How smart is your city?

In recent years, cities across the UK have begun to explore how they can best capitalize on technological advances to help to create places which operate in a more efficient and sustainable way. The concept of the smart city is relatively wide-ranging; in basic terms, it can be described as an urban area that uses various forms of technology to gather data that can then be analysed to reveal insights about how citizens engage with their environment. The advent of smart city technology, and its ability to be installed in numerous forms across existing city infrastructure, means that it can often be challenging to assess and understand the success of its deployment.

A recent article published in Emerald Open Research UK smart cities present and future: An analysis of British smart cities through current and emerging technologies and practices aims to address this issue by providing an overview of the progress of 26 UK cities which are currently deploying smart city technology. The article attempts to analyse the current state of the smart city roll-out and evaluate the types of technology that are being installed. As the concept of the smart city is one that is fluid, each city’s implementation of the technology can vary, as can the success of the integration.

Designing a smart city evaluation framework

In order to understand the current state of the smart city rollout, the article employs a framework that can be used to assess what types of technology have been deployed and the current state of the deployment.

The following categories are used to classify smart city technology:

Essential services 5G, full-fibre internet, Internet of Things

Smart Transportation digital ticket booking, smart cards, electric vehicle charging points

Broad Spectrum retrofitting buildings, digital social inclusion schemes, hackathons

Business Ecosystem innovation hubs, co-spaces, tech entrepreneurial networks 

Open Data Provider urban dashboards, urban models, big data

The state of the rollout of smart technology is evaluated on the following scale:

0 – no measures underway

1 public announcement of plan

2 study in advanced stages/detailed roadmap

3 testing/trials

4 installation of technology on smaller scales

5 fully established and integrated into the city

By analysing relevant documents/news reports and applying the aforementioned framework, the article finds that the most common type of smart city infrastructure installed in cities across the UK is technology which enables the collection of open data. In particular, a group known as Smart Cities Scotland has been found to have one of the most advanced implementations of open data technology. This is due to the creation of an open source data platform which allows anyone to access the data collected and develop smart city technology that directly responds to the needs of these cities.

Approaches to deploying smart city technology

Through the application of the framework, London and Bristol were discovered to be the cities in the UK with the most advanced implementation of smart city technology; this was largely due to the widespread use of all of the categories. However, the authors also suggest that the steps taken by smaller cities, such as Dundee and Peterborough, are often of more interest, as they clearly show the two prevailing approaches to the implementation of smart city technology.  

The approach taken by Dundee is one in which cities select one or two smart city categories and focus on getting these technologies to become fully integrated and widespread. For example, Dundee has chosen to focus on the integration of open data (via Smart Cities Scotland) and smart transportation technologies, in a bid to create a fully sustainable transport network. An in-depth focus on these areas has enabled Dundee to become a leader in the switch to zero-carbon transport, through the creation of the Mobility Innovation Living Lab and the electrification of 20% of the local taxi fleet. However, whilst the implementation of open data and smart transportation technology places Dundee as a leader in these categories, their implementation of essential services or broad spectrum technology is poor when compared to other cities in the UK.

Peterborough, on the other hand, has taken an almost diametric approach and is focused on deploying a broad variety of smart city technologies, that will allow them to reach their goal of becoming a gigabit city and establishing a circular economy. The city has deployed a variety of online platforms, designed to engage citizens and business alike, to come together and share resources that will allow Peterborough to support and empower everyone in the city to minimize waste.

The future of the Smart City

As well as analysing the current state of the smart city rollout, the article also discusses the future of the smart city and sets out its expectations for the next decade. A key theme discussed is the concept of a more connected city, powered through 5G and increased network capacity, which will allow for city infrastructure to communicate and easily respond to changes in the way citizens are engaging with the urban environment. However, the article concludes that we are unlikely to see any major visual changes to our cities, apart from an increase in electric vehicles and their accompanying infrastructure. A great deal of the smart city technology currently being deployed in UK cities tends to occur behind the scenes, but, these changes will allow councils to harness the power of data to make better decisions about the future day-to-day workings of our cities.

To conclude, this article provides one of the first overviews of the state of the smart city rollout across the UK, allowing for a comparative analysis of the different approaches cities have taken to implement various forms of smart city technology. Establishing a framework of how to evaluate this progress allows those interested in smart city technology to assess which smart city technologies are most prevalent and which cities are at a more advanced stage of the rollout.

In short, this article will be extremely informative for anyone with an interest in learning more about smart city technology and its deployment in the UK.

Smart Chicago: how smart city initiatives are helping meet urban challenges

Home to former President Barack Obama, sporting giants the Chicago Bulls, and the culinary delicacy deep dish pizza, Chicago is one of the most famous cities in the world. Less well known is Chicago’s ambition to become the most data-driven city in the world.

A late convert to the smart city agenda, Chicago was lagging behind local rivals New York and Boston, and international leaders Barcelona, Amsterdam, and Singapore.

But in 2011, Chicago’s new Mayor Rahm Emanuel outlined the important role technology needed to play, if the city was to address its main challenges.

