Playing catch up: education and the pandemic

The coronavirus pandemic impact has been far reaching and it is predicted that the impacts will be felt for a number of years to come.

However, one of the potentially longest-term impacts is that on children at school who have missed out on learning which has been significantly disrupted for the duration of the pandemic.

Whether it is the mental and socio-emotional impact of children being isolated from peers, those children who missed out on key early years learning, or those children due to take important examinations, the impact has been significant and few children, if any have been unaffected.

Politicians and commentators have speculated about how easy it will be for children to “catch up” on learning they might have missed. Some have questioned if it will even be possible at all, with suggestions that we could be feeling the effects of the educational impact of the pandemic for many years.

Lost learning

Research from the Organisation for Economic Cooperation and Development shows that in the first 12 months of the pandemic (March 2020-March 2021), 1.5 billion students in 188 countries and economies weren’t able to go to school, for varying lengths of time. 

Further research published by the Education Policy Institute in October 2021 estimated that by the second half of March 2022, lost learning in primary school had amounted to 2.2 months in reading and 3.5 months in numeracy. The research also showed that the impact of lost learning is not equal across groups of children, with those from lower income backgrounds or areas of higher deprivation facing a greater gap in learning than those from more affluent backgrounds.

There have also been significant challenges faced by children with special educational needs and disabilities (SEND). Research has found that in many instances the pandemic has created a “double disadvantage” for children and young people with SEND and that it has exacerbated challenges they already faced with accessing support. Many children and their parents felt “left behind” by decisions that were made around school and care setting closures which they say will have a largely negative impact on children with SEND, not just from lack of learning, but also loss of routine, access to specialist therapies and equipment and interaction with peers.

Trying to predict the impact

Researchers have been attempting to use data from previous crises, such as the Christchurch earthquake and the Second World War to look at the potential long term impact of learning disruption on employment and earnings in later life.

Those examples highlight that long-run negative effects are considerable, but can be mitigated by significant government, school and parental responses. In other words, catch-up is not a natural process: it requires active and sustained efforts.

However, researchers have also noted that the response to catching up is also unprecedented, with little previous comparison for the immediate recognition of the disruption and the efforts in strategies like remote learning which have been employed to try and reduce disruption.

This effort to allow children to maintain some level of learning during the pandemic and allow those who have missed learning to catch up after it could be key in ensuring that children aren’t left behind.

How to “catch up” on learning

 A report by the United Nations-led Accelerated Education Working Group has proposed multiple ways to deal with pandemic-induced learning losses. These range from extending teaching time to implementing formal catch-up programmes with remedial education for struggling pupils.

In 2020 £350million was invested by the UK Government in the National Tutoring Programme, with a further £200million allocated in February 2021. 

Research exploring the effect of extending the school day and summer schools on educational attainment from the Education Endowment Foundation has found that these measures have a low impact but moderate associated costs. This suggests that it is not an effective way to address gaps in children’s learning created by the pandemic. The evidence also indicates that these interventions aren’t effective in meeting the needs of the vulnerable children who need most support.

There are many, though, who suggest that the focus on “catching up” is not helpful, for learners or teachers. They say that the notion that learners need to “catch up” or are “left behind” reinforces the idea that children only have “one shot” at a “traditional educational route” and that those children who don’t meet those standards have somehow failed. It also puts them under pressure to perform academically at a time which has been challenging and unprecedented for everyone, which could do long term harm to their wellbeing. Instead, they contend that children should be encouraged to celebrate the learning and successes they have had in the past 18 months, whether that is in formal academic assessments, finishing a book they previously hadn’t read or learning to bake or sew.

Children will be returning to school to “catch up” on missed learning from different places some will have made surprising progress, some will have seen developments in their socio-emotional learning, some will have endured a difficult series of months, some will be continuing to deal with challenges which have only been exacerbated by the pandemic.

The reality is that there is unlikely to be a “one size fits all” process that can restore children to expected curriculum targets as though the pandemic never happened.

