Breaking barriers and engaging with future planners

A recent survey by the Royal Town Planning Institute (RTPI) in July 2021 aimed to gauge UK public awareness of the planning profession. The results suggested a significant disconnect between the public perception of planning, the scope of professions in the industry and the impact that planning has on society.

While 73% of respondents claimed to understand the job description of planners, only 32% recognised that planning can support future recovery from the COVID-19 pandemic, and only 37% believed that planning can influence the wider issues of climate change and the environment.

Victoria Hills, chief executive of the RTPI called the results ‘shocking’. However, they are perhaps the consequence of inclusivity challenges that the planning sector has failed to address for a number of decades.

Equality in the planning sector

Historically, the profession has been notorious for being dominated by middle-aged and older men. While an increasing number of younger women joined the profession in the 1990s and 2000s, recent years have seen a reversing trend away from the progress made towards gender equality in the sector.

Likewise, the number of overall students choosing to embark on planning-related degrees has remained low, despite there being a high demand for planning professionals. A town planning degree is in the top four postgraduate subjects for employability within six months of graduation and poses a respectable average starting salary, suggesting young people are being deterred for reasons beyond career motivations.

Overcoming the obstacles

So why are young people so seemingly disengaged with planning and how can barriers be broken?

Helen Hayes, a former town planner and the current Labour MP for Dulwich and West Norwood, believes one glaring issue is the urgent need for a more diverse workforce in the profession. It is not just about needing an influx of numbers; people entering the profession need to be from all sections of society.

Only an estimated 2% of UK town planning officers are under 25 and just 19% are aged 25-34. As for ethnicity, 97% of planning officers are white.

Moreover, the 2020 RTPI Women and Planning research paper found that the majority of female respondents had faced gender related barriers to professional advancement in planning, and that workplaces overwhelmingly reflect ‘masculine’ cultures and norms of behaviour.

In recent years, the RTPI has committed to a long-term strategy to address diversity issues and entered a partnership with the BAME Planners Network. Initiatives such as these are welcomed but it is argued that they need to be supported by educational measures in diverse schools and universities.

In a 2015 issue of The Planner magazine, young professionals working in the industry were asked for their views of how to successfully engage young people with the planning profession. An obvious theme was to improve young people’s understanding of planning as a known career –  teaching them to associate it with places, shaping the everyday and solving commonplace issues.

Raising awareness: not just home extensions

Those within the industry believe that there is a concerning lack of awareness of how planning as a discipline is related to a wide remit of shared issues in society, from building valued places to solving the housing crisis and tackling climate change. “Planning needs to be properly championed. Ask a young person about what planning means and they think about home extensions and dormer windows”, says Rupy Sandhu, one of the young planners featured in the issue.

Helen Hayes further emphasises the issue, saying: The young people I speak to have an excellent grasp of local issues, and a passion to make a difference. But for the most part they have no idea that their knowledge and interest could, with training, translate into a rewarding career as a planner”.

It is perhaps evident that young people are passionate about such issues, but they need to be empowered.

Routes into planning

In The Planner’s Career Survey 2018/19, an overwhelming majority of respondents suggested offering more work experience placements and attending colleges and schools to be the most effective vehicles for engaging young people.

There is increasing attention to offering alternative routes into the planning profession outside of going to university. The RTPI currently offers a chartered town planning apprenticeship and a town planning assistant apprenticeship. Local councils are increasing the number of town planning apprenticeships at their organisations and private planning firms are also known for offering apprenticeships and work experience.

For instance, private firm Barton Willmore engaged with University of West of England Bristol students looking for new ideas through live planning challenges, leading to students later joining the firm on placements and work experience. The notion of ‘inviting in by reaching out’ is certainly a viable and rewarding route for both students and planning organisations, creating long-standing professional relationships.

The RTPI facilitates an ambassadors scheme which offers RTPI members the chance to speak at schools and universities about the planning profession, and the RTPI Trust also offers bursaries such as £2,000 of support to BAME and disabled undergraduate planning students.

Final thoughts

Taking a step back from the low-level engagement of young people with the profession, there is an argument that true representation will not be achieved unless there is an agenda for the reform of the top-down nature of the planning system and its practices.

Helen Hayes suggests that there should be a removal of the red tape and needless bureaucracy” in moving towards transparent and well-informed decision making, in which the views of diverse communities and groups should be reflected.

Perhaps genuine engagement and consultation with under-represented groups, such as young people, will help to inspire a new generation of planners to enter a progressive and equitable profession.

How the planning system can help address climate change

The Scottish Government’s Climate Change Plan Update is due to be published this month (December 2020), after being postponed from April due to the coronavirus (COVID-19) pandemic.  The plan will provide an update on the Scottish Government’s Climate Change Plan, reflecting the new targets set out in the Climate Change (Emissions Reduction Targets) (Scotland) Act 2019, with the overall aim of reducing Scotland’s emissions of all greenhouse gases to net-zero by 2045. 

In the face of the climate emergency, the target is both admirable and ambitious.  Achieving it will require input from all sectors of the economy and society – from energy, transport, infrastructure to skills, training and innovation. 

A recent series of webinars held by Partners in Planning looked at the ways in which town planning could help play its part by embedding nature-based solutions and green infrastructure planning into the planning process.

In this blog we look at three innovative projects that were highlighted.  They illustrate some of the varied ways in which planning can contribute towards the Scottish Government’s net zero targets and address the wider climate emergency.

Building with Nature: green infrastructure benchmark

Encouraging developers to incorporate green infrastructure and nature-based solutions into new developments is a key challenge, particularly if there is a perception that it may be more time consuming and/or costly to do so.

