Transport’s journey to sustainability

Over the past year, our ability to travel within the UK and further afield has been heavily restricted as a result of the ongoing Covid-19 pandemic. As a result of ongoing restrictions, there has been a reduction in the amount of carbon dioxide emitted by the UK. According to figures published by the Department for Business, Energy, and Industrial Strategy (BEIS), over the past year, the UK has recorded a 10% reduction in carbon emissions. The reason for this large fall has been attributed to the substantial drop in road traffic as a result of several national lockdowns.

Analysis by BEIS found that in 2020 there was a 19.6% reduction in the amount of carbon dioxide emitted by the transport sector. Previous research found that the transport sector was the biggest polluting sector in the UK, therefore, the reduction of the number of cars on our roads naturally had a considerable impact on our overall carbon emissions.

As this year’s host of the UN COP26 climate conference, and signatories of the Paris Agreement, the UK is committed to and has a large role to play in the journey to reach carbon neutrality by 2050. Therefore, as we see restrictions ease, the way we use transport cannot simply return to business as usual.

Sustainable choices

Naturally, as we return to something closer to normality, people’s need to travel and move around will increase. Whether it’s returning to the office or going on holiday, transport levels will be quick to return to normal levels, with statistics published by Transport Scotland highlighting that in the past week car journeys were only down 10% compared with the pre-pandemic baseline.

It’s unrealistic to ask people to reduce their transport to the levels seen during national lockdowns. However, we all can make more sustainable choices when it comes to our everyday journeys.

There are several options available when it comes to making sustainable choices around our method of transport. All of these options tend to focus on reducing our dependency on petrol/diesel cars, particularly, when it comes to short journeys which can be made using active or public transport.

Research conducted by the University of Oxford’s Transport Studies Unit found that switching from the car to active transport for one day a week could result in an individual’s carbon footprint being reduced by a quarter. Additionally, regularly walking or cycling has been found to improve our physical health, reduce anxiety, and improve levels of self-esteem. However, our ability to switch to alternative means of transport is heavily reliant on the provision of sustainable transport infrastructure.

Supporting sustainable infrastructure

For people to make more sustainable choices surrounding their method of transportation, infrastructure that supports active and public transport will have to be as reliable and safe as using a car. Across the UK, there is often a disparity in the choices that are available to people, this is particularly acute for people who live in less densely populated areas.

Expanding and improving active transport infrastructure is a relatively cost-effective way in which local authorities and governments can reduce the carbon emitted by the transport sector.

On top of the previously mentioned personal health benefits, research commissioned by the European Commission has found that there are many economic benefits to the deployment of sustainable transport infrastructure. There was found to be strong evidence that the following interventions had both environmental and economic benefits:

  • enhancements to public transport systems
  • cycling infrastructure
  • personalised travel plans (PTP)

The development of PTPs has been flagged as a particularly cost-effective way to help people  make more sustainable transport choices. Evidence from across the world has found PTPs are successful in reducing the number of car journeys made. Information about the state of a local transport network (for example, how many rental bikes are at a station or when the next bus will arrive), can help individuals make more sustainable choices. 

Smarter transport

For PTP to be successful, the transport network has to get smarter and provide real-time information about the state of the network. This includes information on the availability of rental bikes, the time of the next arriving bus, and if there are points of congestion that should be avoided. All of this can be used to enable individuals to make more sustainable choices that are responsive to changes in the transport network.

Final thoughts

Making more sustainable transport choices is a simple action that we can all take to reduce the carbon emitted by the UK’s most polluting sector. By making these choices we won’t only be protecting our environment and local communities, we will also be improving both our physical and mental health.

Scottish Planning and Environmental Law conference is a ‘huge success’

Last week, we welcomed delegates and speakers to the 2018 Scottish Planning and Environmental Law (SPEL) conference in Edinburgh, sponsored by Terra Firma Chambers.

Delegates and speakers came from organisations across Scotland to discuss and debate the current state and future opportunities for planning and environmental law in Scotland.

Should we just scrap planning altogether?

The conference was kicked off in typically thought provoking style by Greg Lloyd, Professor Emeritus at Ulster University, and visiting professor at Wageningen University in the Netherlands. Professor Lloyd delivered this year’s keynote and took the opportunity to challenge delegates and other speakers to consider what might happen if the current planning system were to be abolished altogether, to clear the way for a new and more fit-for-purpose planning system.

The creation of a new way of planning has, Professor Lloyd argued, the potential to better align community needs and other areas of policy like land and taxation, as well as creating opportunities for a more functional system, not as bogged down in process, where communities can come together to help make decisions about planning in their local area.

This “utopian vision of the future of planning” could potentially allow planning to ‘catch up’ with other services given that currently it is a 1950s model which has been shaped and adapted to allow us to “get by” rather than being reformed to suit new and changing planning needs. This new way, he argued, could be achieved if we are bold enough to take the leap away from the constraints and barriers presented by the “old” system.