Final thoughts

As announcements come of a potential return to formal examinations in 2022, both learners and teachers need to be supported to help make up gaps in knowledge and to ensure assessment is fair.

While learners need to be supported to catch up educationally, the pandemic has also had a significant impact on socio-emotional learning and mental health, and children and young people will need to be brought back into learning environments in ways which support this too. Teachers and those involved in schools and education are themselves under pressure from significant workloads and stressors on their own mental health and wellbeing which was also inevitably impacted by the pandemic.

There are, as yet, few studies which look at the longer term impact of large scale missed education, particularly the impact on older children who have missed, or will now be due to take, key examinations, or early learners who may have missed out on key developmental learning milestones. But the early research shows we face a significant challenge to help bring all children whose learning has been disrupted back to pre-pandemic learning levels.

Living life in full colour: exploring the relationship between colour, design, behaviour and emotion

Seeing red…. green with jealousy….. feeling blue. Associating colours with emotions is not new, but increasingly, psychologists are being asked to explore the relationship between colour, emotion and its impact in a number of different settings, including learning in classroom settings, the design of the built environment, including work spaces and travel hubs, and improving wellbeing as a result.

Colour is a powerful tool. It can be used to get attention, enhance clarity, establish a code, label and differentiate items, as well as to influence behaviour or learning outcomes. For example in schools we are often told to use blue or black ink. Red ink is supposed to be used by teachers to correct assignments, notebooks, and class work. This is a deliberate tool to draw our attention to the mistake we make, designed to help enhance our learning outcomes, in the sense that by drawing attention to the mistake we will remember not to repeat the points highlighted.

“Bad” and “good” colours

Studies have disagreed on how exactly our association between colour and emotions develops. Some have suggested it is an instinctive reaction, something primal which suggests to us that things that are red in colour are dangerous or negative, while blues and yellows signal happier less aggressive colours.

However, others have suggested that the connotations we associate with colour are learned, albeit from a very young age. We associate some colours as being “good” and others as “bad” and this impacts how we interact around them in spaces like classrooms and workspaces. The meaning of colours is culturally-specific and differs around the world in different societies and groups.

However, a third view is that colour theory is much more complex than simply yellow = happy and blue = sad. Colours can have several meanings, and can encourage an audience to feel or act in certain ways depending on when and how they are used, and in some instances depending on personal experiences which people link to specific colours. This is the reason why the literature on colour is so contested; in many instances it blurs the boundary between our instinctive associations of colours and those associations we create ourselves through experiences.

How colours are impacting on the design of our spaces

Knowing how colour can affect behaviours is informative for designers and psychologists in a number of environments, including in schools, offices or hospitals. In a learning context, such as in a school using “engaging” hues (warm colours such as red, orange, and yellow) to prevent learners from getting bored, and passive hues (cold colours such as green and blue) to keep learners calm can help with learning, but getting this balance right is important.

A number of studies have looked at the impact of classroom design, including use of colour on the learning and behavioural outcomes of both neurodiverse, and neurotypical children, with many emphasising that overstimulation, particularly of young children through excessive use of bright colour can create a disruptive classroom environment and make it difficult to encourage concentration and staying on task. However, some colour in specific areas of the classroom is good to help with engagement and stimulation.

Similarly, colours have been used by architects and designers in their choice of building material or building design to help encourage feelings of calm or reflection. This is particularly the case in transport hubs like airports and in hospitals or care facilities. Using fresh and calming colours which relate strongly to nature is also a technique used by office designers to help create the feeling of open calm and fresh spaces to help improve working environments and improve productivity.

The design of the built environment and how “green” and “blue” features which incorporate natural materials (green spaces and water have a positive impact on mental and physical wellbeing) has been widely discussed by planners and architects. The evidence generally supports the view that the inclusion of green spaces, promotes health and wellbeing across the life course. This combination of colour and the integration of nature into spaces is being used increasingly in the design of buildings and  in master planning for large urban projects.