Building with Nature is a set of wellbeing standards built around the ‘3 Ws’ – water, wildlife and wellbeing.  The standards go beyond statutory requirements, bringing together evidence, guidance and good practice to provide something akin to a ‘how to’ guide for creating places that benefit both people and nature.  The standards are free to access and use, and there is also a paid-for accreditation scheme, with three levels of achievement – design, good, and excellent.

As well as reducing carbon emissions, the standards aim to help support biodiversity, promote flood resilience and support wellbeing through the provision of green space that is both inclusive and accessible to everyone, regardless of age or disability.

The standards are entirely voluntary but many local authorities are now beginning to either refer developers to Building with Nature or incorporate them as requirements in their own plans.

Plans themselves can also become accredited.  Indeed, West Dunbartonshire Council’s Local Development Plan 2, published in August 2020, is the first Building with Nature accredited policy document, achieving the ‘excellent’ rating.

Building with Nature have also recently launched a new national award scheme, with the first winners being Forth Valley Royal Hospital and Larbert Woods.

Green-blue roofs – Meadowbank, Edinburgh

One way that developers can incorporate nature-based solutions into their developments is through the use of green-blue roofs. Green-blue roofs can provide a range of benefits for both people and nature – including surface water management, urban cooling, as well as providing habitats for wildlife and opportunities for people to access nature in the urban environment.  

At present, there is no mandatory policy for green roof infrastructure in Scotland, thus while developers may be aware of the benefits that they have, many do not incorporate them into their plans due concerns about their impact on scheme costs and viability.

These concerns have been addressed in a study of the viability of incorporating green-blue roofs into a mixed-used development at the former Meadowbank Stadium site in Edinburgh, conducted by Collective Architecture on behalf of NatureScot (previously called Scottish Natural Heritage). 

The study highlights the varied range of green-blue roof options available to developers – all with different costs, levels of maintenance, building requirements etc.  Some are suitable for public access whereas others are not.  Blue-green roofs are a combination of both green roofs and blue roofs – where rainwater is retained rather than drained (as with a typical green roof) and released in a controlled manner.

Overall, green-blue roofs were found to be a viable option for the Meadowbank development, freeing up space that might otherwise be used for ground-based SUDS (sustainable drainage systems), and offering a range of potential wellbeing and community benefits.  Blue-green roofs did cause a small uplift in roofing costs. However, as a proportion of the overall construction costs, these were minimal, coming in at around £350 per dwelling.

Retrofitting green infrastructure – Queensland Gardens, Cardonald, Glasgow

If our towns and cities are to become truly carbon neutral, then there will also be a need to retrofit green infrastructure into existing developments.  One such example of retrofitting is Queensland Court and Gardens – a partnership between Southside Housing Association and Glasgow City Council to retrofit green infrastructure designs into two multi-storey tower blocks and the surrounding land in Cardonald, Glasgow. 

The project is part of the wider Green Infrastructure Strategic Intervention (GISI) programme, which as well as contributing to the ultimate goal of achieving a net zero carbon society, seeks to demonstrate how green infrastructure can be used to address some of the key issues faced in urban areas – from declining economic growth, social inequalities, pollution, flooding, noise, multiple deprivation, health problems and limited biodiversity. 

One of the key issues facing the outdoor space at Queensland Gardens is excess surface water, which renders much of the space unusable.  As such, the project has also received funding from 10,000 Raingardens for Scotland.  It plans to turn the rainwater run-off from the tower blocks into a feature that is incorporated into the gardens.  It also plans to expand the current parking facilities, create a shared community green space, and enhance the currently very limited play space for children and young people.

Both the Queensland Gardens and the Meadowbank site developments will be assessed against the Building with Nature standards.

Green infrastructure as part of the green recovery

The coronavirus pandemic has brought into sharp focus the importance of having local green spaces that are both easily accessible and inclusive of all ages and disabilities.  It highlighted the importance of nature to the health of society and the world more broadly, along with the urgent need to address climate change.

It also demonstrated that it is possible to create and implement innovative solutions to global crises on a tight timescale, when both the need and will exist.  There are strong calls now for a ‘green recovery’, and it is expected that the imminent Climate Change Plan Update will feature this concept heavily.  Indeed Scotland has already made a number of commitments for a green recovery as part of their 2020/21 Programme for Government, and the findings of the recent Green Recovery Inquiry reinforce its importance.

As the above examples show, embedding green infrastructure and nature-based solutions into the planning system is one way to help achieve Scotland’s goal of becoming net zero by 2045.  By doing so, we can create places and spaces that benefit not only ourselves, but also society and the planet.

Taking forward key issues in Scottish planning at this year’s SPEL conference

On 19th September 2019, we welcomed speakers and delegates to Edinburgh for the 29th Scottish Planning and Environmental Law Conference.

Before we began, the conference was invited to pause to remember and reflect on the life and achievements of Robert (Roy) Martin QC, who sadly passed away earlier this year. Roy was a long-time supporter and friend to the SPEL conference and a great addition to our speaker line up on many occasions. Everyone connected with SPEL would like to extend our condolences to Roy’s family and his colleagues at Terra Firma Chambers.

The conference brought together planners, planning lawyers, researchers and others who work in the field of planning, housing, development and infrastructure in Scotland for a day of discussion and debate around some of the key issues facing Scottish planning today and in the future.

Set to the backdrop of the most recent Scottish planning bill, the day focused broadly on two themes: the approach to housing, land value and infrastructure delivery;  and the impact of the community empowerment agenda. As in previous years, themed discussion topics were supplemented by the always well-received case law updates from conference sponsors and planning and environmental law specialists Terra Firma Chambers.

The day began with some brief reflection from our keynote speaker, Keith Winter, Executive Director, Enterprise and Environment, Fife Council. Keith considered his years in the profession, and the great steps planning has taken from its earlier years. He also posed some interesting questions for delegates and other speakers alike about the potential for the future of planning, discussing “positive planning”; placemaking; the challenges of needing to meet both local and national level expectations and meeting the challenges that face the next generation of planners – such as climate change – head-on.

