Forgotten children: child trafficking in the UK

One of the biggest stories earlier this summer was the revelation by long-distance runner Sir Mo Farah that he was trafficked from his home in East Africa at the age of nine. In a BBC documentary, he revealed that he was taken from his family by an unknown woman and brought over to the UK.

Sir Mo’s story is sadly not a rare one. Every year, thousands of children and young people are trafficked to the UK, for a variety of reasons, including exploitation, forced marriage, domestic slavery, forced labour or crime. Earlier this year, a report from Every Child Protected Against Trafficking (ECPAT) noted that local authorities in England have a legal duty to safeguard and promote the welfare of children in their area, according to Section 17 and Section 22 of the Children Act 1989. Section 20 also imposes a duty on local authorities to provide accommodation for children in their area if the child is abandoned, lost or has no parental guardian.

Use of hotels by Home Office

A major issue facing children’s services with regard to child trafficking is finding adequate homes or places of care, particularly for the most vulnerable children. One of the main issues highlighted by the ECPAT report was the use of hotels by the Home Office to house unaccompanied children arriving to the UK. These hotels are outside of the English care system, and therefore increase the risk of these children suffering harm.

Immigration Minister Kevin Foster estimated that around 1606 children were being accommodated in hotels by the Home Office from July 2021 to June 2022. A response to the report found that 45 of those 1606 children went missing. This equals roughly four or five a month, and around one child going missing per week. Some of the children reported were as young as 11 years old.

The ECPAT report identified some of the main safeguarding details that have not been implemented by the Home Office. These include: getting details about the child’s background from before they came to the UK; information on why they have come to the UK; and evaluating the child’s vulnerability and risk of being trafficked. Addressing these could identify children in need, and prevent further exploitation or harm towards those at risk.

Support for survivors

For those who have survived child trafficking, the road to receiving sufficient and appropriate support is not easy. Some of the experiences reported include a young woman who was sexually exploited around the country as a child, yet was fined for being a “prostitute”. Even when she approached the police as an adult, the woman was not identified as a victim of trafficking. Another survivor was trafficked from the ages of 11 to 20, and despite being found by her youth worker numerous times in dangerous situations, was never identified as a victim of child trafficking and exploitation.

Even first responders have been found, in the instance of rescuing a child, to expect the child to declare themselves exploited, rather than using indicators and context clues to declare them so. A child will rarely have the understanding of what has happened to them at that moment, as many are groomed by their traffickers and don’t realise they were abused. This lack of understanding only increases when the child doesn’t understand English.

What has been done and what can be done?

Recommendations have been made for better collaboration and co-ordination between areas of Government. In addition, the NSPCC have argued for better support for children identified as trafficking victims, in order to tackle physical injuries (ill health, STIs or pregnancy from sexual violence), emotional issues (distress, feelings of shame and guilt) and potential lack of access to education or social and emotional development.

On 24 August 2022, the Home Office published news regarding the New Plan for Immigration. One of the changes highlighted is that “the transfer of unaccompanied asylum-seeking children (UASC) from temporary hotels to long-term care will be sped up.” Minister Kevin Foster stated that councils will have five working days – rather than ten – to transfer UASC from hotel accommodation to care once a referral is made under the National Transfer Scheme. Councils will also receive an additional £2,000 per child per month for the first three months if they make the transfer within five working days.

Cases such as Sir Mo Farah shedding light on their own experiences can also have a significant impact on raising awareness. Anti-trafficking charity Unseen UK has reported a 20% increase in calls to their helpline following his documentary.

With its recent push into the spotlight, it is crucial that this issue not be left to fade into the background before real progress is made and all vulnerable children are cared for.

Ten years on from Byron – are children any safer online?

“The rapid pace at which new media are evolving has left adults and children stranded either side of a generational digital divide.” (Professor Tanya Byron, 2008)

On examining the risks children face from the internet and video games, the Byron Review made 38 recommendations for the government, industry and families to work together to support children’s safety online and to reduce access to adult video games.

Ten years on, are children any safer online?

The National Society for the Prevention of Cruelty to Children (NSPCC) argues “there is still a great deal of work to be done”.

