From the National Children’s Bureau charity, ChildData is a bibliographic database covering all aspects of research and practice in young people’s social care. It is now only available through Social Policy and Practice. Content includes reports, research and resources on early childhood; education and learning; health and wellbeing; involving young people; play; sector improvement; SEN and disability; and vulnerable children.

  • Social Policy and Practice

A one-stop-shop for research, analysis and discussion of health and social care, the Social Policy and Practice database holds over 350,000 abstracts on social policy, and 30% of content is grey literature. The database made up from selected content from the major UK database providers: Idox Information Service, Social Care Institute for Excellence, National Children’s Bureau, the Centre for Policy on Ageing and the NSPCC. It is sold and distributed by Ovid Technologies, primarily to universities and the NHS.

  • Health and medical databases

There are some other specialist UK libraries and database producers in the field of health policy. The Kings Fund produces an online database in the area of health management and policy (not clinical information). The Royal College of Nursing and the Royal Society of Medicine have their library catalogues online.

Why use UK databases

A scoping review in 2005 suggested that people searching for social science evidence tend to neglect the question of geographical and coverage bias within research sources. By using these UK services described above, users know they have taken the quickest path to reviewing relevant evidence, confident that they are up to date,  and focused on best practice within the UK.

The rise of the internet makes it increasingly difficult to assess the quality of evidence and all these databases are produced by teams who specialise in the subejct area.

Sourcing and selection of resources is based on the knowledge, experience and expertise of real people and organisations operating within the policy fields. Keywords  and indexing is also UK-focused, which makes searching easier.

Finally, you can get a fuller picture of a subject area, by looking at valuable grey literature rather than relying on peer reviewed journals. Grey literature is produced directly by organisations, including government departments and agencies, academic research centres, NGOs and think tanks, and commercial consultants, and has been found to be especialy useful for the complex information needs of policy makers.

Disappointing lack of awareness

There are many students and academics who remain unaware of UK databases, and it is disappointing how many commisisoned literature reviews will rely on one or two commercial (American-produced) databases.

To change this, and ensure that the next generation of policymakers and practitioners know the valuable resources that are available to them, we would love to see academic librarians advocate for specialist databases, rather than relying on what the major publishers will bundle in discovery systems.

And we hope the new evidence ecosystem map will raise awareness of the wide variety of organisations and groups who produce and use evidence in the UK.

With the wealth of information available these days, it’s no wonder we hear the term information overload more and more. Whatever topic you are looking for information on, it can be difficult to find sources you you can rely on, with internet searches retrieving a lot of unreliable material. This is where services such as ours can be invaluable.

Helping you with information overload

The Idox Information Service database contains over 200,000 items with around 200 new items added every week, covering all aspects of public and social policy.

The material consists of research reports, articles from academic journals and industry magazines, policy, guidance, evaluations, case studies, good practice and grey literature. All are chosen and summarised by our research team, so you know that you are accessing reliable resources, many of which are not freely available on the internet.

For example, for the search on placed-based approaches, a recent article from Regions, The meta-approach to regional development: a re-appraisal of place-based thinking looks at the thinking which informs the practice of place-based approaches to local and regional development.

The Department for Business, Innovation and Skills’ recent report on whether worker well-being affects workplace performance could be of particular relevance for the search on well-being and work, as could Public Health England’s report on workplace interventions to improve health and well-being.

With all the media coverage around child exploitation cases in recent times, it’s not surprising that our members continue to search for recent information and good practice in this area. One of the most recent items on child exploitation we have added highlights lessons from Oxfordshire, where the council’s reputation has been raised to one of national exemplar in tackling child exploitation.

Searching on joint working between universities and businesses would reveal promising practice of employer-education engagement across London and the South East in a recent report by the National Foundation for Educational Research (NFER), as part of a study examining how small and medium-sized enterprises (SMEs) and micro-businesses in particular work together with secondary schools and colleges. In addition, a recent UK Commission for Employment and Skills (UKCES) report on university and employer collaboration outlines the ways in which universities and employers can form collaborative partnerships to develop higher level skills.

Why UK-sourced evidence matters … and why it is so often ignored

If you follow our blog, you’ll know that we care passionately about promoting the uptake of evidence and research by policymakers and practitioners. It’s easy to be complacent and assume that when public money is at stake, decisions are made on the basis of evaluations and reviews. Unfortunately, this is still not always the case.

The current evidence-based policy agenda in the UK encompasses initiatives such as the What Works network, the Local Government Knowledge Navigators and independent organisations such as the Alliance for Useful Evidence. They are working on fostering demand for evidence, as well as linking up academics with those in the public sector to ensure that the research community is responsive to the needs of those making decisions and designing/delivering services.