Housing, infrastructure and land values are all key topics for planners, and we spent the mid-morning session discussing all three. In the day’s longest session, panellists grappled with big topics for planning including whether the delivery of housing and infrastructure is becoming any easier; if more housing should (or could) be allocated to housing; how infrastructure will be funded in the future and whether we should be paying more attention to delayed sites which have already been granted approval.

Panellists brought a wealth of experience and perspectives to the discussion, with contributions from Taylor Wimpey, Homes for Scotland, Scottish Futures Trust, Lichfields, Renfrewshire Council and the Scottish Land Commission. The wide-ranging discussions on the supply and allocation of land for development, the implication of development for infrastructure and how multiple partners – not just planners – need to work together in order to create wonderful places where communities can live and work.

The afternoon session was dominated by discussions of community empowerment in planning and what opportunities and challenges the community empowerment agenda in Scotland could bring for the profession. A panel discussion which brought a refreshing range of perspectives was well received by an audience of delegates who were eager to ask questions and respond to comments from the panel, which included Nick Wright, from Nick Wright Planning; Pippa Robertson, director of Aurora Planning; Dr Calum MacLeod, Policy Director from Community Land Scotland and Antony McGuiness, Forward Planning team leader from West Dunbartonshire Council.

Panellists grappled with the challenges of aligning local place plans, local outcome improvement plans and local development plans; how community-led action can help address inequality and improve outcomes at a local level for communities and how integrating community and spatial planning is working in practice at the moment. The discussions proved to be one of the most successful of the day, with many delegates commenting on the value of the discussions to their own professional work.

The final session of the day explored the implications of the new planning act and its potential for delivering strategies which put place at their heart and enhancing the delivery of sustainable development projects across Scotland. Panel members included Stefano Smith, Director of Stefano Smith Planning and former Convenor of RTPI Scotland, Jacqueline Cook, Head of Planning at Davidson Chalmers Stewart LLP and Pam Ewen, Chief Officer of Planning at Fife Council and the Junior Convenor of Heads of Planning Scotland.

The conference provided an opportunity for reflection about the future of planning in Scotland and how practitioners from many different professions – not just planning and planning law – will have to come together to ensure that opportunities are seized upon.

And while it was widely acknowledged that the current model is far from perfect, and more exploration is needed to understand the potential and the application of the new planning legislation which has been introduced in recent years, it’s clear that there is willingness among the profession to learn lessons and to apply knowledge and determination to the current planning landscape to promote and develop planning in Scotland in the years to come so it can fully deliver for Scotland’s communities.

Making the planning system more customer-friendly

Local authority planning departments are more often associated with bureaucracy than with delivering good quality customer service.

However, as the current reform of the planning system in Scotland puts the need to develop a modern, efficient service in the spotlight, thoughts have turned to how planning authorities can focus on the human side of delivering a good quality planning service.

Last month (August 2018), the Scottish Government published a report on customer service in the planning system.  It examined different approaches to customer service across a range of private and public sector organisations in Scotland, with a view to identifying the lessons from these that could be applied to the planning system. Although focused on Scotland, the lessons are transferable elsewhere.

A number of challenges

The research found that while planning authorities in Scotland viewed high quality customer service as highly important, they faced a number of challenges to delivering this in practice.

Limited staff and financial resources are a key constraint affecting planning authorities’ ability to deliver high quality customer service.  For example, customer expectations of the frequency and responsiveness of communication are often higher than what can reasonably be delivered.

There are also issues of inconsistency of service, both within and between local authorities in Scotland.  This is due in part to different interpretations of specific legislation, as well as different levels of investment in, and commitment to, customer service within individual planning authorities.

The risk of individuals confounding ‘customer service’ and ‘outcomes’ – where the planning decision reached affects the individual’s perception of the quality of service they have received – is another key challenge when measuring the customer experience.

Current approaches

Each year, planning authorities in Scotland must prepare an annual Planning Performance Framework (PPF) report, which details their performance over the previous year.

At present, the PPF has no specific measure of customer service delivery.  Instead, planning authorities must submit a ‘narrative commentary’ of their customer service performance, along with relevant case studies that demonstrate their actions.

This means that individual planning authorities decide how best to gather information about their own customer service performance.  Some of the key methods used include:

  • Customer charters – which communicate customer service commitments to customers and employees
  • Customer satisfaction surveys – mainly online, however, some were still postal
  • Forums – the use of customer forums or focus groups to engage with customers
  • Complaint handling procedures – published details of organisational systems, protocols and SLAs for registering and responding to complaints
  • Customer service standard accreditation – g. Customer Service Excellence (CSE), Investors in People (IiP), ISO9001, Customer Satisfaction Measurement Tool (CSMT) etc.

So what can be done? The benefits of e-planning

The report identified a number of ways in which customer service within the planning system could be improved.

First was the need to achieve a greater consistency of processes, enforcement and quality of service across Scotland.  Clearer national guidance on implementing legislation would go some way to achieve this. Establishing a national survey of customer service in the planning system is also a priority. Lessons could be learned from the building standards system, which currently incorporates a Key Performance Outcome relating to improving the customer experience.

Planning authorities also overwhelmingly believed that e-planning had improved customer service.  The benefits included:

  • more efficient information flows
  • better prioritisation of work
  • reduced printing costs
  • greater transparency
  • easier access to information by the public

What is clear is that the move to e-planning is bringing a ‘culture change’. By speeding up the planning process and making more efficient use of resources, e-planning frees up both time and money to be spent elsewhere in the planning process.  As one planning authority notes:

“It’s about how you work with the customer to bring them on the e-planning journey with you and change their mindset. In the long run the customer benefits because it speeds up the service.”