‘Failing to do enough’

The recommendations of the Byron Review were recently revisited by the NSPCC in its new report which reviewed the progress made in implementing them. Of the 38 recommendations, the report found that:

  • 16 were implemented (only 13 fully);
  • 11 were not implemented;
  • seven were partially implemented; and
  • for four recommendations, the landscape has changed too much to accurately judge.

Despite the changes in the political landscape and in technological developments, however, the NCPCC notes that the vast majority of the recommendations made in 2008 are still relevant and “urgently need to be addressed.”

Professor Byron herself stated in the foreword of the report that “much has changed over the last decade, but one thing has not: Government is failing to do enough to protect children online.”

Byron noted that, excluding the areas where the recommendations are no longer applicable, still 53% of her remaining recommendations “have either been ignored by Government or have only been partially followed through.”

In terms of the implications, social networks are left to make their own rules with no government regulation, online safety is not yet a compulsory part of the school curriculum and responsibility for child safety online falls heavily on parents who may lack understanding of latest trends, or even children who may not be equipped to make wise decisions – all findings similarly highlighted ten years ago. So what has changed?

Progress

The recommendations that were fully implemented include: tighter regulation of new forms of online advertising to children; a more consistent approach to age rating online games; and assessment of e-safety standards in schools as part of Ofsted inspections.

The UK Council for Child Internet Safety was also established as a result of the recommendations – the primary strategy objective. It has since produced various guidance documents for schools, parents and industry.

More recently, as part of the government’s Digital Charter, its forthcoming Internet Safety Strategy will introduce a social media code of practice and transparency reporting. Children are also to be given extra protection online under new data protection laws. Byron describes this as an important step but raises concern that the rules will not be directly enforceable. Moreover, the social media code is expected to be voluntary and does not include anti-grooming measures.

While a voluntary code of practice for websites was a key recommendation of the Byron Review in 2008, Byron has recently argued that “it is much too late for a voluntary code for social networks.”

Just before the NSPCC’s report, it was revealed that there had been more than 1300 grooming offences in the first six months since the Sexual Communication with a Child offence came into force, with almost two thirds of cases involving the use of Facebook, Snapchat or Instagram.

Benefits

Of course, technology has numerous benefits for children and young people. As Byron’s review highlighted, the internet and video games offer a range of opportunities for fun, communication, skill development, creativity and learning.

Digital technology can also be beneficial to children and young people who are disadvantaged. As UNICEF’s recent report – The State of the World’s Children 2017: Children in a digital world – argues:

“If leveraged in the right way and universally accessible, digital technology can be a game changer for children being left behind… connecting them to a world of opportunity and providing them with the skills they need to succeed in a digital world.”

Byron also highlighted the value technologies can have for children and young people living with disabilities that make living in the ‘offline’ world challenging.

As Byron suggested in 2008, what is needed is a balance between preserving the rights of children and young people to reap the enjoyment of the digital world and enhance their learning and development, and ensuring they (and indeed adults) are sufficiently informed to maintain safety.

Way forward

To ensure children have the same rights and security online as they have offline, the NSPCC is calling for:

  • a set of minimum standards and a statutory code of practice for online providers, underpinned by robust regulation;
  • greater transparency on data and information-sharing amongst industry; and
  • clear and transparent processes for reporting, moderating and removing content from sites, verifying children’s ages and offering support to users when needed.

To be effective, the NSPCC specify that these measures would need to be consistently applied to all sites, apps and games where children interact online.

Perhaps the government’s Internet Safety Strategy will introduce more stringent measures as highlighted by both Byron and the NSPCC which will go some way to making children safer in the digital world.

In the words of Byron, “The online world moves too fast for Government to drag its feet for another decade.”

Walk this way- the benefits of walking for people and cities

In a quality city, a person should be able to live their entire life without a car, and not feel deprived” – Paul Bedford, City of Toronto Planning Director (2014)

Improvements to the design and layouts of streets and cities can have a significant impact on encouraging more of us to walk. However, many people living in cities face a significant number of barriers to being physically active where they live, particularly in relation to walking. Pathways and public spaces such as parks and throughways are often unappealing, unsafe, congested, traffic filled, noisy or for some completely inaccessible, which leads to a reliance on vehicular travel and a reluctance to be physically active within the city environment.

