Making the planning system more customer-friendly

Local authority planning departments are more often associated with bureaucracy than with delivering good quality customer service.

However, as the current reform of the planning system in Scotland puts the need to develop a modern, efficient service in the spotlight, thoughts have turned to how planning authorities can focus on the human side of delivering a good quality planning service.

Last month (August 2018), the Scottish Government published a report on customer service in the planning system.  It examined different approaches to customer service across a range of private and public sector organisations in Scotland, with a view to identifying the lessons from these that could be applied to the planning system. Although focused on Scotland, the lessons are transferable elsewhere.

A number of challenges

The research found that while planning authorities in Scotland viewed high quality customer service as highly important, they faced a number of challenges to delivering this in practice.

Limited staff and financial resources are a key constraint affecting planning authorities’ ability to deliver high quality customer service.  For example, customer expectations of the frequency and responsiveness of communication are often higher than what can reasonably be delivered.

There are also issues of inconsistency of service, both within and between local authorities in Scotland.  This is due in part to different interpretations of specific legislation, as well as different levels of investment in, and commitment to, customer service within individual planning authorities.

The risk of individuals confounding ‘customer service’ and ‘outcomes’ – where the planning decision reached affects the individual’s perception of the quality of service they have received – is another key challenge when measuring the customer experience.

Current approaches

Each year, planning authorities in Scotland must prepare an annual Planning Performance Framework (PPF) report, which details their performance over the previous year.

At present, the PPF has no specific measure of customer service delivery.  Instead, planning authorities must submit a ‘narrative commentary’ of their customer service performance, along with relevant case studies that demonstrate their actions.

This means that individual planning authorities decide how best to gather information about their own customer service performance.  Some of the key methods used include:

  • Customer charters – which communicate customer service commitments to customers and employees
  • Customer satisfaction surveys – mainly online, however, some were still postal
  • Forums – the use of customer forums or focus groups to engage with customers
  • Complaint handling procedures – published details of organisational systems, protocols and SLAs for registering and responding to complaints
  • Customer service standard accreditation – g. Customer Service Excellence (CSE), Investors in People (IiP), ISO9001, Customer Satisfaction Measurement Tool (CSMT) etc.

So what can be done? The benefits of e-planning

The report identified a number of ways in which customer service within the planning system could be improved.

First was the need to achieve a greater consistency of processes, enforcement and quality of service across Scotland.  Clearer national guidance on implementing legislation would go some way to achieve this. Establishing a national survey of customer service in the planning system is also a priority. Lessons could be learned from the building standards system, which currently incorporates a Key Performance Outcome relating to improving the customer experience.

Planning authorities also overwhelmingly believed that e-planning had improved customer service.  The benefits included:

  • more efficient information flows
  • better prioritisation of work
  • reduced printing costs
  • greater transparency
  • easier access to information by the public

What is clear is that the move to e-planning is bringing a ‘culture change’. By speeding up the planning process and making more efficient use of resources, e-planning frees up both time and money to be spent elsewhere in the planning process.  As one planning authority notes:

“It’s about how you work with the customer to bring them on the e-planning journey with you and change their mindset. In the long run the customer benefits because it speeds up the service.”

As technology and customer expectations evolve it will be important that e-planning solutions reflect this in the future.

Future directions

Good quality customer service helps to make the planning system easier to understand and processes more accessible and usable.  This in turn opens up the system to those who might otherwise feel that it is too complex or time consuming to participate.  This may be of particular importance when encouraging young people to become involved in consultations.

Improving customer service within the planning system is not something that is just ‘nice to have’. Planning has changed significantly over the years – and with change comes the need for reliable, cost-effective processes to drive end-to-end efficiency.

The rhetoric of social mobility continues… yet disadvantaged pupils continue to fall behind

Despite continued investment to improve social mobility, it has been estimated that at the current rate of progress it will take 50 years to close the attainment gap for disadvantaged pupils in England.

Recent analysis of government data shows the gap between the most disadvantaged pupils and their non-disadvantaged peers has actually worsened over the past decade.

The research, conducted by the Education Policy Institute (EPI), found that while there has been some progress in closing the gap for disadvantaged pupils (those eligible for the Pupil Premium), this has been slow and inconsistent. The gap has also been shown to vary between areas.