As technology and customer expectations evolve it will be important that e-planning solutions reflect this in the future.

Future directions

Good quality customer service helps to make the planning system easier to understand and processes more accessible and usable.  This in turn opens up the system to those who might otherwise feel that it is too complex or time consuming to participate.  This may be of particular importance when encouraging young people to become involved in consultations.

Improving customer service within the planning system is not something that is just ‘nice to have’. Planning has changed significantly over the years – and with change comes the need for reliable, cost-effective processes to drive end-to-end efficiency.


For 30 years, Idox has been supporting the work of local government planning departments. iApply, a planning application submission portal launched by the Idox Group in 2015, offers local authorities the opportunity to benefit from an out-of-the-box end-to-end digital solution that makes submitting planning, building and licence applications simple for customers and cost effective for the authority.

Do planners dream of electric streets?

The last few years have seen a phenomenal growth in demand for electric vehicles in the UK.  Nearly 50,000 electric and plug in hybrid vehicles were registered between July and September 2017 a considerable achievement, when only 5 years ago it was less than 1,000.

Overall, there are now around 120,000 battery-powered cars on Britain’s roads, and this is expected to grow to 10m by 2035.  From the modest Nissan Leaf, to the futuristic Tesla, the choice of electric vehicles is expanding, and various car manufacturers have announced ambitious plans to develop even more electric vehicles to suit a range of tastes and budgets.

The benefits of moving to electric are clear – as well as lower emissions, they are also cheaper to run costing less than half as much than petrol-powered equivalents.

Out with the old

This means that a future where electric cars are the norm is now on the near horizon.  Indeed, the UK recently committed to banning the sale of new petrol and diesel cars, including hybrid vehicles, by 2040.  The Scottish government have set an even more ambitious target pledging that by 2032 all new vehicles sold in Scotland will be electric. Norway, India and France have also set similar goals.

At the local level, Oxford is set to become the first city centre to ban all non-electric vehicles with certain streets becoming electric-only by 2020, and the world’s first ultra-low emissions zone (ULEZ) will come into operation in London next year.

Delivery of EV infrastructure through the planning system

As desirable as a low emission, electric-only city may be, the use of electric vehicles poses a number of challenges for town planning and urban design.

Ensuring that there is sufficient infrastructure in place to meet the increased demand for electric vehicle recharging will be a key issue. While there has been a significant growth in the number and geographic spread of EV connectors across the UK since 2011, many more will be required if predicted demand is to be met.

While motorway services and petrol stations will soon be required by law to install charge points for electric cars, simply replacing existing fuel pumps with EV chargers will not provide sufficient capacity, as at present, charging an electric car can take anywhere between 30 minutes to a couple of hours.  Additional charging stations will have to be incorporated into parking spots – either on the road, at home or in car parks.

The planning system is already taking some practical action to address this. Both planning policy and development management provide important delivery mechanisms.

At the national level, in England, the National Planning Policy Framework states that

developments should be located and designed where practical to… incorporate facilities for charging plug-in and other ultra-low emission vehicles”.

In Scotland, high level planning policy also recognises the importance of considering EV charging infrastructure in new developments, with supportive text included in both the Third National Planning Framework and the Scottish Planning Policy 2014. In addition, permitted development rights for off-road charge points came into force in 2014.

At the regional level, some policies require planning authorities to incorporate facilities for charging electric vehicles.  For example, The London Plan states:

developments in all parts of London must… ensure that 1 in 5 spaces provide an electrical charging point to encourage the uptake of electric vehicles”.

Several local authorities also use local plan policies to require electric vehicle provision, and others use their development control powers to require developers to provide electric vehicle charging points.

Some authorities have also taken opportunities to broker EV via non-planning routes, for example, the provision of public recharging point provision through grants.  One such example the On-Street Residential Chargepoint Scheme was set up in 2016, and provides up to 75% of the cost of procuring and installing chargepoints.

Challenges remain

While progress is being made, a number of challenges remain.

As well as increasing the overall number of available charging stations, planners will need to ensure that they are adequately distributed within a city so that there’s always one within reasonable driving range.  Specifying EV charging points on new developments runs the risk of a ‘scattergun’ approach, particularly where developments are concentrated in specific areas.  Local authorities would do well to adopt a strategic and planned approach to EV provision to ensure adequate coverage.  This will be particularly important in rural areas, as electric cars typically have a maximum range of around 150 miles. ’Range anxiety’ is an affliction suffered by many electric car drivers!

While various grants are available for electric car owners to install charging infrastructure at their homes, it is also not yet clear how home EV charging will work in densely populated areas without private parking, such as large blocks of flats. One potential solution may be the use of massive batteries kept in shipping container-style boxes, with up to 50 charging points attached.

The provision of on street EV charging facilities may present a design challenge in historic and/or conservation areas. In London, this has been dealt with by retrofitting existing street lamps with EV infrastructure, even including heritage lamps in Kensington and Chelsea.

There have also been concerns about the ability of the national grid to cope with millions of cars being plugged in to charge every evening.  Encouraging drivers to charge ‘smart’ at off-peak times may be the way forward.

Innovative solutions

Despite these challenges, there are promising signs of progress.  Some noteworthy examples include Elgin-based housebuilder Springfield Properties committing to installing cabling for electric car charging points in all new-build homes as standard, including its new 3,000-home development in Perth.  There are also plans to turn the A9 into an ‘electric highway’ and for a new ‘charging hub’ in the centre of Dundee – which will also be part-powered by the use of solar canopies.

EV technology is an area of fast-paced change and addressing the many challenges that it presents will require planners to adopt similarly innovative and forward-thinking solutions.  With advances being made on contactless under-road EV charging, it may not be long before electric streets charge our cars on the move.  We in the Information Service are excited to see what the future holds, and will be keeping abreast of the latest developments in both policy and practice.