A recent article in Health Information and Libraries Journal highlights another challenge in evidence-based policy however. A mapping exercise has found that literature reviews often ignore specialist databases, in favour of the large, well-known databases produced by major commercial publishers. Within the health and social care field (the focus of the article), literature reviews tend to use databases such as Medline, Embase and Cinahl – and overlook independent UK-produced databases, even when they are more relevant to the research question.

Why does it matter?

Research has shown that how (and why) databases are chosen for literature searching can “dramatically influence the research upon which reviews, and, in particular, systematic review, rely upon to create their evidence base”.

To generate useful evidence for the UK context (relating to UK policy issues or populations), researchers need to understand the most appropriate database to search – but unfortunately our own experience of looking at the detail of methodologies in evidence reviews, suggests that in many cases the only databases searched are those produced by American or international publishers.

Grey literature is a valuable source in evidence reviews – and again this is often overlooked in the major databases which tend to focus only on peer-reviewed journal content. A recent Australian report ‘Where is the evidence?‘ argued that grey literature is a key part of the evidence base and is valuable for public policy, because it addresses the perspectives of different stakeholder groups, tracks changes in policy and implementation, and supports knowledge exchange between sectors (academic, government and third sector).

Another benefit of UK-produced databases is that they will make use of UK terminology in abstracts and keywords.

Social Policy and Practice – a unique resource

At this point I should declare a vested interest – The Knowledge Exchange is a member of a UK consortium which produces the Social Policy and Practice (SPP) database. The SPP database was created in 2005 after five UK organisations, each with a library focused on sharing knowledge in community health and social care, agreed to merge their individual content in order to make it available to the widest possible audience.

The current members of the SPP consortium – the National Children’s Bureau, the Idox Knowledge Exchange, the Centre for Policy on Ageing and the Social Care Institute for Excellence – have just been joined by the National Society for the Prevention of Cruelty to Children. Inclusion of the NSPCC’s bibliographic data greatly enhances the coverage of child protection research in the database. SPP has been identified by NICE, the National Institute for Health and Care Excellence, as a key resource for those involved in research into health and social care.

We want the UK research community to understand what SPP offers, and to use it when undertaking literature reviews or evidence searches. This process of awareness raising should start with students – librarians in universities and the UK doctoral training centres have a key role in this as it ties in with the development of information literacy and critical appraisal skills. Ignoring specialist sources such as SPP risks introducing bias – at a time when initiatives are attempting to embed research and analytics in local government and the wider public sector.

It’s National Libraries Day this Saturday, and events are being held up and down the country to celebrate libraries and their contribution to communities. When people think of libraries, it tends to be public libraries which spring to mind and rows of bookshelves. However, the library sector is diverse.  Many librarians and information professionals work in different types of organisations, with different kinds of service users.

With libraries taking centre stage over the course of this weekend, we wanted to showcase our own specialist library service and the skills of our library staff.

Knowledge insider…. a Q & A with Jonathan Breckon

jonathan_breckon_150x150In the latest of our series of Q&As with leading advocates of the use of evidence in policymaking and practice, we talk to Jonathan Breckon. Jonathan is Head of the Alliance for Useful Evidence – a partnership which champions the need for useful evidence, providing a focal point for improving and extending the use of social research and evidence in the UK.

Jonathan, what led you to a role about promoting and improving knowledge development? 

There are two ways in which I am interested in knowledge development; professionally I have always worked around universities, loved doing and finding out new research and working within research in UK. I have always been conscious however, of the gap between research and front line services, even when research is relevant to the service, and felt this was a great loss and disadvantage to public services.

My personal interest, as a user of public services, with my kids going through services such as schools, health and sports, I have been desperately aware that things are business as usual rather than continuously striving for innovation and change. The debate is now all about money and reductions when it should be about improvement and future proofing.

We don’t always know what it takes to bridge the gap between what we need, and what services can provide; research can actually help that. The What Works approach is really important but very hard, as it’s difficult to stop doing things we have already invested in. An evidence-based research approach can challenge and support this evaluation and we have a moral duty to do it and not continue to invest in services which don’t work.

What do you think the main benefits of developing your knowledge are?

The challenge of seeing if things work or not, why they work, where they work and who they work for – developing your knowledge is the critical aspect of improving how you do things.

It’s also important for a whole host of other benefits. I particularly like Carol Weiss’ work, which is instrumental – this ‘enlightment’ operational research should not be dismissed. This approach can support the ideas of learning continuously through research; it implies a continuous review of theory, methods, practice and we should always be striving to improve our methods and outcomes.

When people are talking to you about evidence, research or knowledge, what do they most frequently raise as issues?