Community empowerment and community right to buy: what are the implications for planning law?

Mark Lazarowicz and Pippa Robertson from Terra Firma Chambers and Aurora Planning respectively, navigated delegates through the complex waters of community right-to-buy, with Mark setting the scene and outlining some of the key elements to legislation and policy which have helped to shape community empowerment, including discussions around “relevant authorities”; “subjects of transfer”; and the “activation and implementation of community right-to-buy”. Pippa followed this with a discussion around community empowerment in relation to right-to-buy, and how this can be used to bring land back into active use.

The Planning Bill and funding infrastructure

Archie Rintoul, former chief valuer in Scotland, gave what many found to be a frank and insightful discussion of the issues around infrastructure development. Continuing on a similar theme after lunch, Russell Henderson from RPS explored the role of transport policy, and in particular sustainable transport. In both sessions there was further discussion of the importance of facilitating and accommodating new infrastructure, while recognising the growing responsibility to be aware of environmental factors, in part through the development of sustainable development measures for transport.

Following Russell, Laura Tainsh from Davidson Chalmers outlined the basis for, and the potential implications of, the Landfill Tax Ban, including an exploration of what the Bill may mean for those who work within the waste sector, and the potentially significant environmental impacts that the landfill ban may have when it is introduced in 2021.

The conference also included timely discussion of the progress of the Planning Bill and case law updates from Terra Firma, informing delegates of the latest developments in recent key cases.

Planning’s role in promoting inclusive economic growth

The conference was closed by RSA Scotland’s Lesley Martin who discussed how planning can help to promote inclusive economic growth. She questioned how the implementation and translation of the planning bill into practice will impact on inclusive growth in towns and cities.

Economic growth within places, she argued, can be driven through effective planning, and inclusive planning processes can in turn help to create inclusive economic growth. The planning bill is, she suggested, a symbol and an opportunity to provide an ambitious statement of the potential of wiser policy approaches. Planning is not merely about controlling or enabling development – it is an example of how the way we think and behave more generally impacts on inclusive growth in our towns and cities.

Summing up

This year’s SPEL conference sought to explore some of the wider implications of the Planning Bill for Scottish planning and the environment. By covering a range of topics the conference sought to highlight some of the key challenges and implications that the Bill may pose to the profession and to practice. The speakers were brought together to provide a range of perspectives and to help frame these issues for delegates and raise points for discussion and debate – and there was certainly plenty of that!

Creating inclusive, prosperous places to live

What does quality of life and ‘a good place to live’ mean? What are the key challenges to ensure quality of life in cities today? How can we create better places to live and who needs to be involved? These were just some of the questions explored at a seminar hosted by Policy Scotland, Glasgow University’s research and knowledge exchange hub, last month.

Running the event was Dr Georgiana Varna, Research Fellow at Glasgow University. Georgiana is a multidisciplinary scholar, specialising in urban regeneration and public space development.

Cities back on the agenda

A particular emphasis was placed on the importance of both place and people. Georgiana noted that cities are very much back on the policy agenda as we try to fix the mistakes of the 60s and 70s. She alluded to the New Urban Agenda, which embodies three guiding principles:

  • Leave no one behind
  • Achieve sustainable and inclusive urban prosperity
  • Foster ecological and resilient cities and human settlements

Following Georgiana’s introduction, several short presentations were given by a range of professionals and scholars.

Speaker: Michael Gray, Housing and Regeneration Services, Glasgow City Council

Michael Gray of Glasgow City Council delivered the first of the presentations, focusing on the Commonwealth Games Athlete’s Village in the East End of Glasgow. There was a clear pride in what they achieved with a belief that the result is a sustainable, cohesive community.

Michael did allude to some concerns that have been highlighted by GoWell East surveys regarding speeding vehicles, lack of buses and lack of local retail. But he also noted that lessons have been learned from the project, which was very complex in terms of procurement, design and construction, and that future development is addressing such concerns.

Speaker: Keith Kintrea, Glasgow University

Keith referred to Scotland’s standings in the PISA survey, showing that maths, reading and science achievement in Scotland sits in the middle and ahead of England, despite their efforts to improve. However, he noted that there is no room for complacency as those children in the most deprived areas were less likely to do well – nearly 70% of Glasgow pupils live in the most deprived areas.

Again, the importance of neighbourhood/place was emphasised, this time for local educational outcomes. It was noted that while Scottish schools are less segregated than the rest of the UK and more inclusive according to the OECD, (similar to countries such as Finland), this is not necessarily the case in cities. Keith concluded that we need to do much more about what places do in terms of educational outcomes.

