Guest post: One-minute cities could put the world on your doorstep

The concept of a 15-minute city, where everything you need for daily life is within a quarter of an hour walk of your front door, was already giving city planners something to think about before COVID-19 . But as neighbourhoods, and the people living in them, grappled with multiple lockdowns throughout 2020, the idea really gained traction.

Nowhere more so than in Paris, where the mayor, Anne Hidalgo, made it the centrepiece of her successful 2020 re-election campaign. Hidalgo’s aim was to create self-sufficient communities throughout the city, where everything is a short walk or bike ride away.

In Sweden, they are tightening the time frame even further. A one-minute city pilot called Street Moves aims to “reclaim the streets” from cars by creating numerous pop-up public amenities, with the overall intention of giving the public a say in what’s on their doorstep.

It is hoped the government-backed initiative will be picked up by municipalities across the whole country, but can such a hyper-local proposition really work on a national scale?

For Street Moves project manager, Daniel Byström, who works for ArkDes – the architecture and design think-tank leading the project – the pilot is trying to inspire new ways of approaching urban development rather than attempting to offer instant wholesale change.

“The ambition is to get a spread [of streets across Sweden], with different municipalities being able to make their own intervention,” says Byström. “However, I think many of the municipalities in Sweden are not ready to do it themselves, so for me the central part of the project is not the physical outcome by itself, but more to showcase an approach for how we can work with urban planning, urban development and street development.”

Under the plans, a kit of modular wooden street furniture has been designed, which can be slotted into an area the size of a car parking space. These kits have been designed to be flexible depending on the needs of the area – an important point in terms of scaling up the initiative, since it’s not claiming to be a one-size-fits-all solution. Rather it aims to add genuine value to an area.

Five streets have been piloted since the project’s launch last September, including three in Stockholm and one in both Helsingborg and Gothenburg, with more on the way.

So far, they have created new bench space, picnic tables, planters and e-scooter parking but Byström says this is just the beginning. In the next step, we will look for more sophisticated solutions [based] around smart cities, such as infrastructure for charging electric cars and scooters.”

He says the one-minute city initiative – which has been funded by Vinnova, the Swedish government’s innovation agency – is also about giving the public more ownership over their streets, with residents being involved early on in the design process.

This resident involvement is getting positive results so far, with ArkDes claiming that 70% people surveyed about the Stockholm projects were positive. They also saw a 400% increase in the movement of people on the streets around each unit.

When coupled with the aftermath of COVID-19, this offers an exciting proposition to “reactivate” Sweden’s streets and make cities more resilient and adaptable to change, Byström adds.

“One of the things that you can see, for example, with growing digitalisation and people working from everywhere, is open-air shared office space, so it could be anything and that is the beauty of this initiative.”

The flexibility of the scheme could prove crucial when considering if this could be scaled up on a national level. Cities across Sweden will be looking for ways to bounce back in new and innovative ways after the pandemic and this could play an important role in that process. One-minute cities could also prove to be a crucial pillar in the success of Sweden’s goal for 2030 that “every street in Sweden is healthy, sustainable and vibrant.”

The lockdowns and restrictions introduced to control the spread of COVID-19 have resulted in huge changes to urban life. Previously bustling city centres remain empty, shunned in favour of suburban or rural areas where social distancing is easier and connections to the outdoors are abundant.

The roll out of vaccines provides hope for a partial restoration of normality in cities. However, the impact of COVID-19 could last much longer.

In particular, the pandemic has shown how damaging congestion, pollution and lack of green space can be – including how these factors have contributed to the severity of suffering for city dwellers. We have an opportunity to change city living for the better.

Barcelona offers an example of how city areas can be transformed to reduce pollution and increase access to green space.

The city pioneered the concept of superblocks, first introduced in 2016, as part of green urban planning. Superblocks are neighbourhoods of nine blocks. Traffic is restricted to major roads around the superblocks, leaving the streets inside for pedestrians and cyclists.

Recently, further plans have been announced to expand green zones in the city’s central district, Eixample. This is a major expansion of low-traffic zones, giving priority to pedestrians and cyclists to reduce pollution and provide green spaces.

The new plan will cover 21 streets and have space for 21 new pedestrian plazas at intersections. At least 80% of each street is to be shaded by trees in summer and 20% unpaved. A public competition in May 2021 will decide the final design.

The purpose of the plan is to ensure that no resident will be more than 200 metres from a green space.

There are many benefits to creating urban green spaces like these. They include an improvement in air quality and noise levels on the car-free streets, and a reduction in levels of nitrogen dioxide (NO₂) from road traffic. Exposure to high level of NO₂ can lead to a range of respiratory problems.

Green spaces have been shown to improve mental health, as well as lead to a reduction in risk of obesity and diabetes – conditions which significantly increase vulnerability to COVID-19.