The most common one is that investing in evidence is just rhetoric; politicians, charities, parties etc will never really be informed by the research agenda, and I agree. We aren’t in a super-rational culture, it’s about our wider culture, values and beliefs as well. But it’s a fundamental misunderstanding that research trumps anything. It is part of the mix, part of the overall democratic and rational approach to doing anything.

The Behavioural Insights Team has a massive role to play in understanding the biases in how we make decisions, whether in prisons, police, policy etc. We don’t work rationally all the time and evidence can help us understand the messiness of policy making. We just need it to be a bigger part of the mix.

Everybody has this view that they use evidence but we don’t really understand how effectively they use it.

What are the hard to spot mistakes when it comes to developing your knowledge, which you really need to avoid?

The main one is that not all evidence is equal; that you have to make judgements about it. This is hard for those writing the research – it’s not about the quality of the research, and it’s about the point of view from demand. They need some things and not others.

The big challenge, if you are looking at impact, is you need different approaches, experiments, systematic reviews – one study is not enough. Such as when you see studies reported in newspapers – until replicated we don’t really know if it is robust. You need to avoid literature reviews where you cherry pick, go to something which is transparent and is systematic. This is true of both policy makers and researchers’ point of view; we underestimate the challenges facing both sides.

Need more about impact. We are very good at qualitative – world class – but we are behind in quantitative methods. It is being addressed but it will need to filter through.

How do you think people will be doing evidence, research and knowledge development in 5 years’ time?

What Works Centres will, I hope, be a key part of the evidence ecosystem, in the way that NICE have done, helping providers and policy makers make decisions. Although it doesn’t do research itself it sucks in research and uses it well.

There will always be critics of them, even of just the name, but they will change the system. Some have been around for a while and are well established, but others are new and are just about to be. As well as synthesising research they will commission new work. For instance in wellbeing, we know a lot about the correlation with health and wellbeing but don’t know a lot about what will work in improving it.

Technology makes it very difficult to guess about the future, who would have predicted the work in social media research? Big data is emerging now and in 5 years’ time might be a standard tool. The fundamental principles like statistics will be there but we will have to adapt to the possibilities offered by technology

If you had a list of ‘best-kept secrets’ about research, evidence and knowledge you would recommend, what would you include and why?

Just because you have done a social science masters and PhD, does not make you an expert in evidence, partly because people over-specialise. People need open their minds to different methods and how people do it in other places. The Department for International Development have an amazing range of techniques, nothing like anything you have seen, with a database of all the research they have funded or delivered.

Emerging opportunities such as social media research – still early days and fundamentally new, and could have a huge impact. Most people’s default though is to go to an expert and be frightened off journals and academics; I don’t think you always have to commission something new, it’s about variety, breadth and developing your understanding in as many ways as possible.

House prices continued to rise

No political party properly grasped the nettle that is the UK’s worsening housing shortage. The garden city plans are long-term, and there is no indication that they will actually reduce demand to the extent that housing will become more affordable. Existing and proposed government schemes (such as the Starter Home initiative announced last week) have been criticised for assisting individuals while failing to tackle systemic failures in the approach to ensuring availability of social housing and affordable housing.

Cities became smarter even if citizens didn’t

The smart city revolution continued, with both Glasgow’s Future Cities Demonstrator and London’s Future Cities Catapult bringing businesses, local government and academia together. The potential of technology and data to transform infrastructure and planning in urban areas took off in a big way in 2014 but many argue that the public don’t really understand the privacy implications. The Knowledge Exchange celebrated its 40th birthday

2014 marked 40 years of our membership service supporting policymakers and practitioners. Over this period we’ve gone from photocopying and posting research bulletins to members, to delivering 21st century knowledge and intelligence services.

At the end of December we held an event to review the state of the evidence landscape in the UK and explore the future. What was clear is that there continues to be a huge appetite for expert insight. In the next year we’ll increase the value we provide our members through briefings, as well as work with key partners to open up our service to even more people.

Austerity continued

The economy showed signs of improvement and a move back towards sustained growth. But constraints on local government finances continued, with the extent and potential impact of the cuts represented in December’s financial settlement for English councils for 2015-16 being hotly debated.

While some continued to suggest that combined authorities and shared services could provide major efficiencies, the voluntary sector appeared to be the biggest losers as the Big Society ideology finally floundered and co-production agendas risked becoming a way for public bodies to transfer risk and cut services.

New solutions proposed for old planning problems

Garden cities were endorsed by the UK Government in an April prospectus, and then in their announcements of plans for new housing at Ebbsfleet and Bicester. The Wolfson Prize for Economics this year also focused on how to deliver a garden city which is visionary, economically viable and popular.

The question remains whether the public are ready to accept the reality of constructing new settlements. The ongoing controversy over building in the green belt suggests that it could turn into a battle of vested interests versus public opinion, played out in the media and at local council meetings across the country.