Laying the groundwork – open data and tech plan

In 2012, Mayor Rahm Emanuel issued an executive order establishing the city’s open data policy. The order was designed to increase transparency and accountability in the city, and to empower citizens to participate in government, solve social problems, and promote economic growth. It required that every city agency would contribute data to it and established reporting requirements to ensure agencies were held accountable.

Chicago’s open data portal has nearly 600 datasets, which is more than double the number in 2011. The city works closely with civic hacker group Open Chicago, an organisation which runs hackathons (collaborations between developers and businesses using open data to find solutions to city problems).

In 2013, the City of Chicago Technology Plan was released. This brought together 28 of the city’s technology initiatives into one policy roadmap, setting them out within five broad strategic areas:

  • Establishing next-generation infrastructure
  • Creating smart communities
  • Ensuring efficient, effective, and open government
  • Working with innovators to develop solutions to city challenges
  • Encouraging Chicago’s technology sector

 Array of Things

The Array of Things is an ambitious programme to install 500 sensors throughout the city of Chicago. Described by the project team as a ‘fitness tracker for the city’, the sensors will collect real-time data on air quality, noise levels, temperature, light, pedestrian and vehicle traffic, and the water levels on streets and gutters. The data gathered will be made publicly available via the city’s website, and will provide a vital resource for the researchers, developers, policymakers, and citizens trying to address city challenges.

This new initiative is a major project for the city, but as Brenna Berman, Chicago’s chief information officer, explains:

If we’re successful, this data and the applications and tools that will grow out of it will be embedded in the lives of residents, and the way the city builds new services and policies

Potential applications for the city’s data could include providing citizens with information on the healthiest and unhealthiest walking times and routes through the city, as well as the areas likely to be impacted by urban flooding.

The project is led by the Urban Center for Computation and Data of the Computation Institute  a joint initiative of Argonne National Laboratory and the University of Chicago. However, a range of partners are involved in the project, including several universities, the City of Chicago who provide an important governance role and technology firms, such as Product Development Technologies, the company who built the ‘enclosures’ which protect the sensors from environmental conditions.

A series of community meetings was held to introduce the Array of Things concept to the community and to consult on the city’s governance and privacy policy. This engagement ranged from holding public meetings in community libraries to providing online forms, where citizens could provide feedback anonymously.

In addition, the Urban Center for Computation and Data and the School of the Art Institute of Chicago ran a workshop entitled the “Lane of Things”, which introduced high school students to sensor technology. The workshop is part of the Array of Things education programme, which aims to use sensor technology to teach students about subjects such as programming and data science. For eight weeks, the students were given the opportunity to design and build their own sensing devices and implement them in the school environment, collecting information such as dust levels from nearby construction and the dynamics of hallway traffic.

The Array of Things project is funded by a $3.1 million National Science Foundation grant and is expected to be complete by 2018.

Mapping Subterranean Chicago

The City of Chicago is working with local technology firm, City Digital, to produce a 3D map of the underground infrastructure, such as water pipes, fibre optic lines, and gas pipes. The project will involve engineering and utility workers taking digital pictures as they open up the streets and sidewalks of Chicago. These images will then be scanned into City Digital’s underground infrastructure mapping (UIM) platform, and key data points will be extracted from the image, such as width and height of pipes, with the data being layered on a digital map of Chicago.

According to Brenna Berman:

By improving the accuracy of underground infrastructure information, the platform will prevent inefficient and delayed construction projects, accidents, and interruptions of services to citizens.

Although still at the pilot stage, the technology has been used on one construction site and an updated version is expected to be used on a larger site in Chicago’s River North neighbourhood. Once proven, the city plans to charge local construction and utility firms to access the data, generating income whilst reducing the costs of construction and improving worker safety.

ShotSpotter

In January, Mayor Rahm Emanuel and Chicago Police Department commanders announced the expansion of ShotSpotter – a system which uses sensors to capture audio of gunfire and alert police officers to its exact location. The expansion will take place in the Englewood and Harrison neighbourhoods, two of the city’s highest crime areas, and should allow police officers to respond to incidents more rapidly.

Chicago Police Superintendent Eddie Johnson highlights that although crime and violence presents a complex problem for the city, the technology has resulted in Englewood going “eight straight days without a shooting incident”, the longest period in three years.

ShotSpotter will also be integrated into the city’s predictive analytics tools, which are used to assess how likely individuals are to become victims of gun crime, based on factors such as the number of times they have been arrested with individuals who have become gun crime victims.

Final thoughts

Since 2011, Chicago has been attempting to transform itself into a leading smart city. Although it’s difficult to compare Chicago with early adopters such as Barcelona, the city has clearly introduced a number of innovative projects and is making progress on their smart cities journey.

In particular, the ambitious Array of Things project will have many cities watching to see if understanding the dynamics of city life can help to solve urban challenges.