And, perhaps most worryingly, for pupils described as ‘persistently disadvantaged’ (i.e. those that have been eligible for free school meals for 80% or longer of their school lives), the gap has widened – leaving these pupils over a year behind their non-disadvantaged peers at the end of primary school and more than two years behind at the end of secondary school.

Widening gap

The attainment gap is evident in the early years, continuing to grow throughout school.

Pupils from disadvantaged backgrounds were found to be 19.2 months on average behind their peers at the end of Key Stage 4. While this represents a narrowing of the gap by 2.7 months since 2007, this is not consistent across the board. And the gap for ‘persistently disadvantaged’ pupils increased by 2.4 months over the same period.

The EPI analysis indicates that the disadvantage gap grows by five months between Key Stage 1 and 2, and by 10 months between Key Stage 2 and 4.

Persistently disadvantaged pupils are shown to fall even further behind at all phases. For them, the gap grows from six months at the end of Key Stage 1, to 12 months by the end of Key Stage 2 and 24 months by the end of Key Stage 4.

It is argued that the differential rates of progress pupils make need to be tackled to stop the gap from growing throughout the stages.

Indeed, the issue can’t be solved with a one size fits all approach, particularly as there is significant variation across the country.

Variation

The disadvantage gap between local authorities ranges from no gap to seven months in the early years, five to 13 months at the end of primary school and one month to over two years at the end of secondary.

The gap is generally smaller in London, the South and the East at around 16-18 months at the end of secondary. In comparison, the East Midlands and the Humber, the North and the South West experience a much larger gap of 22 months. The largest attainment gap was found on the Isle of Wight, where disadvantaged pupils were 29 months behind their peers on leaving secondary school.

The gap was also found to become worse in rural areas. In Cumbria and Northumberland, for example, the gap widens from nine months at the end of Key Stage 2 to over 25 months by the end of secondary.

But there is also evidence of particularly good performance and notable improvements made in recent years. In Newham, disadvantaged five year-olds perform as well as non-disadvantaged five year-olds nationally, on average. And in Richmond-upon-Thames and Windsor and Maidenhead, the gap for disadvantaged secondary school pupils has closed by over six months since 2012.

This would suggest that there is certainly potential for dramatic improvements in reducing the gap in other areas.

Government action

As an historic problem, successive governments have taken action to address it via investment and targeted interventions. The current government is also working to address the issue, including through Opportunity Areas.

The EPI suggests that while this may be a good start, there are other areas across the country that are not covered by these where “social mobility is stagnating or even worsening”. And it also highlights that the system continues to fail to meet the needs of certain vulnerable groups, including those with special educational needs and disabilities, those from Gypsy Roma or Traveller communities, and Black Caribbean children.

In addition, recent commentary from the Chief Inspector of Ofsted, Amanda Spielman, raised concerns over schools focusing on exam results at the expense of the curriculum, leading to many disadvantaged children being shut out from acquiring a rich and full knowledge:

“It is a risk to social mobility if pupils miss out on opportunities to study subjects and gain knowledge that could be valuable in subsequent stages of education or in later life.”

It has been suggested that government pressure to improve performance has led to a focus on exam and test results. But Spielman argues that this is a mistake on the part of school leaders as it should “not be taken as read that higher scores for the school always means a better deal for pupils”.

Final thoughts

Clearly, while it shouldn’t be forgotten that progress has been made, a lot more needs to be done if the disadvantage gap is to close any time soon.

As the EPI concluded: “If we carry on at this pace, we will lose at least a further three generations before equality of outcomes is realised through our education system.”

Performance appraisals – does the public sector need to be more innovative?

In a time of austerity, there is increasing pressure to get the best out of staff in order to improve organisational performance, particularly in the public sector.

Staff performance appraisals are a well-established practice in most organisations but there has been much debate over their effectiveness. Many say they are time-consuming and involve too much paperwork. Others say they are a key part of an organisation’s human resources strategy and align the strategy and objectives of an organisation with those of individuals, which is necessary for effective service delivery.

Why performance management?