Speaker: George Eckton, COSLA/SUSTRANS

George highlighted the importance of transport for delivering social, economic and environmental initiatives, and for growth in city-regions. Inequality in social mobility was put down to inadequate transport and it was noted that many people are disadvantaged in the labour market due to lack of mobility.

He stressed the need to increase the use of sustainable transport and argued that a collaborative approach will be essential to create inclusive growth for all.

Speaker: Andy Milne, Scotland’s Regeneration Network

Andy focused on community regeneration, arguing that the issue of centralisation and decentralisation is crucial. He stated that as a result of centralisation, urban areas – where most of the population live – are vastly under resourced.

Interestingly, he also noted that regeneration doesn’t work when not all areas are addressed. He argued that successful growth and inclusion will depend on economic policy decisions and not on all the small actions taken to address inequality.

Speaker: Richard Bellingham, University of Strathclyde

Richard’s focus was on smart cities. He noted that cities rely on critical systems – food production, waste/water handling, transportation, energy systems, health systems, social systems – and that if any one of them fails, the whole city fails.

The issue of rapid growth was emphasised as something cities need to respond to in a smart way. The recent 50-lane traffic jam experienced by Beijing suggests that there was a lack of smart thinking in its approach of building more roads for more people.

Richard suggested that greater collaboration is required for smart cities to succeed.

Speaker: David Allan, Scottish Community Development Centre & Community Health Exchange

The final presentation focused on community development. David highlighted the importance of community development approaches to build healthy and sustainable communities and referred to four building blocks of community empowerment:

  • Personal development
  • Positive action
  • Community organisation
  • Participation and involvement

Two examples of successful community-led initiatives were presented: Community Links (South Lanarkshire) and Getting better together (Shotts Healthy Living Centre).

Key elements of these initiatives were identified as: community-led, responsive to community need, fair and inclusive, and flexible and adaptive. Challenges were also identified: the level of understanding of ‘community’, community ‘stuff’ is often seen as nice but not essential and there is a lack of capacity and supply at the local level. David also noted that there is a danger that city-regions may exacerbate existing inequalities by concentrating resources in powerhouses.

He concluded by noting that future cities are unlikely to look like something from Back to the Future. Rather, they will probably look very much like today but the underlying systems need to change.

‘Smart successful cities – distinct, flexible and delightful (great places to be).’

Why the future of public transport has to be green

Ending our use of oil, coal and natural gas by the end of the century? It seems an impossible task, but this week’s G7 Summit closed with the announcement that the leaders of 7 leading industrial nations had agreed to phase out the use of fossil fuels. As one of the G7, the UK is part of this long-term commitment to reduce greenhouse gas emissions. It is also legally-bound, via The Climate Change Act (2008), to cut carbon emissions by 80% by 2050.

These national and international targets will only be met however if we all make practical changes to our patterns of energy consumption. Organisations like the Energy Saving Trust Foundation and NESTA have pointed out that providing new technologies is not enough to increase public engagement with alternative energy. Success is dependent on getting real people to use these technologies in everyday situations.

Use of renewable energy in public transport

Earlier this week I attended an event on the use of renewable energy in public transport. Not being a transport specialist, but interested from the point of view of community development and social exclusion, it was a useful introduction to some of the innovative work that is underway in Europe.

Organised to present the results of the REPUTE (Renewable Energy in Public Transport Enterprise) project, the event explored the challenges of ensuring accessible public transport in rural areas. People in rural areas typically travel 50% further than people living in urban areas. Travel which is essential to daily life such as going to school or work, going shopping or getting to doctors and hospitals all requires longer journeys, mostly by car or bus. A lack of integration between different modes of transport also makes travel by car more convenient in rural areas.

Pilot projects showcased at the event included personal travel planning in Fort William; solar-powered real-time bus information signs in the Highlands and Islands region; and electric vehicle rental in rural towns in Portugal.

A new guide written by Oxford Brookes University was also launched at the event and includes lots of examples of community-based transport and energy schemes.

Signs of progress

I picked up on a few heartening signs of a shift in attitudes. Many local authorities are publicly supporting alternative energy use in their fleets and providing charging points. A recent survey showed that Scottish councils in particular are leading the way in the UK in the adoption of electric vehicles, with Dundee placed in the number 1 spot and South Lanarkshire, Glasgow and Fife also in the top 5.

  • Aberdeen now has the largest fleet of hydrogen fuel buses of any authority in Europe.
  • 2 of Edinburgh’s bus routes have switched completely to low carbon hybrid vehicles.
  • There are more electric vehicles in Scottish car clubs than the total in car clubs in the rest of the UK.
  • Elsewhere in Europe, Oslo’s initiative to open up bus lanes to electric vehicles has become a victim of its own success with the announcement in May that the law is being changed. A fifth of new cars bought in Norway in the last 3 years have been electric.