Data has the potential to revolutionise the delivery of local services. Just like the private sector – where organisations such as Amazon and Facebook have leveraged user data – local councils have the opportunity to reap significant benefits from analysing their vast silos of data. Improving efficiencies, increasing levels of transparency, and providing services which better meet people’s needs, are just some of the potential benefits.

Although many councils are still at the early stages of utilising their data, some are innovating and introducing successful data initiatives.

Wise Councils

In November 2016, the charity NESTA published a report highlighting the most ‘pioneering’ uses of data in local government. The report emphasised that most local services would benefit from data analysis and that a ‘problem-oriented’ approach is required to generate insights that have an impact on services. The case studies included:

Kent County Council

Kent County Council (KCC), alongside Kent’s seven Clinical Commissioning Groups (CCGs), have created the Kent Integrated Dataset (KID) – one of the largest health and care databases in the UK, covering the records of 1.5 million people. The core requirement of the dataset was to link data from multiple sources to a particular individual, i.e. that information held about a person in hospital, should also be linked to records held by other public bodies such as GPs or the police.

This integrated dataset has enabled the council to run sophisticated data analysis, helping them to evaluate the effectiveness of services and to inform decisions on where to locate services. For example, Kent’s Public Health team investigated the impact of home safety visits by Kent Fire and Rescue Service (KFRS) on attendances at accident and emergency services (A&E). The data suggested that home safety visits did not have a significant impact on an individual’s attendance at A&E.

Leeds City Council

Leeds City Council have focused their efforts on supporting open innovation – the concept that good ideas may come from outside an organisation. This involved the initiatives:

  • Data Mill North (DMN) – this collaborative project between the city council and private sector is the city’s open data portal (growing from 50 datasets in 2014 to over 300 data sets, in over 40 different organisations). To encourage a culture change, Leeds City Council introduced an ‘open by default’ policy in November 2015, requiring all employees to make data available to the public. A number of products have been developed from data published on DMN, including StreetWise.life, which provides local information online, such as hospital locations, road accidents, and incidents of crime.
  • Innovation Labs – the city has introduced a series of events that bring together local developers and ‘civic enthusiasts’ to tackle public policy problems. Leeds City Council has also provided funding, allowing some ideas to be developed into prototypes. For example, the waste innovation lab created the app, Leeds Bins, which informs residents which days their bins should be put out for collection.

Newcastle City Council

Newcastle City Council have taken a data-led approach to the redesign of their children’s services. The Family Insights Programme (FIP) used data analysis to better understand the demand and expenditure patterns in the children’s social care system. Its aim was to use this insight to support the redesign of services and to reduce the city’s high re-referrals and the number of children becoming looked-after.

The FIP uses data in three different ways:

  • Grouping families by need – The council have undertaken cluster analysis to identify common grouping of concerning behaviours, such as a child’s challenging behaviour or risk of physical abuse. When a child is referred to long term social work, senior social workers analyse the concerning behaviours of the case, and then make a referral to a specialist social work unit. Since introducing this data-led approach, social work units have been organised based on needs and concerning behaviours. This has resulted in social workers becoming specialists in supporting particular needs and behaviours, providing greater expertise in the management of cases.
  • Embedding data analysts – Each social work unit has an embedded data analyst, who works alongside social workers. Their role is to test what works, as well as providing insights into common patterns for families.
  • Enabling intelligent case management – Social workers have access to ChildSat, a tool which social workers use to help manage their cases. It also has the capability to monitor the performance of individual social work units.

Investing in data

Tom Symons, principal researcher in government innovation at Nesta, has suggested that councils need support from central government if they are to accelerate their use of data. He’s suggested that £4 million – just £1% of the Government Digital Service (GDS) budget – is spent on pilot schemes to embed data specialists into councils.

Mr Symons has also proposed that all combined authorities should develop Offices of Data Analytics, to support data analysis across counties. Over the past few months, Nesta has been working on this idea with the Greater London Authority, and a number of London boroughs, to tackle the problem of unlicensed HMOs (Houses in Multiple Occupation). Early insights highlight that data analytics could be used to show that new services would provide value for money.

Final thoughts  

After successive years of cuts, there has never been a greater need for adopting a data-led approach. Although there are undoubtedly challenges in using council data – including changing a culture where data sharing is not the norm, and data protection – the above examples highlight that overcoming these challenges is achievable, and that data analysis can be used to bring benefits to local councils.

Smart-eco cities: how technology is addressing sustainability challenges in the UK

As cities realise the need to improve sustainability, many are turning to innovative technologies to address challenges such as traffic congestion and air pollution. Here, the ‘smart agenda’, with its focus on technology and urban infrastructure, overlaps with the ‘sustainability agenda’ – usually associated with energy, waste management, and transport.

In 2015, an international research project – coordinated by the University of Exeter and involving teams from the UK, China, the Netherlands, France, and Germany – was launched to investigative how smart-eco initiatives can be used to promote the growth of the green economy. As part of this work, the report ‘Smart-eco cities in the UK: trends and city profiles 2016 was published.

Below we’ve highlighted some interesting case studies from this report.