Final thoughts

Colour and emotion both play important roles in our capacity to learn and be productive. The association between colour and our emotions and actions is complex and a source of disagreement for some psychologists. Colour has been found to affect how people feel both psychologically and physically. Understanding how colour and emotion relate and how colour can be used to change environments to encourage particular feelings of calmness or concentration, particularly in schools and workplaces is something that will be further explored by designers.

Colour should be understood as part of a wider “toolkit” used by designers and architects to ensure that we are building better places that create environments which support and promote wellbeing, encourage positive emotions and create more effective spaces for us to work, learn and interact in.

“For many children we are the first point of contact”: supporting children’s mental health in schools

A 2018 evidence review from Public Health England reported that one in 10 young people have some form of diagnosable mental health condition. This, the report suggests, equates to as many as 850,000 children and young people with a diagnosable mental health disorder in the UK. It also reported that half of all mental health problems emerge before the age of 14, and children with persistent mental health problems face unequal chances in life.

Research has also highlighted the impact of “key factors” like poverty and adverse childhood experiences (ACEs), including emotional trauma, abuse or neglect (which people living in higher areas of deprivation are more likely to experience) on an individual’s chance of developing a mental illness. However, an additional factor often cited in surveys around child mental health and wellbeing is the impact of school, including exam stress, and bullying. Mental ill health has also been found to have an impact on attainment, behaviour and a child’s ability to learn. As a result, teachers are often part of the front line of supporting adults for children who are suffering from mental ill health, with increasing pressure being placed on teachers and schools to identify and signpost children to other services.

Schools, as well as teachers,  are increasingly becoming a focus for the delivery of Child and Adolescent Mental Health Services (CAMHS) in their community. Often schools are at the centre of their local community, so it is logistically convenient to coordinate services there; it can for some be a less intimidating or stigmatising environment than attending a clinic at a GP surgery, for example. School is the primary developmental space that children encounter after their family, and children’s learning and development and their mental health are often interrelated, so it makes sense for teachers to take an interest in terms of attainment and progress in learning. In December 2017, the Department of Health and Department for Education (DfE) published the Green Paper Transforming children and young people’s mental health provision which highlighted the role of schools as key in promoting a positive message about mental health and wellbeing among school age children and young people.

Good work is already being done, but how can we do more?

Research has shown that there is already a lot of good and effective practice being done in schools around children’s mental health. Many schools already work in partnership with local health teams to provide in house CAMHS support in the form of mental health nurses and social workers who are posted on site for children to access. One of the major recommendations in a 2018 Audit Scotland report on child mental health in Scotland was to encourage more of this type of partnership working. The report stressed the importance of joint working between public services if child mental health is to be improved, and where possible to include as wide a spectrum of public services in the delivery of CAMHS support, including criminal justice and housing practitioners, as well as health and social care and education staff.

In some schools senior pupils and designated members of staff are being offered mental health first aid training, and wear lanyards to help students identify them should they ever need to talk to someone. While it is important – particularly for students who participate in mental health first aid programmes – to be made aware of the challenges the role may entail, it can be a rewarding experience for young people to participate in and can also be a vital in-road to support for some students who would otherwise feel uncomfortable talking to a member of staff.

Other programmes like those developed by the Anna Freud National Centre for Children and Families, Centre for Mental Health and the ICE PACK and Kitbag tools (which have been used widely in UK schools) look at resilience building  and promoting coping mechanisms among young people, as well as encouraging the creation of trusting relationships which focus on nurturing and normalising mental illness to encourage children and young people to feel comfortable discussing their feelings and thoughts. These programmes also integrate early intervention and prevention approaches, hoping to identify children and young people who are suffering from mental illness as early as possible and signpost them to appropriate support.

The specific role of teachers

Teachers need to remember that they are not health or social care professionals and that – as much as they would like to completely solve all of the problems of their students – they can only do what they can, and that is enough.

