Out of the classroom and into the world: the changing face of teaching in higher education

Since 2017, the Teaching Excellence and Student Outcomes Framework (TEF) has assessed the quality of undergraduate teaching in England’s higher education providers. The TEF rates universities as Gold, Silver or Bronze, and was introduced by the government which felt that universities were too focused on research.

It’s still too soon to say what the impact of the TEF will be on universities or student choice. One commentator believes it will “…lead to distorted results, misleading rankings and a system which lacks validity and is unnecessarily vulnerable to being gamed.” Others see TEF as the opportunity to drive a culture shift in teaching, resulting in “…innovative ways of teaching, more workshops and closer relationships with industry and the communities in which they were based.”

In any case, TEF may prompt universities to rethink their approach to teaching, adopting new ideas on everything from flipped learning to the learning space itself.

Powerhouses for the knowledge economy

“Higher education, is faced with the challenge of preparing itself to fulfill its mission adequately in a world in transformation and to meet the needs and requirements of 21st century society, which will be a society of knowledge, information technology and education”.

When those words first appeared, twenty-one years ago, in a UNESCO conference report, we were only beginning to get an inkling of the dramatic changes that were about to transform the face of higher education.

Since then, the knowledge economy has mushroomed, powered by a new wave of digital technologies. Automation, robotics, digital technology, the internet of things and artificial intelligence are now driving what’s known as the ‘fourth industrial revolution’. Some have suggested that the impact of these changes on universities may be as profound as the effect of printing on medieval monasteries.

In many ways, higher education has risen to the challenges of the knowledge economy, and has often been at the cutting edge of technological innovations. But for many universities, the traditional model of campus-based teaching has not altered since the 19th century, and there are now calls for higher education to adapt its teaching and learning models for the new age.

New routes to higher education

Even before the dawn of the high tech era, higher education was making efforts to change the way we learn. The Open University (OU), this year celebrating its 50th anniversary, was one of the first to offer alternatives to the traditional classroom-based teaching format. The OU brought higher education into people’s living rooms via late-night programmes on television. Its summer schools and local seminars gave students opportunities to exchange ideas and enjoy the full experience of a university education. And the OU quickly embraced the possibilities offered by the internet for interactive learning. Since its establishment, the OU has enabled more than two million people worldwide to achieve their study goals – many of whom didn’t have the opportunity, flexibility or the funds to reach their potential in the traditional world of higher education.

The MOOC moves in

But time has not stood still, and the OU is now one of many providers of online education courses. Massive Open Online Courses (MOOCs) – many of them free, or cheaper than university tuition fees – provide an affordable and flexible way for people around the world to learn new skills. The range of MOOCs has grown rapidly, taking in almost every subject, from environmental engineering to English as a second language, computer science to business and management.

And MOOCs have been moving in to compete for students who might otherwise have studied at a traditional university. For example the University of California, San Diego offers a micromasters course in data science that promises to equip students with the skills that form the basis of data science. The course is fee-paying, but the university underlines the long-term value of the course, highlighting the thousands of job vacancies in data science. The course website also includes endorsements from companies pledging that applications from individuals who have completed the course will have definite advantages over rival candidates. Students can take the course at their own pace, completing it whenever they choose, and located almost anywhere in the world. In addition, the course offers a pathway to Rochester Institute of Technology’s Master of Science degree in Data Science.

The advent of MOOCs has proved extremely popular, and today distinguished universities, such as Oxford and Cambridge, Harvard and the Massachusetts Institute of Technology, along with more than 800 institutes of higher education around the world, now offer their own MOOCs.

Partnership approaches to skills development

As knowledge becomes the main driver of economic growth, employers are demanding higher level skills. A 2018 report published by Universities UK argued that universities are extremely well placed to help business and the wider economy to meet these challenges. But the report also acknowledged the need to change and adapt:

“The linear model of education–employment–career will no longer be sufficient. The pace of change is accelerating, necessitating more flexible partnerships, quicker responses, different modes of delivery and new combinations of skills and experience. Educators and employers need to collaborate more closely, and develop new and innovative partnerships and flexible learning approaches.”

In many cases, this is already happening. The University of East Anglia, for example is promoting entrepreneurialism through its in-house enterprise centre. The centre is home to several SMEs, and provides a space for students to collaborate with commercial firms, and to discover, develop and apply their entrepreneurial skills.

Another good example of university-employer partnerships is Coventry University’s Institute for Advanced Manufacturing and Engineering. This hi-tech production facility is a collaboration between the university and Unipart Manufacturing Group, which manufactures exhausts and other car components. It also provides training for students, with their time spent working on campus, as well as in workshops and at the manufacturing facility. In addition, this ‘faculty on the factory floor’ provides jobs – many students go straight from their degree courses to being full-time employees.

The changing face of teaching

Universities are central to knowledge creation and exchange, and we’ll be relying on them to be the engines of the knowledge economy. New approaches to teaching can ensure they rise to the challenge.

Innovation districts – the way forward for sustainable growth?

Innovation districts, first coined by Bruce Katz and colleagues at the Brookings Institute in the US, are a recent trend in urban planning that is on the rise across the globe.

They represent a move away from the traditional corporate campuses, socially isolated in out-of-town sites, consisting of clusters of innovative research facilities in working areas that are also liveable, accessible by foot or by bike, and have good transport links.

The move towards these innovation hubs reflects the growing importance of the geography of innovation to urban areas.

Driving economic growth and regeneration

According to the judges and partners of the inaugural Lambert Smith Hampton Enterprise Award, consisting of leading figures from the property industry, innovation districts can drive economic growth and ensure the Northern Powerhouse and UK-wide devolution are successful.