Glasgow

Glasgow’s smart city approach has been described as ‘opportunistic’ (as opposed to strategy-led) by the report’s authors. New initiatives are often linked to creative organisations/individuals and competition funding, such as Future City Glasgow, which was awarded £24 million by the Technology Strategy Board (now Innovate UK).

Nonetheless, this has helped Glasgow become a smart city leader, not just in the UK, but globally.

Almost half of the £24 million Innovate UK funding was spent on the Operations Centre, located in Glasgow’s east end.  The new state-of-the-art facility integrates traffic and public safety management systems, and brings together public space CCTV, security for the city council’s museums and art galleries, traffic management and police intelligence. As well as helping the police and emergency services, the centre can prioritise buses through traffic (when there are delays) and has recently supported the Clean Glasgow initiative, a project to tackle local environmental issues, such as littering.

Intelligent street lighting was also a major part of Future City Glasgow. Three sections of the city have been fitted with new lighting: a walkway along the River Clyde; a partly pedestrianised section of Gordon Street; and Merchant City, a popular retail and leisure district. The new lighting includes built-in sensors which provide real-time data on sound levels, air quality, and pedestrian footfall. ‘Dynamic’ lights, which use motion sensors to vary lighting – increasing levels when pedestrians walk by – have also been introduced.

London

London’s smart city programme is linked to the challenges it faces as a leading global city. Its need for continuous growth and remaining competitive has to be balanced with providing infrastructure, services, and effective governance.

The Greater London Authority (GLA) is behind both the strategy, through the Smart London Board, and the practical delivery of various activities. Much of their work focuses on encouraging collaboration between business, the technology sector, and the residents of London. For example, the London Datastore, which includes over 650 governmental (and some non-governmental) data sets, plays an important role in ensuring the city’s data is freely available to all. Visitors can view a wide variety of statistics and data graphics, on areas such as recycling rates, numbers of bicycles hired, and carbon dioxide emission levels by sector.

In 2014, the Smart London District Network was established to explore how technology could be used in four regeneration projects: Croydon; Elephant & Castle; Imperial West; and the London Olympic Park. To support this, the Institute for Sustainability was commissioned to run a competition asking technology innovators to pitch innovative ideas for these projects. Winners of this competition included the company Stickyworld, who created an online platform which supports stakeholder engagement through a virtual environment, and Placemeter, who developed an intelligent online platform which analyses the data taken from video feeds and provides predictive insights.

Manchester

Recently, the City of Manchester Council consolidated their smart city initiatives into the Smarter City Programme. The Smart-eco cities report explains that the programme draws on the city’s 2012 submission to the ‘Future Cities Demonstrator’ competition, focusing on the development of Manchester’s Oxford Road ‘Corridor’ around five main themes:

  • enhanced low carbon mobility
  • clean energy generation and distribution
  • more efficient buildings
  • integrated logistics and resource management
  • community and citizen engagement

Manchester’s approach to becoming a smarter city involves a wide range of partners. For instance, Triangulum is a €25m European Commission project involving Manchester and two other cities (Eindhoven and Stavanger) to transform urban areas into ‘smart quarters’.

In Manchester, the council-led project will integrate mobility, energy, and informations and communications technology (ICT) systems into the infrastructure along the Corridor. It will introduce a range of technologies into assets such as the University of Manchester Electrical Grid, with the aim of showing their potential for supplying, storing and using energy more effectively in urban environments. Data visualisation techniques, based on the use of real-time data, will also be developed.

In 2016, Manchester launched CityVerve, a £10 million collaborative project to demonstrate internet of things technologies. The project will involve several smart city initiatives, including:

  • talkative bus stops, which use digital signage and sensors, to provide information to passengers and provide data to bus operators on the numbers waiting for buses
  • air quality sensors in the street furniture
  • ‘Community Wellness’ sensors in parks, along school and commuter routes, to encourage exercise
  • a ‘biometric sensor network’, to help people manage their chronic respiratory conditions

Final thoughts

There is great excitement about the potential for smart city technologies. However, as is highlighted by the smart-eco cities report, many are limited in scale, short term, and based on competition funding. If we want to create sustainable cities, which meets challenges of the future, greater investment will be needed from both public and private sector.

Future City Glasgow: successes, challenges and legacy

In 2013, Glasgow City Council won £24 million worth of funding from Innovate UK (formerly the Technology Strategy Board) that would see the city become a ‘living lab’ for smart city projects.

Although Glasgow has been more synonymous with low life expectancies (the so called ‘Glasgow Effect’) and urban deprivation, the funding was intended to transform Glasgow into a world leading smart city, with the technologies piloted by Glasgow eventually being used in other cities.

The projects proposed by Glasgow City Council were designed to explore innovative ways to use technology and data to make the city ‘safer, smarter and more sustainable’.

However, three years on, with the majority of the work complete, has the programme been a success?

Managing a future city

From the beginning, Future City Glasgow set out an ambitious programme for change. However, it wasn’t just the experimental nature of the technologies or implementing them in such a short space of time which caused challenges. The programme also had an important role to play in the security of the 2014 Commonwealth Games – a major international event for the city.