It is also very important for teachers to practise what they preach in as much as teacher self-care is as important as signposting children and young people who are struggling with mental health issues. A 2016 survey by the National Union of Teachers (NUT) found almost half of teachers had sought help from their doctor for stress-related condition. Teacher stress and burnout and those leaving the profession due to conditions like stress do not help to create an environment that is supportive of good mental health in the classroom. Teacher wellbeing is so important and building their own resilience is one way that teachers can start to embed good mental health in their practice. If you are doing it yourself it will be easier to help and show children how to do it if they come to you for advice!

Teachers simply being there and offering a safe space and first point of contact for many children is important. Listening and signposting can be so valuable for those pupils taking the first step and teachers should not be put off by any personal perception of a lack of expertise in mental health – a small amount of knowledge or understanding of what to do next is more than enough. In some respects, teachers should feel almost privileged that a student has chosen to come to them, someone they feel they can trust and talk to.

A poll conducted as part of a webinar held for educational practitioners found that rather than requiring more information about mental illness, what teachers actually wanted was more practical examples of how to apply support in the classroom and how to embed mental health into their teaching and the learning of their students.

A unique opportunity

Schools and teachers are on the front line of public services and have a unique opportunity through regular contact with children to help to build and promote resilience among pupils, and embedding this within the whole school can be an effective way of ensuring pupils feel the benefit without being singled out. Taking nurturing approaches to learning and teaching, and promoting the creation of trusting relationships is key to some of the already effective practice going on in schools. Sharing the learning and best practice that is already happening will be vital to ensuring that support for children suffering from mental ill health improves and adapts to changing needs in the future.

Multiplying excellence: maths schools in the UK

In a report published for National Numeracy Day, it was revealed that innumeracy and poor numeracy skills costs the UK economy over £20bn. And despite there being no scientific research to support the idea of a ‘maths person’, more than three-quarters of children at secondary school surveyed ahead of National Numeracy Day believe that some people are naturally able to do maths better than others. Combatting these challenges by improving attainment and study of maths past GCSE (and STEM subjects more widely) has been a target for the UK government for some years, with the current government highlighting it as a specific objective in order to fulfil the aims of the Industrial Strategy.

The challenge of innumeracy

Public perceptions of maths are poor. Research suggests that it is far more socially acceptable for an adult to say “oh I can’t work this sum out” than to say for example that they can’t read a word. As we get older, while reading and writing, and general literacy, is seen as something that is essential, many do not hold basic maths and numeracy skill in the same regard. This is despite the fact that being innumerate can have just as significant an impact on someone as being illiterate.

The knock-on impact of poor numeracy skills can be seen throughout adult life:  poorer employment prospects; lower confidence and self-esteem, and as a result poorer mental health; increased risk of poverty; and an increased likelihood of having a poor grasp of personal finances and as a result higher risk of unsustainable levels of debt. In addition, poor parental numeracy, has been shown to have an impact on the numeracy and confidence around maths of children and young people who grow up in the same environment. While we can’t all be maths prodigies, it is thought that poor parental attitudes to numeracy is leading to children, particularly girls and those from deprived or lower socioeconomic backgrounds, to miss out on opportunities to advance their maths education. It is hoped that specific targeted interventions, such as the introduction of maths schools will provide an environment for these pupils to flourish, and then go on to inspire the next generation.

 

Lagging in the Pisa rankings

The latest PISA rankings (the new figures are due to be published later this year) show that the UK is, and has been, performing consistently poorer than a number of other developed nations. However, students from east Asia by far outperform most others. Schools are also being encouraged, as well as providing specialist maths teaching, to try to integrate some of the techniques used in Chinese and Singaporean schools in particular to drive improvement in the subject. In addition, the number of young people who take maths as an optional subject (once it becomes non-compulsory after GCSE level) is staggeringly low. Raising this, along with the general quality of maths teaching should be a priority of all schools, not just those which offer a specialist maths education.