COVID-19 has made the case for green urban planning even more compelling. However, these plans can come at a cost.

Barriers to green cities

A particular negative impact of green zones could be a high demand for housing, leading to subsequent rises in property prices. This can lead to gentrification and displacement of local residents and businesses. Care must be taken to make sure that homes remain affordable and urban green zones do not become rich enclaves.

The COVID-19 lockdowns highlighted the difference in living conditions faced by city dwellers. Green initiatives must work for all socio-economic groups, and must not exacerbate existing inequalities.

In addition, while city centres are the usual focus areas for greening initiatives, suburbs and other peripheral areas also need attention. The goal is to reduce carbon dependence in total – not shift it from one area to another, or one sector to another.

The plan should also include steps to make private and public transport completely green. This could include replacing carbon-producing transport system with zero-emission vehicles and providing ample infrastructure such as dedicated lanes and charging stations for electric vehicles.

Cities differ hugely in how they look, shape and operate. One size will not fit all. If other cities choose to follow Barcelona’s model, local issues must be carefully considered. Superblocks work really well in a neat grid system such as in central Barcelona. But many cities do not have a well-designed grid system.

However, the principles of green, environmentally friendly, car-free or restricted-traffic neighbourhoods can be adopted in any city. Examples of schemes include low-traffic neighbourhoods in London, the 15-minute city initiative in Paris, or Manchester’s plans for a zero-carbon city centre.

While adopting such interventions, it is important to keep citizens’ daily needs in mind to avoid adding extra burdens on them. If motor traffic is to be limited, the availability of public transport must be considered, safe infrastructure for walking and cycling as well as adequate road structure for essential services or deliveries.

Significant capital investment is needed to support these plans. The Barcelona plan is projected to cost €38 million (£34 million). Much more will be required if it is to roll out to more areas. Cities in the developing world and poorer countries cannot afford such huge sums. Moreover, COVID-19 has left several cities laden with a huge amount of debt.

Green city initiatives need to be long-term – and created with the support of local people. Recognition of the benefits of green living and informed support of developments will result in positive behaviour changes by the citizens.

Inclusive streets: from low expectations to big dreams

We’ve written before about the health, environmental and economic benefits of walking, and the importance of making our cities and towns more accessible for pedestrians and cyclists. This was the theme of two recent webinars presented by Living Streets, an organisation that has been campaigning for better walking and cycling environments for almost a century.

The first webinar was presented by Stuart Hay, Penny Morriss and Robert Weetman from Living Streets, who explained that inclusive streets are defined spaces where all members of the community can walk or cycle.

But inclusive streets are about more than accessibility. Many streets and public spaces that might be accessible are not necessarily navigable. They can present social and physical barriers that mean the streets are not delivering equal access for everyone.

Walking Connects

In this context, Penny Morriss highlighted the work which she’s been doing with older people in a project called Walking Connects. A rising proportion of the UK population is over 65, and while many older people remain active, a lack of facilities – seating, shelter, hand rails, public toilets,  pedestrian crossings and well-maintained streets – can hinder to their ability to access services and meet other people.

In one Airdrie community studied by the Walking Connects team, residents found the lack of pedestrian access at the end of their housing complex a significant barrier to accessing the shops, community centre and church.

Robert Weetman of Living Streets noted that this community’s experience was by no means uncommon, and is not confined to older generations.

“We’re not talking about a small number of people not being able to get along a particular street; what we’re talking about actually moves into a large number of people not even being able to get to the end of their own local streets, or even outside of their gate.”

The reasons for this largely rest on the longstanding assumption that everyone in towns and cities wants to get around by car. Today, the need to tackle climate change and the recent improvements to air quality due to the pandemic restrictions, is driving a reappraisal of our car-centric cities. At the same time, local authorities, who are mostly responsible for the design and maintenance of streets, are under greater financial pressure than ever.

Challenging the authorities

The webinar stressed that citizens are not powerless when it comes to challenging councils to improve their streets. Penny highlighted another Walking Connects project in Edinburgh, where a number of tenants in a retirement development had experienced falls because of poor paving. The problem had been reported to the council many times, but residents were repeatedly told that the faults were not bad enough to warrant resurfacing. However, after working with Living Streets to document the number of falls, they persuaded the council to resurface the pavements.

Penny explained that this pro-active approach was vital, but that marginalised groups in the community often felt that their voice didn’t count:

“One of the first things that we need to do is to make sure that they understand it’s okay to ask for an issue that they encounter on a day-to-day basis to be resolved.”

A common message throughout the webinar was the need to bring local people, councillors and road technicians together. As Robert Weetman observed, once that happens communities can drop their low expectations and start to dream big:

“I think that our biggest and in some ways our most difficult priority is to create and communicate a vision of how different our streets could be, and why that would be so much better for everybody.”