Just under half of the programme’s funding was spent on a new state-of-the-art Operations Centre,  integrating traffic and public safety management systems, and bringing together public space CCTV, security for the city council’s museums and art galleries, traffic management and police intelligence.

Although this has required significant investment, the centre has enabled Glasgow to take a ‘proactive’ approach to traffic management and public safety. Video analytics tools, for example, provide operation centre operators with better information to help respond to emerging events. And traffic operators have control over the city’s signalling, allowing them to prioritise late-running public transport. CCTV cameras have also been upgraded to full HD, providing better images for operators and an important source of evidence for Police Scotland.

Demonstrator projects

A major part of Future City Glasgow’s work has been introducing a number of demonstrator projects. According to Gary Walker, programme director at Future City Glasgow, these focus on four main themes: energy; active travel (encouraging people to walk and cycle); public safety; and transport. Some of the most notable projects, include:

  • Intelligent street lighting – the Riverside Walkway has lighting which switches on when people walk by, and Gordon Street has lighting which provides real time data on noise levels, footfall, and air pollution.
  • Sensor technology in retrofitting – low cost sensors (the BuildAx and the Eltek GC-05) have been deployed in buildings throughout Glasgow to evaluate the impact of insulation projects.
  • The Glasgow Cycling App – an easy to use platform has been created to encourage cyclists to share their experiences of cycling and to generate data that could help citizens plan journeys or highlight areas the council should target for improvement.

The challenge of data

Much of Future City Glasgow has been underpinned by data sharing – including traffic data gathered by the Operations Centre and citizen-generated data from the Glasgow Cycling App.

However, ‘freeing’ this data proved challenging, as sharing data went against the traditional working culture of local government. As Gary Walker explained to the Guardian newspaper:

“Change can be challenging – especially when you are driving something that appears to contradict everything you’ve had drummed into you for years. Initially, organisations were nervous when we asked them to release their data because people know they must protect it. But once they realised that we were not asking for sensitive or personal data they began to relax a little and appreciate the value in creating a data hub.”

After some awareness raising and reassurance, the Glasgow Data Launchpad, a publicly available repository for the city’s data, now has over 400 datasets from 60 organisations, including Glasgow City Council, Glasgow Life (which delivers cultural, sporting and learning activities on behalf of Glasgow City Council), and the Department for Work and Pensions (DWP).

Looking to the future

As Gary Walker noted at a recent Smart Cities event, Future City Glasgow has received a lot of international interest. The programme has also won a number of awards, including:

  • Winner – Geospatial World Excellence Awards 2015
  • Winner – NextGen Digital Challenge (Digital Innovation) 2015
  • Winner – Holyrood Connect ICT (Innovation) 2015

However, it’s important that the city doesn’t become complacent and continues to progress with smart city initiatives. Alan Robertson, in an article for Holyrood magazine, suggests that financial pressures facing local councils may put initiatives in jeopardy. For instance, he highlights that Glasgow City Council leader Frank McAveety has warned that the city faces “impossible budget cuts”.

There are, however, some positive signs that work will continue. Last year, the Scottish Government introduced Smart Cities Scotland, a new programme which aims to make Scotland’s cities more efficient and greener, and more attractive to potential investors. The programme received £10 million in European funding and will involve a collaboration between Scotland’s seven cities and the Scottish Government.

Final thoughts

Future City Glasgow has had many successes since it was launched three years ago. Although Smart Cities Scotland promises less funding, Future Cities Glasgow has provided the smart city infrastructure capable of supporting new projects.

In terms of driving growth, it will also be interesting to see how Glasgow City Council responds to new forces within future cities, including disruptive business models and technologies, such as controversial tech companies Uber and Airbnb.

The Government Digital Service: successes, turmoil, and the focus for the future

In April 2011, the Government Digital Service (GDS) was launched to lead the digital transformation of government. The focus was on making public services digital by default (a policy which envisions most public services being delivered online), and simpler, clearer and faster to use.

Their first major project was the development of GOV.UK. It was to act as the primary source for UK government data and would replace a number of existing websites, including DirectGov. Overall, GOV.UK has been viewed as a GDS success story.

In the latest GDS progress report, it was highlighted that:

  • Over 300 agency and arm’s length bodies’ (ALB) websites had been transitioned over to GOV.UK by the end of 2014;
  • The GOV.UK website averaged 12 million weekly unique visitors in the first quarter of 2015 (25th most used website in the UK);
  • The GOV.UK website saw 13.6 million unique visitors and 21.2 million visits in the last week of January 2015 (this was the likely the result of the 31st January Self-Assessment tax return deadline).

However, GOV.UK has not been without its critics. In February, the Register revealed documents that said that the GDS knew that GOV.UK was:

destroying useful online services and replacing them with trendy webpages bereft of useful information

One noted failure was the transition of the Home Office visa and immigration site to GOV.UK. According to their own analysis, the GDS did not have a good enough understanding of the users’ needs.