Walkable environments consider not only the physical design of routes, but also features and facilities that are inclusive of the widest possible range of needs; for example, places for people to rest along their journeys (including well designed seats and benches), accessible toilet facilities, signage and street design that is sensitive to a range of needs and that can help with orientation and wayfinding. However, the benefits are clear across the board when it comes to trying to make our cities more walkable (and as a result healthier). This blog post outlines a few of these potential benefits, and considers how planners can get involved in realising some of them through effective planning and design in their own cities.

Social benefits
Safe, walkable, environments can provide opportunities for people of all ages and abilities to stay socially connected and engaged. This can be particularly helpful in communities with a lot of children, older people or vulnerable adults. Having areas that are known to be safe can help to encourage people to leave their homes, reducing the impact of loneliness and social isolation, and improving their sense and feeling of community in their local area, which in turn can help with health and wellbeing and community cohesion.

Health benefits
Walking is good for us! In August this year a survey by Public Health England revealed that four in 10 middle-aged adults fail to manage even one brisk 10-minute walk a month. This despite research showing that walking each day can rapidly reduce risk of health conditions such as stroke and heart attack. Promoting active lifestyles through encouraging walking has also been shown to help tackle the growing issue of obesity, particularly among younger people. Walking can also be good for mental health, particularly when it is done as a group. Increasingly, walking interventions are being prescribed as part of social prescription initiatives to help people regain health, fitness and confidence. But in order for these to be effective, spaces and suitable environments for walking need to be made available.

Environmental benefits
For many cities, London, Manchester and Glasgow included, congestion and air pollution are major issues. Creating walkable cities, and encouraging walking, cycling and other more environmentally friendly modes of transport can have a significant impact on the levels of pollution within an area. Reducing vehicle use can also have an impact on noise, water, thermal and light pollution in our cities too. Some attempts are being made to reduce the level of pollution in our cities – vehicles in central London have been subject to a congestion charge for a number of years. However, recent developments and attempts to reduce the high levels of air pollution in the city have led to the introduction of the “T-Charge”. It has been suggested that the money raised from this charge could be used to fund green transport initiatives, and this includes improving cycle and walkways and making streets more easy to navigate on foot.

Economic benefits
Walkable spaces can act as a catalyst for local economic vitality, regeneration and tourism. Research has shown that improving public spaces, and creating an environment which encourages more people to walk safely, (and free from the noise, smell and feelings of claustrophobia that can come with high levels of car traffic) has a significant and positive impact on businesses, resulting in people spending more time, but also more money in shops and town centres.

Creating walkable cities: what can be done to help
Planners and city officials are increasingly aware of the need to promote more open, safe and accessible public spaces in new development areas. However, some cities have already implemented practices that could be taken forward in the future. Organisations like Living Streets have produced road maps and blueprints of how cities can use planning to improve public spaces, make them walker friendly and reduce reliance on vehicles. Consultancies like Arup have also produced research on the benefits of creating “walkable cities” and in 2014 RTPI launched their own report on the benefits of planning for “healthier cities” (which includes provision for making cities more walkable). In 2017 the World Health Organisation (WHO) published a briefing on transforming public spaces to promote physical activity in cities. There are a number of ways in which planners and city planning teams can have a positive impact on promoting change to encourage more walking in our cities including:

  • Create walkable neighbourhoods – In Melbourne a “local connectivity plan” was introduced in 2014. The plan was used to build a network of neighbourhoods which had social, leisure and retail facilities within a 20 minute walk of people’s homes.
  • Prioritise walking, and “walkable spaces” in development and regeneration plans – The mayor of London appointed a walking and cycling commissioner in 2017, whose role is to make walking and cycling easier and safer across the capital. The mayor’s new ‘healthy streets’ approach is a commitment to a system of healthy streets and strategies that will help Londoners use cars less and walk, cycle and use public transport more.
  • Make walking safe – Designing walkways and footpaths that incorporate wide, well lit pathways, well signposted and nicely designed and maintained routes has been shown to be one of the main factors in encouraging people to walk more within their local area.
  • Make walking easy (and fun) – Go Jauntly is a new walking app that uses photographs rather than maps to guide users on routes around woods and byways. Walkers can add their own routes, and it is hoped that it the app will “increase the social appeal of people walking together” coming up with new routes within their own neighbourhoods, or areas they like to walk in.