A number of reasons have been highlighted for implementing performance management in any organisation, including:

  • to provide information on organisational and/or employee effectiveness and efficiency
  • to improve organisational and/or employee effectiveness and efficiency
  • to improve employees’ levels of motivation
  • to link employees’ pay with perceptions of their performance
  • to raise levels of employee accountability
  • to align employees’ objectives with those of the organisation

In the public sector, the aim of performance management is to motivate staff and managers to improve organisational performance and therefore effectively deliver services.

But while this may seem simple enough, is this what is happening in practice? Some would argue that performance appraisals have the opposite effect of motivating staff and lead to increased pressure and stress, resulting in poorer performance.

Concerns

A recent survey of over 25,000 civil servants highlighted widespread concern over how performance management is working in practice.  A huge majority (94%) said it was unfair that 10% of staff should be ranked as ‘must improve’, a recommendation that has been suggested to lead to discrimination against black and minority ethnic (BAME) staff, those who are disabled and part-time workers.

Performance appraisals have also been described as a “waste of time” or “tick-box exercise”.

Abhacken

The CIPD Employee outlook surveys have consistently revealed a general dissatisfaction with performance management practices among employees, with the most concern shown in the public sector. The most recent survey highlights a slump in job satisfaction and a lack of motivation among employees, and an increase in the number believing their performance management processes are unfair.

And this is not new. There have been concerns over the effectiveness of such systems in the public sector for some time. Research by the World Bank in 2003, which considered factors influencing better performance in public administration, concluded that performance management systems demonstrated remarkably little influence on anything and in some cases produced negative effects.

Lack of understanding

The literature suggests that the reasons for such criticism of performance appraisals more recently include: people generally don’t like to evaluate or be evaluated; the nature of public affairs being hard to quantify makes it difficult to develop performance objectives and measureable performance indicators; these systems tend to create more paperwork and increase both performance pressure and stress; and a lack of understanding of such systems among managers.

As a former chief executive of the Institute for Leadership and Management (ILM) emphasised:

“One of the skills that is often not developed is understanding what an appraisal is and why it is relevant to the whole organisation’s success… Being able to appraise is a fundamental management skill.”

So rather than scrapping them all together, perhaps a culture change within organisations is what is needed.

Good practice

Indeed, there have been signs of innovation within the public sector when it comes to performance appraisals.

An innovative approach to the employee appraisal form was taken by South Lakeland district council which has shown promising results. A personal qualities framework was created which was used to redesign the appraisal form. It was tested, staff were informed about it and line managers received training in how to use it.

After two years of the framework being introduced, peer reviews were good, their Investors in People award was the best yet, the staff survey highlighted many positive messages, and customer and member satisfaction had improved significantly.

Similarly, Wiltshire Council developed a successful transformation and ongoing culture change programme which resulted in significant efficiencies being delivered.

The council’s behaviours framework was developed to clarify social expectations of staff by defining ‘how’ staff are expected to approach work alongside ‘what’ they deliver. The behaviours have since been embedded into: a new on-line appraisals solution, job description templates, recruitment procedures, human resource policies and employee well-being initiatives, and corporate awards categories and selection criteria.

A training programme for all people managers also inspired new thinking and provided approaches and skills for performance managing for the behaviours, skills and objective setting.

Research by Nesta suggests that performance appraisal can also help to harness motivation to innovate in the public sector by valuing appropriate behaviours.

So perhaps staff appraisals have a future after all.

What is “the right approach” to public service website design?

socitim finger pointSocitm have recently reported on their 17th survey of local authority websites, Better Connected 2015, and the picture still isn’t great. Although rising expectations are said to be driving improvement, there are still significant gaps in performance. The key highlights from the report illustrate this:

  •    Slow and intermittent progress in improving their websites in the past year.
  •    Advances in accessibility – 43% providing satisfactory features for the disabled.
  •    Increases in number of responsive sites – increasing to nearly 50% (easy reading and navigation).
  •    8% now reach the 4 star ranking.
  •    Public satisfaction fell by 30%.
  •    The gap has narrowed by over 9%, between satisfied and dissatisfied.
  •    Slow progress in mobile performance experience – only 1/3 passing the assessment, especially customer journeys for top tasks.
  •    Only 37% of councils passed the top tasks standard, a slight improvement on last year.
  •    Nearly 50% of new sites launched didn’t improve the 1 or 2 star ranking.