People with disabilities: overcoming the barriers

The second webinar included contributions from  Keith Robertson, an advisor to the Scottish Government through the Mobility and Access Committee Scotland, and  Catriona Burness from the Royal National Institute of Blind People (RNIB), who spoke about the particular barriers faced by people with disabilities when navigating urban streets.

These include temporary road signs, advertising boards, bins and seating. For wheelchair users, blind or partially-sighted pedestrians, this ‘street furniture’ can make a simple journey more like an obstacle course, and can also have serious consequences. Barriers can cause accidents, and if people are deterred from getting out and about, they may experience mental ill health.

Both Keith and Catriona stressed the importance of local authorities engaging with disabled people and disability organisations, not as a tick-box exercise, but to really take their needs into consideration. The results of such consultations can be dramatic.

In Perth, for example, a pedestrianisation project did away with grilles where trees were planted, removing a hazard for wheelchair users and people using canes. At the same time, all of the signs, seats, bins and other items of street furniture were aligned, giving pedestrians unimpeded access along the street. Restaurants, cafes and shops placing advertising boards outside their establishments have to follow these regulations, or face a fine from the local authority.

People with sight loss: the challenges of social distancing

Catriona highlighted the numbers of people in Scotland who are blind or partially-sighted, amounting to over 200,000 people. This figure is likely to rise further over the next decade due to an ageing population and greater prevalence of diseases such as diabetes.

Pedestrians who are blind or partially sighted have found the context of coronavirus especially challenging. Social distancing, which is such a crucial part of preventing the spread of the virus, is very hard for people with sight loss to deal with.

One particular challenge has been the increasing use of ‘floating bus stops’. Councils have been responding to the need for greater social distancing on pavements by creating more pop-up cycle lanes, which in turn has led to bus stops being repositioned from the kerbside to ‘floating’ in-between bike lanes and the road.

For blind and partially-sighted pedestrians, such arrangements make boarding a bus more inaccessible and potentially hazardous. As Keith pointed out, accidents are usually a signal to local authorities that a design isn’t right, but if people with sight loss don’t feel safe going out, there will be no accidents to report, and the situation will be unchanged.

Final thoughts

If there was an underlying message emerging from the two webinars, it was that when it comes to accessible streets, design matters to ensure fair access for all. Badly designed streets can be frustrating, and dangerous, leaving some groups of people feeling excluded. On the other hand, well designed streets can help all of us feel good about getting around, and can especially help people with disabilities feel more independent. The key is to enable engagement between the people who design our streets and those who use them.

There was so much more useful content in both of these sessions, including a discussion on how to raise issues on street accessibility with the authorities who have the powers to make changes.

Virtual knowledge: recent webinars on public and social policy

Earlier in the summer, we shared some of the information our Research Officers had picked up while joining webinars on public and social policy.

Since then, we’ve taken part in more of these virtual seminars, and in today’s blog we’re providing an overview of the wide range of topics covered.

Low traffic neighbourhoods

Earlier this month, Project Centre, which specialises in public realm regeneration and sustainability, organised a webinar on the challenges of implementing Low Traffic Neighbourhoods.

Low Traffic Neighbourhoods (LTNs) are a group of residential streets where through traffic is removed or discouraged, and any remaining traffic must operate at a pedestrian pace. The focus is not only to reduce congestion and improve safety by getting traffic back onto main arterial road networks, but also to provide environmental benefits, improve public health, community cohesion and encourage people to spend more, quality time in the areas where they live by making places “liveable”.

This webinar looked at the design and implementation of Low Traffic Neighbourhoods, with guest speakers from two local authority areas (Waltham Forest and the Liverpool City Region), as well as designers from Project Centre who support the implementation of Low Traffic Neighbourhood Schemes. The speakers discussed their own experiences designing and implementing low traffic neighbourhoods and shared potential lessons for those looking to implement their own scheme.

The speakers all emphasised some key elements to effective design and implementation of LTNs they included:

  • LTNs are not just about transport, they can have health and wellbeing, community cohesion and crime reduction and economic impacts for local businesses as people are encouraged and enabled to shop more safely in their local areas.
  • schemes should be done with communities, not to them
  • LTNs should be designed with everyone in mind to bring pedestrians and cyclists “on par” with cars in terms of the use of street space
  • effective data and evaluation can help build a case for wider roll outs.

The new long life: a framework for flourishing in a changing world

This webinar was delivered by the International Longevity Centre (ILC) and included a number of speakers from a range of backgrounds who came together to discuss the impact of longevity and ageing on our engagement with work and the labour market, particularly in relation to digital technology and the changing nature of work post COVID-19. Speakers included Prof. Andrew Scott, Caroline Waters, Jodi Starkman, Stefan Stern, Lily Parsey and George MacGinnis.