The kids are all right? Embedding children’s rights in town planning policy and practice

 

A survey undertaken by YoungScot to accompany the Scottish Government’s Places, People and Planning consultation concluded that the majority of young people felt that they should be involved in planning in their local area and that their local councils should look at ways to support children and young people to do this.

The current Scottish Planning Bill contains a number of provisions that aim to do just that – including enhancing the engagement of children and young people in shaping their local areas through the statutory development plans, and the requirement for planning authorities to use methods that will secure the engagement of children and young people.

The right to participate

This focus upon children’s participation in the planning system can be viewed as part of a wider move towards the greater acknowledgement of children’s rights under the United Nations Convention on the Rights of the Child (UNCRC). The UNCRC sets out the fundamental rights of all children and young people across the world.  It states that the best interests of the child must be a top priority in all decisions and actions that affect children.  There are, therefore, many aspects that are directly relevant to the planning system.

Indeed, the right to participate in decision-making (Article 12); and the right to participate in play, rest, leisure and culture (Article 31) are particularly pertinent.  These include:

  • The right to relax and play, and to join in a wide range of cultural, artistic and other recreational activities.
  • An environment secure from social harm and violence, and sufficiently free from pollution, traffic and other hazards that impede free and safe movement.
  • Space to play outdoors in diverse and challenging physical environments, with access to supportive adults, when necessary.
  • Opportunities to experience, interact with and play in natural environments and the animal world.
  • Opportunities to explore and understand the cultural and artistic heritage of their community, participate in, create and shape it.
  • Opportunities to participate with other children in games, sports and other recreational activities, supported, where necessary, by trained facilitators or coaches.

Child-friendly cities

Children’s rights are also at the heart of the Child Friendly Cities Initiative (CFCI):

A child friendly city is the embodiment of the Convention on the Rights of the Child at the local level, which in practice means that children’s rights are reflected in policies, laws, programmes and budgets. In a child friendly city, children are active agents; their voices and opinions are taken into consideration and influence decision making processes.”

Four key principles of the UNCRC are considered to be particularly pertinent to the CFCI initiative:

  • Non-discrimination – a child-friendly city is friendly and inclusive for all children
  • Best interests – putting children first in all decisions that affect them
  • Every child’s right to life and maximum development – providing the optimal conditions for childhood, including their physical, mental, spiritual, moral, psychological and social development
  • Listening to children and developing their views – promoting children’s active participation as citizens and rights-holders, ensuring their freedom of expression

Awareness and understanding of children’s rights among planners

However, in her research on children’s role within the town planning system, Dr Jenny Wood found that there was little acknowledgement or understanding of children’s rights under the UNCRC.  Indeed, planners commonly believed that the provision of schools, parks and designated play facilities were all that was required in order to meet children’s needs.

Dr Wood argues that if public spaces and the planning process are to become more inclusive, then planners need to develop a better understanding of children’s rights.  In a separate blog, she sets out five key steps to help embed children’s rights in the everyday work of planners and other practitioners:

  • specific children’s rights training for planners
  • government guidance on, and suggested methods for, engagement with children and young people
  • the creation of a robust and routine feedback mechanism between planners and child participants
  • encouraging networking, collaboration, and skills exchange between planners, play workers, and youth workers
  • the collation of an accessible evidence base on children, young people and their relationship to, and use of, the built environment

Future directions

There are some wider signs of progress – including the introduction of Children’s Rights and Well-Being Impact Assessments (CRWIA), which are now required for all new policy developments in Scotland, and new measures that require specific public authorities in Scotland, including all local authorities and health boards, to report every three years on how they have progressed children’s rights as set out in the UNCRC.

The current reform of the planning system offers an ideal opportunity to further advance children’s rights by encouraging and supporting local planning authorities to involve children and young people in planning as part of their everyday practice.

Involving children and young people in town planning

By 2050, it is estimated that nearly 70% of the world’s population will live in urban areas.  In the UK, this figure is expected to be closer to 90%.   This demographic shift, along with population growth in general, means that more children than ever are growing up in urban environments.

This has a number of implications for the town planning system.  Creating a ‘child-friendly’ environment requires much more than just ensuring there are enough parks and play spaces.

As well as having a fundamental human right to participate in decisions that affect them, there are clear links between children’s health, wellbeing and development and the quality of their surrounding environment.  Particular areas of influence include:

  • housing quality
  • road safety
  • the walkability of an area
  • opportunities for cycling
  • play facilities
  • access to greenspace
  • local amenities such as libraries and community/leisure centres
  • environmental pollution
  • community safety/fear of crime
  • access to healthy food choices

One key way to address this is to involve children in the planning process. As well as helping to create safer, more suitable environments for children to grow up in, involving children in decisions about their local areas has a number of additional benefits.  It helps to build social capital, helps children to form a bond with their home city, and fosters a feeling that they can help to make a change in the world they live in. For planners, involving children can help to provide them with a new perspective on how children use their environments, and highlights issues that adults may not recognise or fully understand – potentially leading to improved design.

Participation methods

Research published in 2011 found that children’s voices had been “notably absent from UK planning and regeneration policies throughout the past two decades”. Children’s participation in planning tended to be focused on services that were designed ‘for them’ rather than ‘with them’, and little attention was given to children’s roles in the wider regeneration agenda.

However, there are some examples of successful involvement.  Methods that have been used successfully range from formal mechanisms such as youth councils, child-led surveys and data collection, to informal ones such as photography, computer-aided mapping, model building and role-play.  Dr Jenny Wood reports that she had success with a delightfully low-tech method, where children were asked to annotate A3 OS maps with a range of stickers, post-it notes and pens, to highlight their likes, dislikes, routes to school and any other information they felt was important about their local area.