Planning for an ageing population: designing age-friendly environments

In the UK, increased life expectancy means that people can expect to live longer than ever before.  While this is clearly good news – and has a number of potential economic benefits – the shift in demographic structure towards an increasingly elderly population has a number of significant implications.

Following Wednesday’s blog post on the implications for planning of the ageing society, today we highlight some of the ways in which planners can help support the creation of age-friendly environments by influencing the design of the urban environment, transport, housing and the wider community and neighbourhood.

The importance of an age-friendly environment

Age-friendly environments are underpinned by three key factors:

  • Safety
  • Accessibility
  • Mobility

Such environments impact positively upon the quality of life of older people by enabling and encouraging physical activity and social connection.  This in turn has a beneficial impact upon their physical and mental health, and helps to tackle social exclusion – which can be a particular problem among older people.

Conversely, as the World Health Organisation (WHO) notes, poor design can have a negative impact:

“older people who live in an unsafe environment or areas with multiple physical barriers are less likely to get out and therefore more prone to isolation, depression, reduced fitness and increased mobility problems”

Creating an age-friendly environment

There are a number of areas in which planners may have an influence on the provision of age friendly environments:

  • the design of the urban environment
  • supporting appropriate transport options
  • the provision of age-appropriate housing
  • adequate neighbourhood and community facilities

Urban environment

In terms of the urban environment, green spaces are an integral aspect of age friendly environments.  Access to green spaces supports the physical activity of older people, makes a positive contribution to their health and wellbeing, and provides opportunities for social interaction.

Research has found that green spaces that are poorly maintained, perceived as unsafe, or contain potential hazards resulting from the shared use of parks and walkways are less likely to be used by older people.  Suggestions for improvement include the creation of small, quieter, contained green spaces and improved park maintenance.

Paths, streets and pedestrian areas are also a key planning consideration. Older people have greater reliance on pedestrian travel and are more likely to be physically active in areas that are pedestrian friendly.  The perception of safety also influences use – therefore, lighting and road safety measures can help to enhance this.

Adequate public toilet provision will also become an increasingly important issue.  Recent cutbacks have resulted in many public toilets being closed – in their review of public toilet provision in the UK Help the Aged noted that provision was sporadic. They found that the majority of older people had experienced difficulties in finding a public toilet, and even when toilets were found, they were often closed.

Transport needs

Responding to the transport needs of different groups will also present a key challenge. For example, an analysis of major European cities  by the Arup engineering consultancy found that older people typically make fewer journeys, use private cars less, public transport more (trams and buses in particular) and walk more.  In addition to this, older people’s typical walking speed – as well as the average length of walking trips – were lower than younger people’s patterns.  These differences must be considered when designing age-friendly environments.

The growing population of older people in rural and semi-rural areas, and the reliance on cars in areas with limited public transport options were also identified by Arup as important issues.

Age-appropriate housing

There will be increased demand for age-appropriate housing that meets the needs of older people as the population ages. People are likely to have longer periods of retirement and possibly longer periods of ill-health. As noted by the Future of an Ageing Population Project, unsuitable housing can damage individual wellbeing and increase costs for the NHS.

In order to meet demand, it will be necessary to both adapt existing housing stock, as well as ensure that new housing can adapt to people’s changing needs as they age.  Age-appropriate housing that supports independent living can reduce demand on health and care services, and positively enhance the lives of older people.

Thinking ‘beyond the building’

There is also a need to think ‘beyond the building’. It is thought that interventions that improve homes are likely to be less effective without similar improvements in the neighbourhood.  The ability to socialise and to access services is considered to be particularly important.

Therefore, planning for the provision of local shops and other community facilities such as GP surgeries, post offices and libraries, in tandem with an increased focus on walkable neighbourhoods and public transport provision, will help older people to be physically active and more independent.