From Russia with love

Back when Michael Gove was Education Secretary he had an idea to base maths free schools on the model seen in Russia, particularly on the Kolmogorov Physics and Mathematics school in Moscow. The specialist school which allows young people aged 11-17 to complete their formal education in a maths-centred environment is part of Moscow State University. The association with the university means that students are taught by professors and research assistants, not only raising their attainment in the subject, but exposing them to quality teaching from professionals passionate about their subject, inspiring them to understand the professional routes that further mathematics study can bring. This is something that research has suggested is not widely available in UK schools.

Maths schools in the UK

There are two specialist maths schools in the country: Kings College Mathematics School, and Exeter Mathematics School. H callowever the government has released extra funding to try to encourage other universities to set up affiliated maths schools, making use of their teaching resource and providing an opportunity for those gifted and interested enough in the subject to excel.

In Scotland, a report published in 2018 titled Making maths count suggested that maths be made a national priority, highlighting that while there were pockets of exceptional practice in Scotland, there was a lack of co-ordination when it came to sharing expertise and best practice between schools. There are no plans to encourage a similar programme to maths schools in Scotland, but suggested improvements to raise levels of teaching in maths education in Scotland have included changing the requirements for teacher training, to require new teachers to have at least a higher qualification in maths (they already have to have a higher in English to teach and some have asked why it is not the case for maths too). Additionally, projects relating to “maths upskilling” of both the current and new teaching workforce in Scotland are designed to build confidence in using maths and applying it to real life situations so that it can be taught to a high standard with a good level of understanding (which the report found is not always the case currently).

Final thoughts

Future mathematicians  are vital for the future growth of the economy. And not just in the obvious areas like maths teaching, economics and statistics. The “age of digital” presents unprecedented opportunities for those with maths-based qualifications, with the demand for skilled workers with an expertise in maths far outstripping the availability of skilled maths graduates. It is hoped that the introduction (and the government hopes future further rollout) of maths schools in England will help to promote maths as a subject and raise attainment and standards in maths to encourage a new generation of maths learners to be developed.

BYOD: Bring Your Own Device policy considerations for schools

I used to teach at a school in Las Vegas that had a BYOD (Bring Your Own Device) policy. These policies are becoming more widespread, especially since so many of us now carry our own  phones, tablets, and laptops around with us.

The ever-present technology allows us to be as connected and informed as we want, at any time that we choose. Sometimes, adults lament over how members of the younger generations are glued to their technology.  But BYOD (also sometimes called BYOT – Bring Your Own Technology) policies at schools can help to keep kids engaged by allowing them to interact with education content, rather than merely the latest clickbait.

Schools and classrooms all over the UK are embracing BYOD, and employers are too. There are many documented benefits of BYOD including:

  • Classroom management – BYOD can be used as a reward or privilege to encourage positive student behaviour. This type of behavioural incentive can be used not only for individual students, but also for classes as a whole.
  • Connectivity – Integrating personal devices into school has the potential to increase engagement and connection between students, teachers, and parents.
  • Engagement – Many students always have a device with them. If you teach students how they can use the device for educational purposes at school, they may be more likely to access the same content outside of school.
  • Cost savings – If students can bring their own device, the school won’t have to buy a device for that student. This however is a controversial point of BYOD (see below).
  • Saves time – Students are already familiar with their personal device, so they spend more time learning about content and less time learning how to use a new device.