GDS in turmoil?

At the beginning of August 2015, Executive Director of the GDS Mike Bracken announced he was leaving. In an interview, Mike Bracken explained that he was leaving due to the “stresses and strains” of the role. The current GDS Chief Operating Officer Stephen Foreshew-Cain will move up and replace him.

There have also been a number of other senior GDS leaders departing. These include:

  • Deputy Director Tom Loosemore
  • Director of Strategy Russell Davies
  • Director of Design Ben Terrett
  • Head of User Research Leisa Reichelt
  • Transformation Programme Director of the Government Digital Service Michael Beaven.

These changes have led to speculation about the future of the GDS. Last financial year, the service had a budget of £58 million and approximately 700 members of staff. Computerworld have suggested that the GDS could undergo substantial cuts as part of the HM Treasury’s spending review.  If so, the impact could fundamentally change the GDS’ role.

The future

In August, Matt Hancock MP, Minister for the Cabinet Office, reiterated his support for the GDS. He said:

“the work that GDS is doing, and the vision of Government as a Platform, is changing the core infrastructure of shared digital systems, technology and processes.”

The Minister then went on to emphasise that the GDS has extremely talented people and has a lot more to contribute in the future.

In addition, Eddie Copeland, Head of Technology Policy at the Policy Exchange has outlined 5 points of focus for the ‘next phase’ of the GDS. These include:

  • Be guardian of the rules – the government should lead the way in defining the standards of how front-end government IT should work, although should not be concerned about who provides it, whether that’s public or private sector.
  • Focus on the user / citizen experience – the government should focus on providing a positive customer experience and creating online transactions that are needed.
  • Lead on open standards for data – the use of open standards would reduce the technical barriers to sharing information between different systems.
  • Be an informed customer – failed IT projects were often the fault of the government, therefore the government needs to become a smarter, more demanding customer.
  • Scale best practice – all departments should learn from the successes of the GDS, and try to implement innovative solutions where possible.

 Final thoughts

It’s likely that the GDS will play an important role in the continued digital transformation of government services. However, some – including Eddie Copeland – believe that the GDS will become a smaller organisation.  As a result, there may be opportunities for the private sector to get involved in supporting the digital transformation, particularly if they can provide a solid business case.

In July, Parliamentary Secretary for the Cabinet Office, Lord Bridges, announced that there would be an independent cross-party review on Freedom of Information (FOI).

The UK’s FOI Act was introduced in 2000 (in Scotland, FOI legislation came into force in 2005). The Act requires public bodies to publish certain information about their activities and to respond to requests for information from the public.

Since its introduction, the FOI Act has facilitated the release of information from across government. The most high profile releases have involved MPs’ expenses and correspondence between British diplomats ridiculing the notion of a widespread increase in migration from Poland to the UK, once they joined the EU.

Lord Bridges explained that the review would focus on three main issues:

  • whether there is an appropriate balance between having a transparent and accountable government and the need for sensitive information to be protected;
  • whether the Act adequately recognises the need to have a ‘safe space’ for policy development and implementation;
  • whether there is an appropriate balance between the need for public access to information and the burden on public bodies of providing this.

However, is this review really necessary?

Over recent years, a number of public figures have voiced their concerns over the Act. Even the man who introduced it, former Prime Minister Tony Blair, has stated that he was a “naive foolish, irresponsible nincompoop” to introduce it. He also suggested that it undermined “sensible government”.

Similarly, the former head of the Civil Service, Lord O’Donnell has argued that the requirement to release Cabinet minutes risked preventing “real discussions” between ministers.

There has also been discontent from local government, struggling to shoulder the financial cost of the Act. For instance, Ken Thornber, leader of Hampshire County Council, stated that:

We spent £365,000 in 2010 answering freedom of information requests. What else could I do with that money? More social workers, more school inspectors, more spent on road maintenance.”

Although clearly frustrated by the Act, he doesn’t suggest withdrawing it. Instead, he proposes the idea of a £25 charge. His hope is that this would deter individuals from making ‘frivolous requests’.

In the 2010, University College London’s (UCL) Constitution Unit estimated that the cost of FOI requests for local government was £31.6 million. It also highlighted that civil servants spent 1.2m hours responding to nearly 200,000 requests.

Safeguards already exist

However, the review also has its opponents. For example, Sir Tim Berners-Lee, founder of the World Wide Web, has attacked the government’s decision. In particular, he criticises the UK Government for using its position at the top of the World Wide Web Foundation’s Open Data Barometer (annual worldwide survey of open government) to justify the review.

Anne Jellema, Chief Executive of the World Wide Web Foundation, has also added her disapproval. She explains that the UK’s position at the top of the Open Data Barometer should not be an excuse to undo the progress that has been made. In addition, she claims that the government is behind European countries on other transparency and accountability issues, such as state surveillance and freedom of the press.

The Campaign for Freedom of Information has raised concerns over the review panel. It highlights that there are no panel members with a proven commitment to transparency. Currently, the five person committee consists of high profile political figures, such as former Conservative Home Secretary Michael Howard and former Labour Foreign Secretary Jack Straw.