Many of the speakers highlighted the difference between the ageing agenda and the longevity agenda, explaining that while many of us will live and work for longer than ever before, the nature of work and the stages of life are changing in a way that for many will be unrecognisable as the “traditional life journey”.

They stressed the need to move away from “traditional linear thinking” about how we age, with education at the start, mid-life being punctuated by work and potentially parenthood, then retirement, and that ageing in the future will be full of more “life stages” and more mini cycles where career breaks, learning and other life “punctuations” will take place at different times of life. It was suggested that the nature of work will change so much that re-learning and at times re-training will be a necessity at multiple points in life, and not just by those who change career deliberately.

Ageing well must, according to speakers, remain high on the policy agenda of future governments to ensure that the growing population of older people can live lives that are enjoyable, purposeful and productive and can contribute to wider society well into what would currently be considered “old age”.

Clearing the air

This has been a year like no other. But while attention has rightly focused on the number of Covid-19 fatalities – more than 800,000 worldwide – there is another hidden killer which has been responsible for more deaths than coronavirus, HIV and malaria combined. Research has found that air pollution caused an extra 8.8 million deaths around the world in 2015.

We’ve written before about efforts to improve air quality, and in July a webinar organised by Catapult Connected Places looked at further innovative ways to understand and tackle air pollution across the globe.

Eloise Marais,  an Associate Professor in Physical Geography at UCL talked about TRACE – the Tool for Recording and Assessing the City Environment – that she is developing using satellite observations of atmospheric composition. Satellites offer more complete and consistent coverage than surface monitors, and satellites can also monitor many air pollutants, such as sulphur dioxide, ozone, nitrogen oxides and fine particulate matter.

But while satellites have a long and well sustained record of recording data – some have been in space for more than a decade – their measurements have limitations in terms of spatial resolution. At the moment, these can only cover city-wide air quality, rather than providing postal code measurements. Eloise explained that, while satellite data has been used to show that air quality improvement policies have been effective in London as a whole, they cannot yet confirm that in some parts of the city pollution levels are not falling. Even so, Eloise noted that spatial resolution is improving.

Later in the webinar, Bob Burgoyne, Market Intelligence Team Lead at Connected Places Catapult talked about the Innovating for Clean Air India Programme. India is home to 14 of the world’s most polluted cities. One of these, the city of Bangalore is especially badly affected, and Bob described a project which aims to improve the city’s air quality and enable a transition to electric vehicles. The Catapult network has been working with academic and professional bodies, and with small and medium sized enterprises in India to measure and demonstrate the impact of pedestrianizing a major street in Bangalore on Sundays. The long term goal is to permanently pedestrianise the street, and to demonstrate active and electric mobility solutions.

Back on track: London’s transport recovery

This webinar, organised by the Centre for London, discussed the impact of the Coronavirus pandemic on London’s transport systems and explored the impact of changes to Londoners’ travel habits on the actions required for recovery.

The event included contributions from Rob Whitehead, Director of Strategic Projects at Centre for London, Cllr Sophie McGeevor, Cabinet Member for Environment and Transport at London Borough of Lewisham, and Shashi Verma, Chief Technology Officer and Director of Strategy at Transport for London.

A major concern raised by speakers was that current trends indicate that car usage is returning to normal levels faster than any other form of transport. Public transport, such as bus and tube, is slowly recovering but its usage is often linked to changes to lockdown restrictions, with surges in use as restrictions are lifted that very quickly level off. Additionally, although it appears that active transport use has increased, this increase tends to be at weekends and is more apparent in outer London.

As a result of these trends, there is a serious concern that levels of traffic in London may exceed the levels experienced prior to the lockdown. Currently, road traffic is at roughly 90% of normal levels, if this rises to 110%, the resulting congestion will result in gridlock and could have major implications for London’s economy.

How should we use grey literature?

This webinar was organised by the CILIP Health Libraries Group, for CILIP members to learn about and discuss how grey literature is used by libraries, and the benefits and challenges of making use of such content.

The main talk was delivered by two members of the library team from the King’s Fund – Deena Maggs and Kathy Johnson – who emphasised the importance of grey literature as a means of delivering timely and up to date information to users, particularly in the context of health and social care policy, where information needs tend to be very immediate.

The session involved discussions about the usefulness of grey literature in terms of Covid-19 recovery planning, as well as the challenge of determining the credibility of content which is not peer reviewed or commercially published.

The speakers gave practical advice around selecting and evaluating such sources, and highlighted the broadening range of ‘grey’ content that libraries can make use of, such as audio recordings, blog posts, and Tweets.

Do planners dream of electric streets?

The last few years have seen a phenomenal growth in demand for electric vehicles in the UK.  Nearly 50,000 electric and plug in hybrid vehicles were registered between July and September 2017 a considerable achievement, when only 5 years ago it was less than 1,000.