A key aspect of pilot schemes is to introduce the public to new energy solutions in a way that is engaging. For example, visitors to the Brecon Beacons National Park can hire electric cars to travel around the area, turning eco travel into a fun activity in itself. A new ‘poo bus’ which runs in Bristol and is fuelled by bio-waste, is a witty way to spark debate about alternative fuel sources. And in Oxford, the city is transforming into a Living Lab for integrated transport experimentation.

Public transport as eco-transport

The need for a transport system which is cleaner and less-energy dependent is clear – the transport sector is the fastest growing source of greenhouse gas emissions.

However investing in innovative renewable energy technologies at a time of budget constraints, requires government and local authorities to show leadership and vision. More importantly, there won’t be a step change in behaviour and attitudes without imaginative approaches to community engagement. Locally-led projects such as those highlighted by REPUTE’s guide are a great way to do this.

What’s being done to make our towns and cities age-friendly?

European Mobility Week takes place from 16-22 September and is themed around ‘Our streets, our choice’.  But what is being done to make towns and city centres age-and-disability friendly?

According to a recent DWP press release, high street income could be boosted by the £212 billion ‘purple pound’ if disabled people and their families could be attracted back to the high street. While the ‘purple pound’ refers to the spending potential of those with disabilities, the power of the ‘grey pound’ (the disposable income of older/elderly people) should also not be forgotten. Taking these two groups together, many of the reasons that they don’t use town and city centres are the same – urban environments are often not disability or age-friendly.

This also resonates with the ongoing debate about the viability of the high street articulated by Mary Portas and others regarding plans to help address the problem of economic decline on the high street and to help guide future change and development.

But what’s not to like about the current urban environment on offer in the high street? A recent report from Housing LIN ‘A research and evaluation framework for age-friendly cities’ looked at each of the 7 World Health Organisation (WHO) age-friendly domains and offers advice on how to embed them into city strategies.

Are cars the enemy of liveable cities?

Traffic jamWhat makes a town or city liveable? And what part does transport play in placemaking, if our ultimate aim is to create vibrant, liveable places which work for residents, businesses and visitors?

These questions were at the front of my mind after I saw a lot of social media coverage of Helsinki wanting to go car-free by 2025. Reading beyond the headlines of the Helsinki story, it seems that the city actually plans to test whether it could integrate public and shared transport options to such a degree that owning a car would be unnecessary for its residents. But the story revealed strong opinions on how cars impact our quality of life in urban areas and the dominance of car-centred urban planning.

Then last week I went to a talk organised by Glasgow City Heritage Trust and Architecture & Design Scotland on traffic management in historic cities.

This talk, given by Pierre Laconte, President of the Foundation for the Urban Environment, looked at examples of medium-sized cities which had found practical solutions to handling traffic within the context of enhancing place quality.

Some general themes which jumped out at me were:

Traffic management must be seen as a holistic issue which takes account of the needs of public transport users and pedestrians. In many towns and cities, traffic control aims to achieve a ‘green wave’ – where lights are coordinated to allow continuous traffic flow of cars/road traffic over several junctions in one main direction. In contrast, Zurich introduced short traffic light cycles (e.g. 55 seconds). This meant less waiting and shorter journey times for all, not just car users.

Taking a new approach to traffic management requires political will and a long-term approach. The initial regeneration and vision for Bilbao stretched over twenty years. Copenhagen has been rolling out pedestrianisation and the regeneration of waterways across the city centre since the 1960s. Making small, incremental changes which all contribute to a wider, consistent vision can be just as effective (and in many places, more practical) than masterplans which take a knock down and rebuild approach.

Creating quality places to live often depends on value creation. High density housing and commercial development can contribute to liveable cities if the financial returns are invested in infrastructure, public realm improvements and public transport. In Bilbao for example, tramlines were built from the proceeds of increased land value.

Increasing public transport use is a mind game. If an individual is committed to the idea that cars are the quickest, cheapest and most convenient form of transport then they won’t consider alternatives. Initiatives such as Southend-on-Sea’s award-winning Ideas in Motion behaviour change project try to tackle this.

Planning for linear development is an approach that can more easily adapt to fast or slow growth. Copenhagen has used public transport routes as arteries for urban growth, as did the Brussels suburban new town of Louvain-la-Neuve. In America, Portland is a poster-child for transit-oriented development with light rail, commuter rail and streetcar systems all supporting urban regeneration and development.

It seems that the question of whether towns and cities can come to a compromise where cars and people successfully co-exist is a challenge that everyone responsible for designing, maintaining and governing our urban spaces needs to face.

The latest topic briefing from The Knowledge Exchange focuses on sustainable transport.

Until recently sustainable sources of energy for transport were given little consideration in the developed world, but this is now changing thanks to concerns about diminishing oil supplies and the impact of transport on the environment. Continue reading