Raising awareness

Despite a pressing need for action, the provision of age friendly infrastructure in the UK has been constrained by a lack of resources, and assigned a relatively low priority.  However, there is growing recognition of the need to raise awareness of the potential effects of the ageing population and its implications for the design of cities, towns and villages across the UK.

Planning departments cannot address these implications in isolation.  However, for their part, knowing and understanding the potential implications of the UK’s ageing population is a positive step towards the creation of a successful age-friendly built environment.

Night mayors: building bridges between businesses and communities

We’ve previously written about the importance of the night-time economy as a driver of tourism, leisure and business growth in towns and cities. And we’ve also blogged about the challenges facing night-time industries, notably the number of nightclubs forced to close due to economic factors and security concerns.

A growing number of city authorities are responding to these developments, and exploring new ways of meeting the distinctive economic development, public safety and quality of life demands presented by cities after dark.

The pros and cons of the after-hours economy

The UK night-time economy is substantial. One estimate has put its value at £66bn, employing 1.3m people. In London, an already thriving after-hours economy is set to grow by a further £77m a year following this year’s launch of the 24-hour Tube on the Victoria, Central and Piccadilly lines.

But a city’s nightlife is about more than commerce. Noise, violence and other forms of anti-social behaviour can upset nearby residents, and put people off living in or visiting a city.

Some authorities have taken a hard line towards areas with a reputation for trouble at night. The New South Wales government has introduced laws to crack down on drug and alcohol-fuelled violence in parts of Sydney. But, while the new rules – including 1.30am lockouts and 3am last drinks at nightclubs – have reduced street crime, their impact on Sydney’s night-time economy has been devastating. More than 100 venues have closed, and the once booming entertainment district of King’s Cross is now being described as a ghost town.

Night mayors: bridging the divide

There’s a balance to be struck between protecting communities from anti-social behaviour and enabling a dynamic night-time economy to flourish. One idea for bridging these competing interests is the appointment of an individual dedicated to the needs of the city after dark.

Shortly after the Night Tube started operations, the Mayor of London, Sadiq Khan, announced plans to appoint a “Night Czar”. The role of this new figure will be to engage with night-time businesses, residents and public authorities, and to create a “vision for London as a 24-hour city”. And on 4 November it was confirmed that the new Night Czar would be the writer, broadcaster, DJ, performer and campaigner Amy Lamé.

London is following a trend set by other cities that have recognised the need for a distinct approach to their after-hours economies. In 2014, Marik Milan was elected Amsterdam’s first night mayor. Previously a nightclub promoter, Milan leads a non-profit foundation funded jointly by the city council and the business community.

One of his early successes has been helping to establish 24-hour licences for selected nightclubs on the outskirts of Amsterdam. It’s hoped that the relaxation of licensing laws will help to relieve the pressure on the city centre, while regenerating pockets of the city lacking both daytime and night-time offerings. And, given that most problems happen when clubs are opening or closing, the 24-hour approach may also lower the chances of disturbances.

Marik Milan also wants to bring some of the positive lessons from music festivals into the centre of Amsterdam. He’s suggested that the presence of stewards, trained in how to de-escalate situations and report incidents, could make for a safer city, especially at weekends.

Milan believes his approach, in contrast to that adopted in Sydney, is more likely to bring positive results:

“Cities are always interested in solutions, but if they keep treating night life as a problem, they’ll keep having the same outcome.”

An idea whose time has come?

The successful deployment of night mayors in Amsterdam and other Dutch cities has prompted municipalities around the world to consider, and in some cases, to copy their example. In France, night mayors have been elected in Paris, Toulouse and Nantes, and they are also to be seen in Zurich and most recently in the Colombian city of Cali. Similar posts have been proposed for cities such as Berlin, Dublin, Toronto and New York.

Earlier this year, Amsterdam hosted the first Night Mayors Summit, at which city representatives could combine knowledge and share experiences on their night-time economies. This short film, from Monocle magazine, reports on the summit, and explains how the cities of Amsterdam, Berlin, Tokyo and Sao Paulo are exploring creative approaches to managing the night-time economy.