Of course, BYOD can also present challenges. Some of these include:

  • Technology funding – Some critics believe that the money saved by not having to purchase a large number of devices will have to be spent supporting the network for the students’ own devices. In addition, money will also have to be found to fund learning content tailored for electronic devices.
  • Technology access  – Some argue that BYOD in practice highlights student socio-economic inequality. Not only will students be able to perceive their peers as being more or less advantaged, based on their ownership of a device, but those without a device may be placed at an educational disadvantage if they cannot access the learning content.
  • Data security – This is one of the more complex challenges in the BYOD debate. How can schools ensure that a network’s data is secure? Is your school’s wi-fi network equipped to support numerous devices at the same time?  What happens when a student’s NSFS (Not Safe For School) personal photos/messages get hacked through the network? Schools need to be prepared to take preventative measures to ensure that the network is secure—and be prepared to respond when security is breached. This may require hiring additional IT specialists.
  • Academic honesty – Of all the challenges that BYOD brings, this seems to be one of the greatest concerns for educational institutions. Owning a device doesn’t necessarily make a student more likely to cheat, but it certainly makes it easier, and potentially more difficult for teachers and administrators to prove (or even be aware of).
  • Parent concerns – Parents may be hesitant or unwilling to send their child to school with a costly possession. Some fear the device may be stolen or damaged – which of course raises questions about liability. Most school-wide BYOD policies emphasise that students bring devices at their own risk, and that the school cannot be held liable for a stolen or damaged device. However, if a teacher accidentally knocks it off a desk or another student throws it into the classroom fish tank, schools may find themselves in a more complicated predicament.

technologyBYOD and STEM

The discussion around BYOD feeds into the wider area of technology in education. Across the UK, STEM (science, technology, engineering, and maths) has become increasingly important. As jobs in STEM sectors grow, schools are eager to train the next generation of STEM employees. Naturally, technology is not only a tenet of STEM education, but technology skills are a necessity for young people to thrive in the present and the future. BYOD policies in schools are an important component of meeting the need for technology-savvy students.

Final thoughts

Choosing BYOD policies that work for schools can be a complex process. Classrooms, schools, local education authorities, and government agencies must consider how to design their policies to enhance student learning and skills, while ensuring that the policy protects the students and staff from harm and legal conflict.

The myth of the digital native? Young people, education and digital participation in Scotland

Digital participation has been high on Scotland’s political agenda of late. Connectivity featured as a key pledge during the SNP spring conference in March. Meanwhile, both Scotland’s Digital Participation Charter and the UK government digital strategy are looking to engage those people who don’t have access to, or who do not feel confident using, technology.

Increasingly, the focus is on young people, many of whom do not remember life without internet access or mobile phones. The term being used for such young consumers of technology is “digital natives” – a digitally proficient generation which is more reliant on digital technology than older generations.

However, while in some areas of Scotland more than 80% of young people now have access to a tablet or a smartphone, their depiction as a “digital generation” may not be as accurate as first thought.

Digital competence isn’t inevitable

Some academics have challenged the notion of a “digital native”, observing that children only become digitally active if they are exposed to digital media from a young age. While a lot of research has been conducted around the impact of digital technology on those who have access, for example understanding how it effects family dynamics or health and wellbeing, less is known about the impact of not having exposure to digital technology.

This is something which needs to be explored further, and highlights that the term “universal digital native” is misleading. For example, in many areas of Scotland 17% of the population have no internet access.

School-based initiatives to improve digital exposure and digital literacy

Research into digitally excluded children emphasises the important role of education on children’s digital development. School could potentially be the only opportunity for some children to receive guided exposure to the digital world, highlighting the importance of integrating digital literacy into the wider curriculum.

Individual schools have their own schemes to promote digital literacy. However, some barriers are holding children back from harnessing their potential, including:

  • allotted Information and Communications Technology (ICT) slots
  • teachers who are reluctant to teach extensively with ICT because of gaps in their own digital skills
  • concerns about exposing children to potentially harmful material.

Secondary schools in Inverclyde have trialled a ‘bring your own device’ scheme, where children use their own digital devices in lessons. Initially, there were concerns about the potential exclusion of those children who did not have their own computing devices, and about personal information being transferred across shared school networks. However, steps were taken to ensure a stock of school devices were available for those children who were unable to bring a device, that networks were secure, and that strict rules regarding the use of the technology were enforced.