The Act has been praised for holding public bodies to account. For instance, the Daily Telegraph discovered that local authorities spent £2m on hotel bills over just 3 years, including stays at the Four Seasons in New York.

There are also those who maintain that safeguards are already in place. For example, section 35 of the Act provides a qualified exemption, which limits the release of information to the public. This safeguard is explicitly aimed at protecting the policy-making process.

A key challenge for any state is to strike the appropriate balance between effective governance and public accountability. Yet, with so many differing views, universal agreement is unlikely.  Therefore, no matter the outcome of the review, it’s likely that this debate will continue.

Efficient transport is vital to the smooth running of businesses and everyday life in a city. The emergence of new technologies is rapidly transforming both traffic management systems and the analysis of travel activity and transport modelling.

At the Open Data Awards last week, the Greater London Authority won the Open Data Publisher Award, with the opening up of Transport for London’s data infrastructure being highlighted as an example of how whole systems thinking can create an ecosystem and value chain supported by data.

Smart transport solutions

Within the UK, initiatives such as the Future Cities Demonstrator (based in Glasgow) and the Catapult Centres, both established by Innovate UK (fomerly the Technology Strategy Board), are exploring innovative ways to use technology and data to make life in cities safer, smarter and more sustainable. The UK Government has also continued its support with its announcement in the March 2015 budget of new funding to support the technology market around the Internet of Things.

Smart solutions involve data gathering, real-time processing, data analytics and visualisation. Using data ultimately aims to support better decision and enable innovation. New technologies and availability of data, and the near-universal uptake of mobile devices, therefore offers an opportunity to innovate in order to make our urban areas more adaptive and resilient.

‘Intelligent mobility’ is a sector of the wider transport industry which is predicted to be worth around £900 billion a year globally by 2025. A recent report suggested however that the UK faces major transport-related data gaps which limit its ability to take advantage of this market. In some cases this relates to datasets which do not yet exist at all in the UK, and in other cases to datasets which exist only in ‘silos’ or which are not yet open or freely available.

Data supports transport planning

Transport for London has allowed their data, which has been collected from Oyster Smart Card use, to be open and available to developers to create a range of Apps which allow the public access to travel information, much of it real-time.

Many councils across the UK are using data to improve journey planning in a similar way. The itravelsmart App from Cheshire West & Chester Council won the Best Smarter Travel App award at this year’s Smarter Travel Awards for a tool that integrates travel information, interactive maps and public transport timetables.

At a city-wide level, using an intelligent transport system can also help improve capacity and manage traffic flows. Cities such as Amsterdam, have been leading the way in using open data to support transport planning – back in 2012 Amsterdam won the World Smart Cities Awards 2012 with its Open Data Program for transport and mobility. Since March 2012, the city’s department for Infrastructure, Traffic and Transportation (DIVV) has made available all its data on traffic and transportation to interested parties. Data about parking (tariffs, availability, time), taxi stands, cyclepaths, and stops for touring cars are public now, as well as real-time information on traffic jams on main roads around the city.

The Urban Big Data Centre was established by the UK Economic and Social Research Council to address social, economic and environmental challenges facing cities. It launched in 2014 and focuses on methods and technologies to manage, link and analyse multi-sectoral urban Big Data, and to demonstrate the use of such information, for example in transport planning.

From smarter data to smarter decisions

To make a city smart and to use smart infrastructure, it’s vital that the transport system functions to the best of its ability. By utilising data from a variety of sources, such as open transport data, sensor data, crowdsourcing and other social media sources, it seems there is potential for a huge improvement in efficiency by increasing integration.

Encouraging modal shift can also have an impact on environmental problems, such as pollution and carbon emissions. Using data, whether it is open data or big data, can help inform evidence-based decision-making in these important policy areas.

Socitm deliberates: what’s the future for local government digital services?

Today, the Society of Information Technology Management (SOCITM) are having their 28th annual Spring Conference. The event provides business and technology leaders from across the public sector with the opportunity to discuss the future of government digital services.

A key issue up for debate is the development of ‘local public services as a platform’. This is based on the idea of ‘government as a platform’, a UK government policy which aims to provide:

“a common core infrastructure of shared digital systems, technology and processes on which it’s easy to build brilliant, user-centric government services”

The most high profile example of government as a platform is the use of a single website to provide digital services, known as GOV.UK. This was introduced by Government Digital Service (GDS), the organisation responsible for the digital transformation of central government services. It’s believed that the use of GOV.UK has led to more than £60m in savings, simply from replacing the DirectGov and Business Link websites.

How could local public services as a platform work?

To date, there have been two main approaches put forward. The first, proposed by Richard Copley, head of information and communications technologies (ICT) at Rotherham Metropolitan Borough Council, involves the creation of a Local Government Digital Service (LDGS). This would oversee the development of a single website for local government services, removing the need for individual council websites. It’s argued that this would only cost each council £3,000 per year, allowing local councils to make substantial savings.