Overall, there are now around 120,000 battery-powered cars on Britain’s roads, and this is expected to grow to 10m by 2035.  From the modest Nissan Leaf, to the futuristic Tesla, the choice of electric vehicles is expanding, and various car manufacturers have announced ambitious plans to develop even more electric vehicles to suit a range of tastes and budgets.

The benefits of moving to electric are clear – as well as lower emissions, they are also cheaper to run costing less than half as much than petrol-powered equivalents.

Out with the old

This means that a future where electric cars are the norm is now on the near horizon.  Indeed, the UK recently committed to banning the sale of new petrol and diesel cars, including hybrid vehicles, by 2040.  The Scottish government have set an even more ambitious target pledging that by 2032 all new vehicles sold in Scotland will be electric. Norway, India and France have also set similar goals.

At the local level, Oxford is set to become the first city centre to ban all non-electric vehicles with certain streets becoming electric-only by 2020, and the world’s first ultra-low emissions zone (ULEZ) will come into operation in London next year.

Delivery of EV infrastructure through the planning system

As desirable as a low emission, electric-only city may be, the use of electric vehicles poses a number of challenges for town planning and urban design.

Ensuring that there is sufficient infrastructure in place to meet the increased demand for electric vehicle recharging will be a key issue. While there has been a significant growth in the number and geographic spread of EV connectors across the UK since 2011, many more will be required if predicted demand is to be met.

While motorway services and petrol stations will soon be required by law to install charge points for electric cars, simply replacing existing fuel pumps with EV chargers will not provide sufficient capacity, as at present, charging an electric car can take anywhere between 30 minutes to a couple of hours.  Additional charging stations will have to be incorporated into parking spots – either on the road, at home or in car parks.

The planning system is already taking some practical action to address this. Both planning policy and development management provide important delivery mechanisms.

At the national level, in England, the National Planning Policy Framework states that

developments should be located and designed where practical to… incorporate facilities for charging plug-in and other ultra-low emission vehicles”.

In Scotland, high level planning policy also recognises the importance of considering EV charging infrastructure in new developments, with supportive text included in both the Third National Planning Framework and the Scottish Planning Policy 2014. In addition, permitted development rights for off-road charge points came into force in 2014.

At the regional level, some policies require planning authorities to incorporate facilities for charging electric vehicles.  For example, The London Plan states:

developments in all parts of London must… ensure that 1 in 5 spaces provide an electrical charging point to encourage the uptake of electric vehicles”.

Several local authorities also use local plan policies to require electric vehicle provision, and others use their development control powers to require developers to provide electric vehicle charging points.

Some authorities have also taken opportunities to broker EV via non-planning routes, for example, the provision of public recharging point provision through grants.  One such example the On-Street Residential Chargepoint Scheme was set up in 2016, and provides up to 75% of the cost of procuring and installing chargepoints.

Challenges remain

While progress is being made, a number of challenges remain.

As well as increasing the overall number of available charging stations, planners will need to ensure that they are adequately distributed within a city so that there’s always one within reasonable driving range.  Specifying EV charging points on new developments runs the risk of a ‘scattergun’ approach, particularly where developments are concentrated in specific areas.  Local authorities would do well to adopt a strategic and planned approach to EV provision to ensure adequate coverage.  This will be particularly important in rural areas, as electric cars typically have a maximum range of around 150 miles. ’Range anxiety’ is an affliction suffered by many electric car drivers!

While various grants are available for electric car owners to install charging infrastructure at their homes, it is also not yet clear how home EV charging will work in densely populated areas without private parking, such as large blocks of flats. One potential solution may be the use of massive batteries kept in shipping container-style boxes, with up to 50 charging points attached.

The provision of on street EV charging facilities may present a design challenge in historic and/or conservation areas. In London, this has been dealt with by retrofitting existing street lamps with EV infrastructure, even including heritage lamps in Kensington and Chelsea.

There have also been concerns about the ability of the national grid to cope with millions of cars being plugged in to charge every evening.  Encouraging drivers to charge ‘smart’ at off-peak times may be the way forward.

Innovative solutions

Despite these challenges, there are promising signs of progress.  Some noteworthy examples include Elgin-based housebuilder Springfield Properties committing to installing cabling for electric car charging points in all new-build homes as standard, including its new 3,000-home development in Perth.  There are also plans to turn the A9 into an ‘electric highway’ and for a new ‘charging hub’ in the centre of Dundee – which will also be part-powered by the use of solar canopies.

EV technology is an area of fast-paced change and addressing the many challenges that it presents will require planners to adopt similarly innovative and forward-thinking solutions.  With advances being made on contactless under-road EV charging, it may not be long before electric streets charge our cars on the move.  We in the Information Service are excited to see what the future holds, and will be keeping abreast of the latest developments in both policy and practice.

What makes a city child-friendly?