Children were encouraged to work in pairs or groups to help with communication, partnership working and sharing of knowledge, which also reduced the number of personal devices in use. The scheme is still in its infancy, but already it has enabled digital technologies to be incorporated into many aspects of the Curriculum for Excellence, including: internet research, app design, online learning games and tools, photography and recording of voice notes.

UK- wide rollout of coding scheme

At a UK level, children in year 7 in England and Wales, S1 in Scotland and year 8 in Northern Ireland (aged 12) are being given the opportunity to learn how to code through a scheme rolled out by the BBC in partnership with 29 other key organisations, including Microsoft, Samsung and Barclays. The BBC Micro: Bit initiative provides children with a pocket sized computer which they can code to bring digital ideas to life. The computers are compatible with other devices, such as the Raspberry Pi, and so can be used as a springboard to more complex coding and computer programming.

The computer provision is supported by online learning resources, which teach coding techniques and give ideas about the sort of actions children can code their Micro: Bit to complete. It’s hoped that the initiative will inspire more young people to study computer science at degree level.

Implications of the digital native for education

It is clear that the education system needs to adapt to incorporate digital practice into everyday teaching. However, this has generated some debate surrounding the implications for education of the ‘digital native’ concept: how can you teach a child if they are (or are perceived to be) more proficient than their teacher? How do you integrate new technology into teaching if the teacher and pupil are learning about it at the same time?

However, failure to tackle the issues of integrating “digital” successfully into the curriculum, and digital exclusion in schools and at home could also have serious implications. If a significant portion of the next generation is digitally excluded this potentially puts them at a significant disadvantage in terms of employment and further education.

Is 20 plenty? The evidence for lower speed limits

This week (18-25 May) it’s Walk to School Week – where parents and children are encouraged to leave the car at home and experience the benefits of walking to and from school.

The campaign is particularly important given recent evidence which suggests that the number of children who walk to school is falling. The most recent Department for Transport National Travel Survey found that only 42% of children walked to school regularly in 2013, compared to 47% in 1995/97. Indeed, Britain has one of the lowest levels of children walking or cycling to school in Europe.

A recent YouGov survey of 1,000 parents of five- to 11-year olds in Great Britain found that speeding traffic was the main reason that parents no longer let their children walk to school. In particular, 39% felt that school-run traffic was dangerous. Almost two-thirds reported that they would like to see car-free zones outside both primary and secondary schools, as well as 20 mph speed limits in surrounding areas.

20 mph limits and zones

The introduction of 20 mph speed limits and zones has received widespread interest of late, with a number of large schemes, such as the one planned in Edinburgh, capturing the headlines. The Edinburgh scheme is particularly notable for its scale. It covers over 80% of the city’s roads – effectively making 20 mph the default speed for all of its urban areas. Implementation is due to start in late 2015.

At the other end of the UK, the London Borough of Hackney has this week begun the rollout of its own 20 mph scheme, through which more than 99% of the borough’s roads will become subject to 20 mph limits by October 2015.

The Edinburgh and Hackney schemes join a host of others across the UK, including those in inner London, Liverpool, York, Bath, Bristol, Manchester, Newcastle, Brighton, Oxford and Glasgow.

Support for further implementation

Numerous campaign and road safety groups have called for the greater implementation of 20 mph zones and limits across the UK, including the Royal Society for the Prevention of Accidents (RoSPA), Sustrans, the Campaign for Better Transport, CTC – the national cycling charity, 20’s Plenty for Us, The Slower Speeds Initiative and the European Transport Safety Council (ETSC).

The UK Government have also shown support for the wider implementation of 20 mph zones and limits. In 2013, they published revised guidance to make it easier for local authorities to implement 20 mph limits and zones in their areas, and earlier this year, new guidance which further supports 20 mph limits was published by Transport Scotland.

There is also clear evidence of the public’s desire for lower speed limits. A recent YouGov survey found that the majority of respondents supported the introduction of 20 mph speed limits in residential streets (65% support or strongly support) and busy shopping areas and busy streets (72%). Improved road safety and children’s safety were the key reasons for this, along with other reasons – such as making our streets more pleasant to live in, encouraging more walking and cycling, reducing noise and improving the quality of life.