Martin Greenwood (Socitm’s Insight Programme Manager) said shortcomings are due to councils having limited resources and not taking the right approach to designing websites. He highlights key barriers to improvements:

  •    Lack of resources and skills.
  •    The need to simplify.
  •    Focus on mobile, getting this right helps with the website as a whole.
  •    Addressing what makes the website poor, such as standards, digital governance, and management of content, before making the same mistakes.
  •    Not having strong editorial control, to ensure consistency.
  •    Not having a national structure for budgets, third party software and information sharing.

So what is the right approach? Information on how individual councils perform is available in the full report, but 34 councils achieve the maximum 4 star. In the past year, there has been a significant increase in the number of councils that have implemented a responsive site, up from 107 (26%) to 198 (49%). Many of the issues highlighted are the same for all websites, and ownership, clarity of purpose, clear user journeys are key to all websites. So how can all websites be improved?

  •    Have clear editorial processes and accountability.
  •    Really focus on the customer journey and remove any distraction.
  •    Make the information architecture clear and consistent, prioritise top tasks.
  •    Design for mobile devices first.
  •    Keep content relevant.
  •    Make sure all forms have context, such as the process or service which can be expected.

and specifically for local authorities Socitm highlights:

Should local authority websites be a priority in today’s efficiency saving climate? Ipsos Mori shows that 85% of the adult population now use the internet, while Ofcom found that half of internet users use government websites, including local authority ones, and this is growing rapidly. With 45.3m visits each month to council websites already, this will continue to grow, but will sites be resilient enough to cope? 30% of visits end in failure, even the best performing sites have 15% failures, and most failures lead to other modes of contact, such as calls to already busy call centres. DCLG found that 65% of local authorities said they had made savings as a result of implementing digital services, with an average saving of £1.4m, and also the added value of greater efficiency and transparency. The digital trends which are emerging across the public sector are driven by technological solutions to create efficiencies, as well as a better use experience, for a more digitally aware customer. Part of the solution to this efficiency is strategic use of content, simplified and used across the whole organisation. Technology will be used more and more in service delivery, better use of call centre information and feedback, and improved searching functions for information. The results of Better Connected, although promising, have some way to go. Although failure to meet, what are essentially customer service standards, may not be having a direct monetary impact currently, it will in the future if local authorities do not keep pace with the principles of user-centred design. Idox agrees with the report’s findings, especially that user-centred design is key to online services. As a company we are taking this forward within our business strategy. Performance-related pay in the public sector … does it work?

Pay accounts for a large proportion of public sector expenditure and so it’s perhaps unsurprising that in the current context of ‘do more with less’, there has been renewed interest in using pay to help drive performance improvements.

Indeed, as part of last year’s spending review, the government announced the introduction of performance-related pay for all civil servants by 2015-16. It is also working towards the removal of automatic pay progression in schools, prisons, the NHS and the police. In his Budget statement, the Chancellor called progression pay “antiquated” and said it was “deeply unfair” to others within the public and private sectors who did not receive it. Continue reading

Meeting ambitious targets: Scottish Planning & Environmental Law conference 2014

There’s less than two months to go until this year’s Scottish Planning and Environmental Law conference so we thought we’d flag up some of the expected highlights. We’ve been running the SPEL conference for nearly 20 years and in this time its gained a reputation for being a forum for open and critical debate about the operation of the planning system in Scotland.

This year’s conference focuses on the theme of “meeting ambitious targets”. Scotland has some of the most ambitious targets in Europe – if not the world – when it comes to addressing climate change issues. Like the rest of the UK, Scotland is also facing challenges around ensuring adequate housing supply, especially affordable housing.

We expect that the conference will provide an ideal opportunity for discussing the implications of recent decisions on key renewable energy applications, as well as the intersection of the planning system with the housebuilding industry.

As usual we will also be reflecting on national planning policy, assessing the potential impact of NPF3 and Scottish Planning Policy on planning outcomes and performance, three months after they were laid before Parliament.

The programme features a broad range of speakers, bringing perspectives from the private sector, local government planning, academia and central government to bear on the issues.