At the other end of the scale, some particularly innovative examples capitalise on recent technological advances.  These include the use of mobile phone apps to make traffic reports (see Case Study 1 below), the use of Minecraft (see Case Study 2 below), mapping their local area (Children’s Tracks in Norway) and the use of the SoftGIS methodology in Finland.

Case Study: Traffic Agent, Norway

A new app-based initiative in Oslo, ‘Traffic Agent’, directly involves children in transport planning. It enables children to provide direct feedback on road safety, based on their own experiences.  The app makes use of ‘gamification’ whereby users act as “secret agents” for the city, sending immediate reports on their route to school when they come across, for example, a difficult crossing on the street or an area of heavy traffic.

The project lead, Vibeke Rørholt, illustrates its impact: “I received a telephone call from the mother of a little boy who had reported some bushes that meant he couldn’t see when he was crossing the street. And two days later the bushes were cut. She phoned in saying he’s so happy that he could make this happen.”

Case study: Blockbuilders, England

Blockbuilders is an innovative method of involving communities, and children and young people in particular, in the town planning system.

Using the hugely popular game, Minecraft, the Blockbuilders team create a 3D representation of a local area.  The model is then used as the basis for consultation with the wider community, and can be interacted with and played with to enable communities to help design and shape their local areas.  Projects have included the development of Lewes Neighbourhood Plan, the development of a family-friendly park by Brighton and Hove City Council, and an interactive map of Brighton and Hove.

Common success factors for children’s effective participation

There is no one definition of ‘good’ or ‘effective’ participation practice – the most suitable method depends on the age of participants and the nature of the decision that they are being involved in. However, in their review of children and young people’s participation, the Ecorys project identified a number of common ‘success factors’ for children’s effective participation in planning and regeneration. These include:

  • Official recognition of children’s fundamental rights
  • Partnership working, e.g. planners, local government, academics, NGOs, community organisations and residents
  • Involving adults with knowledge and experience of young people’s participation
  • Utilising a range of diverse participation mechanisms
  • Understanding participation as a ‘whole’ process of learning and change
  • Openness and reciprocal learning between children and adults
  • An incremental and realistic approach to goal setting and developing trust/confidence
  • Visibility in the results
  • Embedding at different levels and spatial scales

Challenges

Despite the compelling arguments in favour of children’s participation in the planning system, a number of barriers exist.

There is a general lack of awareness of the purpose, benefits or skills required for facilitating young participation among planners.  Children are often viewed as being incapable of engaging in a meaningful way, despite research concluding otherwise.

Children’s participation in planning is frequently still viewed as ‘special’, rather than as part of general community engagement processes.  It tends to be focused specifically on children’s services, rather than the wider range of universal services, and takes the form of consultation, rather than proper involvement in every phase of the decision making process.

A number of political and structural barriers also limit children’s potential influence – such as competing interests within the planning system and the short timescales often required for decisions.  This can mean that even when the intentions are there, planners themselves may have limited time or influence over the decision making process.

Future steps

However, these challenges are not insurmountable.  As we have seen, through its influence on the design of the urban environment, the town planning system has a huge impact upon the wellbeing and development of children.  By involving children in the design of their local environment, it can help create environments that support children to reach their fullest potential.

Children who are involved and interested in their local environment will hopefully grow up to become adults who are involved and interested in their local environment.  The town planning system is in a unique position to help facilitate this.  And as Enrique Penalosa, former mayor of Bogota, Colombia has said:

If we can build a successful city for children, we will have a successful city for all people”.

Planning for the digital economy

The digital tech sector is the UK’s fastest growing sector.    Recent statistics show that it is growing as much as 50% faster than the wider economy.  In London alone, a new tech business starts up every hour.  Beyond London, digital tech clusters across the country are driving the economic resurgence of many cities and city regions.

The rapid growth of the sector means that its spatial footprint has become increasingly evident in towns and cities across the UK.  In May, the Royal Town Planning Institute (RTPI) published guidance on how town planning can respond to and guide the future development of the digital economy.  It makes recommendations for planners in two areas:

  • how to encourage the growth of the tech sector in their local area; and
  • how to make best use of the opportunities provided by the tech sector for the planning system

What is the tech sector?

The digital tech sector is increasingly diverse, and there is no straightforward definition.  The 2016 Tech Nation report identified 16 different sectors, some of which include:

There are currently around 58,000 active digital tech businesses in the UK.  It employs 1.64 million people, and job growth is more than double that of other sectors.  Roles are generally highly skilled and well paid, compared to other sectors.  Indeed, the average salary is 44% higher than the national average!

Location preferences

Digital tech, as a sector, thrives off well-planned spaces with access to good local infrastructure.  Tech firms and their employees tend to prefer easily accessible, walkable, multi-use districts. This results in the creation of ‘clusters’ of similar firms in central urban locations.

Clustering has a number of advantages for digital tech businesses – including easy access to large talent pools and the ability to network and exchange ideas face-to-face with local, likeminded businesses and employees – a key driver of innovation.

London, Manchester and the Greater South East have some of the largest digital tech clusters in the UK; however, the Tech Nation 2017 report mapped 30 significant clusters across the length and breadth of the UK – from Dundee to Exeter.

Facilitating the growth of the sector

The recent growth of the sector has already led to a number of economic policy responses, including the development of enterprise zones, innovation and business centres, and ‘innovation districts’.  The RTPI guidance also highlights a number of smaller-scale responses that can be utilised to attract and foster tech industry growth, including:

  • ‘de-risking sites’ by making sure that planning requirements are “practical, clear and known in advance of specific proposals coming forward
  • using public money for assembling and servicing sites that are more challenging
  • the provision of Wi-Fi in specific locations
  • making districts pedestrian and cycling friendly
  • leveraging Public Private Partnership models to build digital infrastructure

In addition to these responses, the RTPI makes three recommendations for planners on how they can create an environment that is attractive to digital tech firms.