It remains to be seen whether London’s new night czar can win the support of local communities while championing the capital’s night time culture. But the experience of Amsterdam suggests that it’s an idea worth exploring.

Hoarding and housing: person-centred approaches to a growing problem

Most people have possessions in their homes that they can’t bring themselves to throw out, from clothes and furniture to photographs, books and ornaments. But the growth of clutter around the house can sometimes escalate to become so severe that it causes significant risks to the health and wellbeing of residents and their neighbours.

For housing providers, problematic hoarding has become a serious and costly issue. In 2014, Inside Housing magazine reported an increase in the number of social housing landlords seeking injunctions to inspect homes where they suspected the resident of hoarding. But a housing management solicitor highlighted underlying difficulties with taking legal action against problematic hoarders.

“Even if the housing association wins and costs are awarded against the tenant, the chances of the tenant paying are slim. It’s a problem because it’s a huge expense.’

The nature of hoarding

A 2012 paper from the Chartered Institute of Environmental Health (CIEH) provided an overview of hoarding, and observed:

“As a behaviour, it is quite common and most people who hoard possessions do not suffer from any psychiatric disorder. However, in some cases the problem may progress to become so severe that it causes significant distress and impairment.”

The CIEH paper noted that three components have been identified with problematic hoarding:

  • acquisition of and failure to discard possessions that appear to be of little use or value
  • living spaces sufficiently cluttered so as to preclude activities for which those spaces were designed
  • significant distress or impairment in functioning caused by the hoarding

The problems and risks for housing providers and their tenants

For housing providers, residents and neighbours, hoarding presents particular problems and risks, including:

  • overcrowding issues
  • health and safety hazards, including fire risks and falling /tripping
  • environmental health concerns, including infestation and vermin
  • properties falling into disrepair

Tackling the problem

Under mental health and environmental legislation, local authorities and health agencies can take action where hoarding constitutes a statutory nuisance or health and safety risk. Social landlords may also resort to legal action against tenants. But taking an enforcement-only approach raises tricky ethical questions, especially if a resident is mentally unwell. And, as the Inside Housing article reported, taking tenants to court can be ineffective and expensive. Housing organisations, therefore, are increasingly developing person-centred approaches to help compulsive hoarders understand and change their behaviour.

Orbit Housing: support and advice

For some years, the Orbit housing group has been collaborating with Coventry University and the Knowledge Transfer Partnership to tackle the growing problem of hoarding.

In 2013, Orbit launched a toolkit designed to support practitioners and organisations working with people who compulsively hoard. The toolkit was developed with input from mental health support organisations, environmental health bodies and service users. It addresses environmental and social isolation issues and includes advice on the assessment process, intervention tools, improvement measures, relapse prevention, and sign-posting.

In 2015, Orbit obtained funding for two specialist case workers, enabling the launch of a new hoarding support and advice service. In addition, Orbit has also developed a hoarding policy setting out the aims, principles and values to be adopted in the housing group’s approach to individuals with hoarding tendencies.

Derbyshire:  Vulnerable Adult at Risk Management

Because problematic hoarding can require responses from different agencies, including social housing providers, environmental health and fire and rescue services, a multi-agency approach is helpful in tackling the issue.

In Derbyshire, this kind of multi-agency policy has been established to develop a risk management plan for people who would not necessarily fall into the responsibility of adult social care direct service provision.

Vulnerable Adult at Risk Management (VARM) is managed by Derbyshire County Council and Derby City Council, with support from the Fire and Rescue Service, police, social housing providers, environmental health and others. The policy aims to support vulnerable adults who are at risk of serious harm through self-neglect and risk-taking behaviour, and it has already been applied in cases of hoarding.

Last year, the Chief Fire Officers’ Association highlighted a case where the VARM policy helped a Derbyshire social housing provider to support an elderly man who was putting himself at risk due to hoarding behaviour.

“His care package was adjusted, to include assistance with household chores; he was visited and helped by health practitioners; his home was cleared allowing his central heating to be repaired. Fire risks were mitigated down to an acceptable level without the need to revisit and upset him.”

Similar approaches have been developed by Circle Housing Association in the London borough of Merton, and by Knightstone Housing in the West of England.

Positive outcomes