In 1996, Unicef launched one of the first initiatives to promote a child-friendly approach to urban design – the Child Friendly Cities Initiative (CFCI).  Since then, interest in the design and development of ‘child-friendly cities’ has grown significantly.

In the UK, the CFCI has inspired a number of city-based initiatives that, while not officially part of the CFCI, have adopted its ethos.  Examples include the Bristol Child Friendly City (CFC) movementChild Friendly Leeds and Bath and North East Somerset Child Friendly City and Community.

There is a common perception that the provision of parks and playgrounds is sufficient to make an environment ‘child-friendly’.  However, in reality, many different aspects of the urban environment have significant impacts upon children’s health, wellbeing and development.

What do children want?

According to Suzanne Crowhurst Lennard, Founder and Director of the International Making Cities Liveable conferences:

There are three things that children need in their normal everyday world: face-to-face social interaction with a community of all ages; direct interaction with nature; and the chance to develop independence at every age

Indeed, research has consistently found similar overarching themes.

The role of good urban design

Good urban design clearly has a central role to play in the creation of such environments.  But what does this mean in practice?

One indicator of good urban design is the extent of children’s independent mobility. However, over the past few decades, this has declined significantly.  For example – the number of primary school children travelling home from school alone fell by 61% between 1970 and 2010. High traffic volumes and unwelcome public spaces are partly responsible for this.  These are two areas that planning can directly influence.

Studies have found that a carefully planned mix of accessible green spaces within a reasonably dense structure might provide the most child-friendly environment. A dense urban structure promotes active journeys to school (e.g. walking or cycling), increases independent mobility, and means that locations meaningful to children, such as parks and green spaces, are only a short distance away.

Other child-friendly design elements include:

  • parks, playgrounds and sports and community centres
  • zones with priority for pedestrians, players and cyclists
  • access to landscaped green areas, open spaces and nature
  • affordable and accessible transport options

For children living in poorer areas, opportunities for play in and around the street can be an important alternative to more costly leisure and recreational activities. Indeed, Play Streets where streets temporarily close to enable children to play have been successful in Bristol and London.

Similarly, a key theme to emerge from a report by the Commission for Architecture and the Built Environment (CABE) was the importance of making provision for ‘slack space’ within the urban environment that is conducive to spontaneous re-use and re-invention by children and young people.

Ten top tips for building a child-friendly city

Leading child’s play researcher and advocate, Tim Gill, highlights a succinct 10-point checklist for child-friendliness, based on the work of a Vancouver urbanist and writer Jillian Glover. Important factors for building a more child-friendly city include density, family–oriented housing, walkability/bikeability, and access to nature.

Intergenerational interaction

Urban design not only influences the way that children use and access public spaces; it can also facilitate interaction between different generations. Flexible public spaces and community initiatives such as gardening and food-growing projects provide great opportunities for young and older people to come together.

Research by Future Cities Catapult has looked at ways of encouraging better intergenerational encounters in urban areas.  Examples include shared service hubs and ‘accidental’ encounters in public space.  There is a clear crossover between the needs of children and older people in cities.

Designing for teenagers

Of course, children have varied needs across their life course – from babies to older teenagers.  A study by Growing Up Boulder – a child-friendly city initiative in Boulder, Colorado, USA – found that some of teenagers’ most consistently requested features for public space included Wifi, affordable and diverse food options, and lighting and safety features.

A city that works for everyone

As well as addressing the different needs of different groups of children, there is also a need to cater for children and young people with specific needs, such as those on the autistic spectrum or those with disabilities.

As such, child-friendly urban design shares many of its principles with that of other movements, including the design of cities for older people, those with disabilities and those with dementia.  Indeed, many of its principles, such as improved road safety, walkability and accessibility of public transport, are of universal benefit, regardless of age or disability status.

As Peter Madden, Chief Executive of the Future Cities Catapult, has observed::

If a city works well for very old and very young people, it is likely to be a city that works for everyone”.

Hitting the ground walking: how planners can create more walkable cities, one step at a time

In recent times, walking has been enlisted as one of the key weapons in the war on inactivity. Planners and policymakers have taken note of evidence highlighting the benefits of walking for health and wellbeing. Meanwhile, local and national governments have taken up the challenge of embedding walking into policy, strategy and guidance. There are now national walking strategies for England, Wales and Scotland, and from Belfast to Bristol local councils have published their own plans to get more people walking.

Travel trends and their costs

During the twentieth century, there was a shift from work involving physical labour to jobs of a more sedentary nature. In addition, the growth of suburbs and rising car ownership has contributed to a decline in people travelling on foot. At the same time, the attractions of television and home computers mean fewer people are spending their leisure time playing sports or taking part in outdoor activities.

The World Health Organisation (WHO) has put the consequences of these trends into stark perspective:

“Sedentary lifestyles increase all causes of mortality, double the risk of cardiovascular diseases, diabetes, and obesity, and increase the risks of colon cancer, high blood pressure, osteoporosis, lipid disorders, depression and anxiety.”