The YouGov survey echoes the findings of the British Social Attitudes Survey 2013, which found 68% of people to be in favour of 20 mile per hour speed limits in residential streets.

Talking of the Hackney scheme, Cllr Feryal Demirci, Cabinet Member for Neighbourhoods and Sustainability, Hackney Council neatly summarises the anticipated benefits of 20 mph zones:

“We strongly believe this 20 mph rollout will be better for everyone. It will mean a safer, calmer and more liveable neighbourhoods for all residents, leading to more walking, cycling and playing outside, which in turn will have a positive impact on health and the community.”

Evidence of the benefits

But does the evidence support these anticipated benefits?

One of the most commonly cited benefit of lower speed limits is improved road safety, resulting from a reduction in the number and severity of collisions. There is widespread evidence that this is the case – for example, research published in the BMJ in 2009 concluded that 20 mph zones were effective measures for reducing road injuries and deaths. Specifically, their introduction was associated with a 41.9% reduction in road casualties, with the effect being greatest in younger children and for the category of killed or seriously injured casualties.

Similar findings have been reported elsewhere, for example, in a review of evidence reported to the London Road Safety Unit, in research by the DfT and by the SWOV Institute for Road Safety Research.

There is also evidence that lower speed limits may help to tackle health inequalities. This is because children and young adults are more at risk of road traffic accidents within poorer localities than in richer urban neighbourhoods. Indeed, in January 2014, Danny Dorling, Halford Mackinder Professor of Geography at the University of Oxford, went as far as to claim that implementing 20 mph speed limits was the main way in which local authorities could effectively improve the health of the local population and reduce health inequalities.

Similarly, research published in the Journal of Public Health in 2014 reported that targeting 20 mph zones in deprived areas may be beneficial. It also concluded that “20 mph zones and limits were effective means of improving public health via reduced accidents and injuries”.

Improved public health is another often cited benefit of lower speed limits. Evidence from Bristol and Edinburgh demonstrates that 20 mph zones do indeed encourage increased levels of physical activity, including walking and cycling, and there is also evidence that they improve resident quality of life, through increased opportunities for social interaction and less noise and air pollution.

The reduced levels of pollution also mean that lower speed limits can be better for the environment.

Finally, there is also some evidence that 20 mph zones may result in increased local economic activity – with improved walking environments having many potential benefits for local business. Research conducted by Living Streets in London also found that pedestrians tended to spend more than those arriving by car.

Driver concerns and attitudes

Despite the evidence in their favour, 20 mph zones are not always welcomed with open arms. There remain a number of concerns about the implementation of 20 mph zones, including fears that they may lead to increased levels of congestion, increased carbon emissions, suffer from a lack of enforcement, increase journey times, and increase emergency response times.

Most of these concerns have been countered by research evidence; however, attitudinal barriers remain. In an analysis of a YouGov survey of public attitudes towards 20 mph zones, Professor Alan Tapp of UWE Bristol, reports that a sizable minority of people (31%) claim that ‘If a 20 mph speed limit is introduced, I may not stick to it’. He also points out that 49% felt that ‘It is just too difficult to stay at 20 mph’ and almost a third of people (30%) thought that 20 mph is an example of a nanny state.

The way forward

So despite the progress that has been made, there is clearly still some way to go before 20 mph limits and zones become a fully accepted part of UK towns and cities. Implementing more 20 mph limits is only the start – it seems that there is also a need for local authorities to tackle the negative perceptions of 20 mph zones held by many drivers in order to ensure that 20 mph limits are adhered to in practice.

Sharing evidence of the positive benefits of 20 mph zones and demonstrating that many of the main concerns associated with them are ill-founded is likely to play an important part in encouraging more positive attitudes, changing driver behaviour, and in turn, make streets safer and more enjoyable for children and adults alike.