First, it suggests that planners should monitor the local economy to get a sense of what local growth industries are.  Policies can then be adapted to local economic conditions.  Some local authorities already do this using company registration data.  For example, Camden Borough Council use this data to inform a quarterly ‘Business and Employment Briefing’.  It covers a range of measures, including business size and type, employment in the borough, commercial property, unemployment, worklessness and qualifications.

In order to attract and assist the growth of the digital tech sector, it is important for local planning teams to have a proper understanding of the sectors’ spatial preferences.  This is particularly important when drawing up local plans.  Therefore, the second recommendation made by the RTPI is that local authorities should employ someone to engage with local tech firms to find out how planning could help to better facilitate their growth. The roles of The Dublin Commissioner for Startups and the Amsterdam Chief Technology Officer are potentially interesting models for this.

Third, the RTPI recommends ensuring that there is sufficient housing, office space and transport infrastructure to meet capacity.  These three elements are the “fundamental ingredients for an economically and socially successful city”.  Without them, no amount of other interventions will attract firms to an area.

The Tech Nation 2017 report found that 30% of digital tech community members cited their local transport infrastructure as a ‘business challenge’.  Tech London Advocates report similar concerns, whilst also highlighting the challenges posed by digital infrastructure: “It has become increasingly clear that a fundamental challenge facing tech companies in London is infrastructure. The tech sector has grown so fast that the provision of office space and digital connectivity is having to play catch up”.

The digitisation of planning

The growth of the digital tech sector not only creates jobs and generates wealth; it creates opportunities for improved efficiency in other sectors too.  In planning, digitisation can free up time and resources, and create new tools for planners to utilise.  From the adoption of  geographic information system (GIS) software for mapping, to experimental trials of 3D modelling software and virtual reality in plan making and community engagement, technology has and continues to present a number of opportunities to improve the planning system.

Beyond planning, innovations in the digital tech sector aid the creation of ‘smart cities’ – where information and communication technology (ICT) and ‘Internet of Things’ (IoT) technologies are integrated to manage cities’ assets, with the overall aim of improving efficiency.  Examples of potential usage vary considerably, from supporting people with disabilities or chronic illnesses, to the provision of real-time traffic data, controlling streetlights and monitoring environmental data.

As such, a final recommendation made by the RTPI is to make use of local firms’ skills and resources to address cities’ infrastructural challenges.

Addressing inequality

Despite the rapid growth of the digital tech sector and its contribution to job and wealth creation, there is an increasing recognition that the benefits created by the sector can be insular and often do not spill over to the local economy.

Indeed, studies have found that the higher the share of tech employment in a city, the more income inequality there is.  On this basis, the digital tech sector has been criticised for its potential to create a ‘two-tier economy’.  There are also concerns about the gentrifying effects of digital tech clusters on local areas.  In London, for example, tech growth has increased the cost of living in some parts of the city, displacing smaller firms and lower income families.  It also poses a potential threat to innovation as startups are priced out of successful digital tech clusters.

Clearly addressing these issues poses some significant challenges for policymakers.  Last year, the RTPI made a number of recommendations in this regard, including helping local people to develop the skills needed by local tech companies.

Successful planning

The digital tech sector has enormous potential to enhance economic growth.  Through its ability to create the optimal conditions for the digital tech sector to thrive, planning can help to encourage this growth.  Understanding local economic trends, consulting with digital tech businesses about their needs, and ensuring that local infrastructure has the capacity to meet these needs, are vital to successful planning for the digital tech sector.  At the same time, ensuring that this growth is sustainable and benefits wider society are key challenges for planners.

Destination stations: the role of railways in regeneration

From Roman roads, to Victorian ‘cathedrals of steam’, transport has played a pivotal role in the development of societies and economies throughout history.

Today, rising energy prices, road congestion, and climate change, as well as reduced household sizes and an increased demand for urban living have put the potential benefits of urban transport hubs back in the spotlight.

Transit-orientated development

Transit-orientated development (TOD) is one response. An American-concept, it involves the creation of high-density mixed-use developments around a transit station or stop, such as a railway station, usually within a half-mile radius (a 10-minute walk approximately).  It may include office space, retail, leisure facilities and housing, as well as public areas and green space, and a variety of public transport options.

The aim is to create attractive, diverse, walkable places.  TOD can also help to significantly reduce traffic congestion and air pollution.

Stations as ‘destinations’

In Europe, TOD has yet to ‘catch on’. However, it shares many similar principles with the increasingly popular concept of developing railway stations as destinations in their own right – for shopping, working and socialising.  Railways often form an important part of a town or city centre, and the combination of transport node and central location has the potential to attract people in great numbers.

The redevelopment of London King’s Cross station and the surrounding industrial wasteland made it one of the first ‘destination stations’ in the UK.  Around the station, new homes, shops, offices, galleries, bars, restaurants, a hotel, schools and a university were created, along with 20 new streets, 10 new public parks and squares, and 26 acres of open space.  In fact, the redevelopment was on such a scale that the area now has its own postcode – N1C.

Some other key examples of newly developed ‘destination stations’ in the UK include Manchester Victoria Station and Birmingham New Street Station. Network Rail last year stated that they intend to create many more such ‘destination stations’.

Economic and social benefits

As well as environmental benefits such as reduced air pollution and traffic congestion, mixed-use developments in and around railway stations can help meet housing demand, and spur the economic and social regeneration of their surrounding communities.  Particular benefits can include:

  • Improved passenger experience/satisfaction
  • Attracting more businesses into an area
  • Improving the supply of labour for businesses
  • New job creation
  • Increased demand for food, retail and leisure facilities from greater numbers of commuters, residents and workers
  • Helping high streets to compete with online retailers and out of town developments
  • Contributing to public health goals through increased walkability of areas
  • Making good use of previously inaccessible/waste land

Government support

There is strong government support for delivering improvements around railway stations.