  • Worldwide, around two million deaths a year are attributed to physical inactivity.
  • In the UK, physical activity contributes to one in six deaths, and costs £7.4 billion a year to business and wider society. It is the fourth largest cause of disease and disability in the UK.
  • In Scotland, inactivity contributes to over 2,500 deaths each year, costing the NHS £94.1m annually.

The benefits of walking

Efforts encouraging people to become more active have had mixed results, and there is now a recognition that turning the tide of physical activity may take decades to achieve. But there’s also a growing understanding that physical activity that can be built in to everyday life can be as effective as supervised exercise programmes. And, as we reported last week, the health benefits of walking can be demonstrated in unexpected ways, such as the emergence of the Pokémon Go game as an incentive to exercise.

A recent report from the Arup design and engineering firm highlights that walking is good for cities as well as for people. It details more than 50 ways in which the world can benefit from walkable cities, including:

  • Social benefits – health and wellbeing, safety, placemaking, social cohesion and equality.
  • Economic benefits – city attractiveness, urban regeneration, cost savings.
  • Environmental benefits – addressing air and noise pollution, improving liveability and transport efficiency.
  • Political benefits – leadership, urban governance, sustainable development and planning opportunities.

Making walkable places

Another key theme of the Arup report was the importance of planning for pedestrians:

“If we want cities to be more walkable, the way we design cities has to change. Walkable places are more compact, dense with mixed uses. Streets have to be well connected with more shade from sun and rain, green spaces, trees and public spaces. And, we must pay more attention to the quality of public spaces, not just providing quantity of walkable space.” Joanna Rowelle, Director at Arup

The report lists 40 actions that city leaders can consider to inform walking policy, strategy and design. Among the ideas:

  • Temporarily removing cars from a city can transform roads into public spaces, raise awareness around car dependency, reduce air pollution, and reveal the potential opportunities created by having more – and safer – spaces for people.
  • Financial incentives and disincentives, including subsidies and taxes like congestion charges, can be used to encourage behaviour change.
  • Use of shared spaces to create a pedestrian-oriented environment where people are aware of fellow road users.
  • Unused infrastructure – such as New York City’s High Line – offers major opportunities for facilitating safe and attractive pedestrian routes and activity spaces.
  • Urban regeneration creates the opportunity to redevelop small pieces of land into pocket parks or public spaces with a green character.
  • Rivers and waterways can be transformed from barriers into walking and cycling routes by creating green and accommodating waterfronts.

Best foot forward?

Many of the suggestions in the Arup report are not hard to implement, and needn’t be costly. But even when schemes have been enacted, they may face opposition.

Each weekend, for the past seven years, a busy thoroughfare in Bucharest has been cleared to create Via Sport – a safe space for leisure and sport. This summer, the city’s new mayor claimed Via Sport has been causing traffic problems. The scheme has now been closed for the foreseeable future.

Old instincts die hard. Those rethinking patterns and processes of urban design to stimulate walking (and cycling) will face a few bumps in the road. But the potential rewards will be great. As David Sim of Gehl Architects observes:

“The key strategy is about getting people to actually spend time out on the street. They become a part of the space, familiar with their neighbours, and are in tune with city life.”

Is 20 plenty? The evidence for lower speed limits

This week (18-25 May) it’s Walk to School Week – where parents and children are encouraged to leave the car at home and experience the benefits of walking to and from school.

The campaign is particularly important given recent evidence which suggests that the number of children who walk to school is falling. The most recent Department for Transport National Travel Survey found that only 42% of children walked to school regularly in 2013, compared to 47% in 1995/97. Indeed, Britain has one of the lowest levels of children walking or cycling to school in Europe.

A recent YouGov survey of 1,000 parents of five- to 11-year olds in Great Britain found that speeding traffic was the main reason that parents no longer let their children walk to school. In particular, 39% felt that school-run traffic was dangerous. Almost two-thirds reported that they would like to see car-free zones outside both primary and secondary schools, as well as 20 mph speed limits in surrounding areas.

20 mph limits and zones

The introduction of 20 mph speed limits and zones has received widespread interest of late, with a number of large schemes, such as the one planned in Edinburgh, capturing the headlines. The Edinburgh scheme is particularly notable for its scale. It covers over 80% of the city’s roads – effectively making 20 mph the default speed for all of its urban areas. Implementation is due to start in late 2015.

At the other end of the UK, the London Borough of Hackney has this week begun the rollout of its own 20 mph scheme, through which more than 99% of the borough’s roads will become subject to 20 mph limits by October 2015.

The Edinburgh and Hackney schemes join a host of others across the UK, including those in inner London, Liverpool, York, Bath, Bristol, Manchester, Newcastle, Brighton, Oxford and Glasgow.