However, Socitm have rejected the idea of a single website for local services. They argue that a single website:

‘..ignores the independence of local authorities as organisations that have different democratic mandates and priorities… local government is exactly that. Local requirements, whether of geography, size, demographics or politics, must continue to drive council websites.’

Instead, Socitm suggests the use of a common platform for sharing local government tools and applications. This would mean that local government could promote and share examples of best practice. However, they do acknowledge that incentives would need to be introduced to encourage this.

Is there political support for extending government as a platform into local government?

There was certainly intent by the Conservative government to have this happen. Ed Vaisey, UK minister for culture and the digital economy, is an advocate of Richard Copley’s view of a ‘local government digital service’ (LGDS). He explains that having local government on one website is an ‘ambition’ and emphasises that it has the potential to save billions of pounds by providing a gateway, similar to GOV.UK, for local government services.

Similarly, George Osborne made the increased use of digital services a major theme of the last Budget. For example, the Chancellor has expanded the remit of the Government Digital Service (GDS), to include collaborating with local councils to develop ‘customer-focussed, digitally-enabled, efficient local services’.

Labour’s shadow Cabinet Office minister Chi Onwurah has also been involved in the debate. Last year, she was keen to see the GDS support the work of local councils, which indicates that there may be some agreement with the Conservative Party. Recently, she expanded on her view, explaining that if the GDS were to work with local councils, they should focus on major areas such as social care and benefits.

At the moment, the future of local government services is uncertain. However, it’s important that we continue to debate the issue in order to find solutions that will provide real value for taxpayers, as well as provide better public services.

Smart cities … treading the line between the possible, the probable and the desirable

Sometimes it feels like every city in the world is now claiming to be ‘smart’. Our research team regularly add new reports on the topic to our database. And with a policy agenda riding on the back of a multi-billion pound global industry, the positivist rhetoric around smart cities can seem overwhelming.

We’ve blogged before about the disconnect between what surveys suggest the public values in terms of quality of life in urban areas, and what smart cities are investing in. And last week I attended a conference in Glasgow ‘Designing smart cities: opportunities and regulatory challenges’ which refreshingly brought together a multi-disciplinary audience to look at smart cities in a more critical light.

The conference was rich and wide-ranging – too broad for me to try and summarise the discussions. Instead here are some reflections on the challenges which need to be explored.

Every smart city is a surveillance city

Look in any smart city prospectus or funding announcement and you’ll find mention of how data will be ‘managed’, ‘captured’, ‘monitored’, ‘shared’, ‘analysed’, ‘aggregated’, ‘interrogated’ etc. And this is inevitably presented as a benign activity happening for the common good, improving efficiency, saving money and making life better.

As David Murakami Wood pointed out at the conference however, this means that every smart city is by necessity a surveillance city – even if policymakers and stakeholders are reluctant to admit this.

Public debate is failing to keep up with the pace of change

Even for someone who takes a keen interest in urbanism and the built environment, any description of smart cities can risk leaving you feeling like a techno-illiterate dinosaur. It’s clear that there is also a huge amount of hype around the construction (or retrofitting) of smart cities – with vested interests keen to promote a positive message.

Do we really understand the possibilities being opened up when we embed technology in our urban infrastructure? And more importantly, what are the ethical questions raised around sharing and exploiting data? The pace of the development and rollout of new technologies within our urban environments seems to be running ahead of the desirable cycle of reflection and critique.

An interesting point was also made about language – and whether experts, technologists and policymakers need to adjust their use of language and jargon, in order for discussion about smart cities to be inclusive. Ubicomp … augmented reality … the Internet of Things … even the Cloud – how can the public give informed consent to participating in the smart city if the language used obscures and obfuscates what is happening with their data?

Where can we have a voice in the data city?

Following on from this point, cities are not ends in themselves – to be successful they must serve the interests and needs of the people who live, work and visit them. An interesting strand of the conference discussion considered what a bottom-up approach to smart cities would look like.

Alison Powell highlighted that there’s been a shift from seeing people as citizens to treating them as ‘citizen consumers’ – I’d add that within the built environment, this goes hand-in-hand with the commercialisation and privatisation of public space – and this has profound implications around questions of inclusion/exclusion. And also where power and decision-making sits – and who is profiting.

Although some general examples of community participation projects were mentioned during the conference, these didn’t seem to address the question of how ‘people’ can engage with smart cities. Not as problems to be managed or controlled – or as passive suppliers of data to sensors – but as creative and active participants.

Conclusion

I left the conference wondering where society is heading and how we, the Knowledge Exchange, can support our members in local government and the third sector to understand the extensive opportunities and implications of smart cities. We see a key part of our mission to be horizon scanning – and our briefings for members focus on drawing together analysis, emerging evidence and case studies.

Not all towns or cities have the resources, investment or desire to lead the way in technological innovation. But the challenge of bridging the gap between professionals and their vision and understanding of smart cities, and people in communities, is a universal one.

As William Gibson observed: “The future is already here … it’s just not very evenly distributed”.