The recent Housing white paper recognises the regenerative potential of railway stations, viewing them as key anchors for the next generation of urban housing developments.

Two new sources of funding for railway station developments have also recently been announced: the second round of the New Stations Fund – a £20 million pot to build new stations or reopen previously closed stations; and the Station Regeneration programme – which aims to develop railway stations and surrounding land, while delivering up to 10,000 new homes.

Alongside this, there are also plans to release large amounts of unused railway land for housing – enough to build 12,000 houses across 200 sites.

Large and small

In addition to developments focused around one particular station or city, there are also a number of major railway-based infrastructure projects currently taking place.  Among these are the Edinburgh-Glasgow Improvement Programme (including recently approved plans to redevelop Glasgow Queen Street station), Great Western Electrification, Crossrail and HS2.  All of these have the potential to catalyse regeneration in their surrounding areas.

At the opposite end of the spectrum, there are also a number of successful smaller scale regeneration projects involving railways.

Addressing the challenges

The development of railway sites can pose a number of challenges, including contaminated land, fragmented land ownership and reconciling short-term economic development goals with the longer time scales necessary in larger infrastructure projects.

However, according to James Harris, a policy officer at the Royal Town Planning Institute, planners are ‘uniquely’ placed to work with landowners, infrastructure providers, developers and the local community to help deliver a strategic vision for these locations.

Planners should also be flexible and creative in their approach towards station redevelopments, focusing on outcomes rather than processes, says David Crook, assistant director of station regeneration at the Department for Business, Energy and Industrial Strategy’s Cities and Local Growth Unit.  In doing so, he says, planners can help make a station regeneration project ‘more than the sum of its parts’.

Helping people with dementia to live well through good urban design

Earlier this year, the Royal Town Planning Institute (RTPI) published their first practice note on how good planning can play a stronger role in the creation of better environments for people living with dementia.

It summarises good practice guidance from Oxford Brookes University, the Alzheimer’s Society and the Scottish Government, among others.

Living with dementia

According to the Alzheimer’s Society, there are currently around 850,000 people living with some form of dementia in the UK.  Although the risk of developing dementia increases with age, it is not just a disease of the elderly.  There are currently around 40,000 people with dementia in the UK under the age of 65.

The vast majority of cases of dementia cannot be cured. However, there is a lot that can be done to enable someone with dementia to live well with the condition. Many people with dementia can continue lead active, healthy lives for years after diagnosis.  Even most elderly people with mild to moderate dementia can continue to live in their own homes.

The importance of good urban design

Evidence has shown that well-planned, enabling environments can have a substantial impact on the quality of life of someone living with dementia and their ability to retain their independence for longer.

For example, being within easy walking distance of shops and other local amenities can help people with dementia to remain physically active and encourages social interaction.

Having access to green space and nature also has particular benefits, including better mood, memory and communication and improved concentration.

Key characteristics of a dementia-friendly environment

Drawing on the principles set out in ‘Neighbourhoods for Life’, the RTPI advises that urban environments should be:

  • Familiar – functions of places and buildings made obvious, any changes are small scale and incremental;
  • Legible – a hierarchy of street types, which are short and fairly narrow. Clear signage;
  • Distinctive – including a variety of landmarks and a variety of practical features, e.g. trees and street furniture;
  • Accessible – access to amenities such as shops, doctor’s, post offices and banks within easy, safe and comfortable walking distances (5-10 minutes). Obvious, easy to use entrances that conform to disabled access regulations;
  • Comfortable – open space is well defined with public toilets, seating, shelter and good lighting. Background and traffic noise minimised through planting and fencing. Minimal street clutter;
  • Safe – wide, flat and non-slip footpaths, avoid creating dark shadows or bright glare.

Dementia-friendly communities

In addition to specific guidance on how to improve the urban environment, the RTPI practice note also highlights the crucial role of planners in the creation of ‘Dementia Friendly Communities’.

This is a recognition process, which publicly acknowledges communities for their work towards becoming dementia friendly.  It aims to involve the entire community, from local authorities and health boards to local shops, in the creation of communities that support the needs of people with dementia.

There are 10 key areas of focus.  Those particularly relevant to planning include:

  • shaping communities around the needs and aspirations of people with dementia;
  • the provision of accessible community activities;
  • supporting people to live in their own home for longer;
  • the provision of consistent and reliable transport options; and
  • ensuring the physical environment is accessible and easy to navigate.

There are currently over 200 communities across the UK working towards recognition as dementia-friendly.  Dementia Friendly East Lothian and the Dementia Friendly Kirriemuir Project are two such examples.

Local government policy

By 2025, it is estimated that the number of people diagnosed with dementia will rise to over one million.  Significant under diagnosis means that the number of people who experience dementia may be even higher.

However, the RTPI report that at present few local authorities have made explicit reference to dementia in their adopted local plans.

Worcestershire County Council and Plymouth City Council are notable exceptions:

  • Plymouth have set out their ambition to become a ‘dementia friendly city’ in its current local plan; and
  • Worcestershire are currently developing a draft Planning for Health Supplementary Planning Document that covers age-friendly environments and dementia.

A beneficial environment for all

While these are important first steps towards the greater recognition of the role of planning in supporting people with dementia, it is imperative that planning explicitly for dementia becomes the rule, rather than the exception.

Not only will this benefit people with dementia and reduce healthcare costs, it may also benefit the wider community, including young families, people with disabilities, and older people.

As the RTPI rightly state, “environments that are easy for people to access, understand, use and enjoy are beneficial to everyone, not just older people with dementia.”