Support for further implementation

Numerous campaign and road safety groups have called for the greater implementation of 20 mph zones and limits across the UK, including the Royal Society for the Prevention of Accidents (RoSPA), Sustrans, the Campaign for Better Transport, CTC – the national cycling charity, 20’s Plenty for Us, The Slower Speeds Initiative and the European Transport Safety Council (ETSC).

The UK Government have also shown support for the wider implementation of 20 mph zones and limits. In 2013, they published revised guidance to make it easier for local authorities to implement 20 mph limits and zones in their areas, and earlier this year, new guidance which further supports 20 mph limits was published by Transport Scotland.

There is also clear evidence of the public’s desire for lower speed limits. A recent YouGov survey found that the majority of respondents supported the introduction of 20 mph speed limits in residential streets (65% support or strongly support) and busy shopping areas and busy streets (72%). Improved road safety and children’s safety were the key reasons for this, along with other reasons – such as making our streets more pleasant to live in, encouraging more walking and cycling, reducing noise and improving the quality of life.

The YouGov survey echoes the findings of the British Social Attitudes Survey 2013, which found 68% of people to be in favour of 20 mile per hour speed limits in residential streets.

Talking of the Hackney scheme, Cllr Feryal Demirci, Cabinet Member for Neighbourhoods and Sustainability, Hackney Council neatly summarises the anticipated benefits of 20 mph zones:

“We strongly believe this 20 mph rollout will be better for everyone. It will mean a safer, calmer and more liveable neighbourhoods for all residents, leading to more walking, cycling and playing outside, which in turn will have a positive impact on health and the community.”

Evidence of the benefits

But does the evidence support these anticipated benefits?

One of the most commonly cited benefit of lower speed limits is improved road safety, resulting from a reduction in the number and severity of collisions. There is widespread evidence that this is the case – for example, research published in the BMJ in 2009 concluded that 20 mph zones were effective measures for reducing road injuries and deaths. Specifically, their introduction was associated with a 41.9% reduction in road casualties, with the effect being greatest in younger children and for the category of killed or seriously injured casualties.

Similar findings have been reported elsewhere, for example, in a review of evidence reported to the London Road Safety Unit, in research by the DfT and by the SWOV Institute for Road Safety Research.

There is also evidence that lower speed limits may help to tackle health inequalities. This is because children and young adults are more at risk of road traffic accidents within poorer localities than in richer urban neighbourhoods. Indeed, in January 2014, Danny Dorling, Halford Mackinder Professor of Geography at the University of Oxford, went as far as to claim that implementing 20 mph speed limits was the main way in which local authorities could effectively improve the health of the local population and reduce health inequalities.

Similarly, research published in the Journal of Public Health in 2014 reported that targeting 20 mph zones in deprived areas may be beneficial. It also concluded that “20 mph zones and limits were effective means of improving public health via reduced accidents and injuries”.

Improved public health is another often cited benefit of lower speed limits. Evidence from Bristol and Edinburgh demonstrates that 20 mph zones do indeed encourage increased levels of physical activity, including walking and cycling, and there is also evidence that they improve resident quality of life, through increased opportunities for social interaction and less noise and air pollution.

The reduced levels of pollution also mean that lower speed limits can be better for the environment.

Finally, there is also some evidence that 20 mph zones may result in increased local economic activity – with improved walking environments having many potential benefits for local business. Research conducted by Living Streets in London also found that pedestrians tended to spend more than those arriving by car.

Driver concerns and attitudes

Despite the evidence in their favour, 20 mph zones are not always welcomed with open arms. There remain a number of concerns about the implementation of 20 mph zones, including fears that they may lead to increased levels of congestion, increased carbon emissions, suffer from a lack of enforcement, increase journey times, and increase emergency response times.

Most of these concerns have been countered by research evidence; however, attitudinal barriers remain. In an analysis of a YouGov survey of public attitudes towards 20 mph zones, Professor Alan Tapp of UWE Bristol, reports that a sizable minority of people (31%) claim that ‘If a 20 mph speed limit is introduced, I may not stick to it’. He also points out that 49% felt that ‘It is just too difficult to stay at 20 mph’ and almost a third of people (30%) thought that 20 mph is an example of a nanny state.

The way forward

So despite the progress that has been made, there is clearly still some way to go before 20 mph limits and zones become a fully accepted part of UK towns and cities. Implementing more 20 mph limits is only the start – it seems that there is also a need for local authorities to tackle the negative perceptions of 20 mph zones held by many drivers in order to ensure that 20 mph limits are adhered to in practice.

Sharing evidence of the positive benefits of 20 mph zones and demonstrating that many of the main concerns associated with them are ill-founded is likely to play an important part in encouraging more positive attitudes, changing driver behaviour, and in turn, make streets safer and more enjoyable for children and adults alike.