The Sheffield City Region’s Advanced Manufacturing Innovation District (AMID) Partnership was selected as the winner of the £15,000 Award, the proposals of which were highlighted as an example of how developing industry clusters can deliver economic growth, employment and community regeneration. They also called for the AMID Partnership to be considered as a model for regional development.

The AMID Partnership consists of The University of Sheffield, Sheffield Hallam University, Harworth Estates, Sheffield Business Park, Sheffield City Council and Rotherham Metropolitan Borough Council.

This integrated approach utilises newly devolved powers and funding for the greatest economic and social impact.

The role of The University of Sheffield and its Advanced Manufacturing Research Centre (AMRC) in driving productivity improvements and innovation has been recognised in three independent reports.

One of the reports, Making it: the advanced manufacturing economy in Sheffield and Rotherham, notes that “R&D and industry-led innovation in Sheffield-Rotherham has been driven by the AMRC and led by the University of Sheffield, a UK leader in advanced manufacturing and research.”

Another notable innovation district in the UK is Corridor Manchester. Developed over the past 10 years, it is a partnership between the city council, local universities and regional hospitals that supports nearly 12% of the city’s workforce and generates £3bn GVA per annum. The recently opened £61m National Graphene Institute, which is to explore new commercial uses for graphene technology, has been described as “the perfect example of innovation-district potential.”

Growth in collaboration

Such university-industry partnerships are becoming increasingly common as a way for higher education institutions (HEIs) to enhance their research, create new research and development opportunities and increase revenues.

Robert Tijssen, chair of science and innovation studies at Leiden University in the Netherlands, has stated that “university-industry connectivity is now the third mission of a university, next to teaching and training and research.

The most recent Higher education – business and community interaction survey shows a continuing increase in the exchange of knowledge between UK HEIs and the public, private and third sectors.  Between 2012-13 and 2013-2014 these interactions increased in volume by 10.1%, the value of which was £300 million – increasing from £3.6 billion to £3.9 billion.

At a time of reduced government funding, it should be no surprise that such collaboration is continuing to increase.

A recent Universities UK report highlighting the extensive economic value of universities states that they have an important part in supporting businesses to drive product, process and service innovation.  And in terms of policy implications, it argues that:

any policy aiming to promote the long-term economic success of the UK needs to have universities at its heart, recognising the breadth, complexity and significance of their contribution and the need for stable, continued support to enable further impact.”

Barriers to innovation

Despite the wide recognition of the value of such partnerships, it has been argued that the UK’s fiscal policy of austerity acts as a barrier to industry innovation.

According to Simon Marginson, professor of international higher education at the UCL Institute for Education:

As long as the rewards for investment in financial assets are higher than the rewards for investment in knowledge-intensive industry innovation, the latter will be neglected… This is a serious problem in the UK economy, where finance generating finance often seems to be the main game.

Way forward

Nevertheless, it would seem likely that the rise in innovation districts will continue due to the organic nature of their growth, as highlighted by Katz and colleagues. Economic and demographic forces will continue to change the way people live and work.

Brookings has called for local decision-makers, global companies and financial institutions, and government to ‘unleash’, ‘embrace’, ‘support and accelerate’ innovation districts. The result: “a step toward building a stronger, more sustainable and more inclusive economy.”

Season’s readings: looking back on a year of blogging, and looking forward to 2016

We’ve almost reached the turn of the year, a good moment to pause and reflect on what the Knowledge Exchange has been blogging about in 2015.

We’ve covered a wide range of subject areas, from education to the arts, health to housing. With over 160 blog posts since January, there’s too much to fully consider in this short review, but some of our featured blog posts are worth revisiting.

 A global view of digital government

Throughout the year, Steven McGinty has been taking readers on a world tour of technology, reporting on the application by and impact of digital technologies on governments at home and abroad.

In January, Steven looked at the potential and pitfalls of data sharing and linking up UK government databases. Later in the year, he highlighted public sector tech trends, including using technology to open up government and improve democracy. And Steven has also reported on digital government developments in Estonia, Norway and Singapore.

 Planning matters

The Knowledge Exchange started life as The Planning Exchange, and we still maintain a strong interest in planning issues.

In May, Morwen Johnson highlighted the increasing interest in contemporary strategic planning as a delivery solution to complex problems. Morwen noted that an RTPI policy paper had advocated a strengthening of strategic planning to secure greater co-operation with respect to development and to facilitate city regions.

In September, Rebecca Jackson reported from the annual Scottish Planning and Environmental Law conference in Edinburgh, which covered the theme of “the changing landscape of planning”.

 Eventful posts

Rebecca joined the Knowledge Exchange in August 2015 and immediately hit the ground blogging. She’s been out and about reporting from events and covering topics as diverse as co-production in the criminal system, child neglect, wellbeing and resilience, and citizenship and identity.

 Learning to work, working to learn

Rebecca also reported from the Scottish Learning Festival, and during the year our blog has featured a number of other posts on education, skills, training and employment.

In July, Heather Cameron looked at the continuing challenge of enabling young people from disadvantaged areas to access higher education.

Stacey Dingwall described the issues raised in a report from the UK Commission for Education and Skills, which suggested that young people are facing a ‘postcode lottery’ when searching for work experience. And in September, Stacey highlighted our Knowledge Exchange briefing which focused on the crucial importance of science, technology, engineering and maths (STEM) skills in the UK.

Stacey’s post was also a useful reminder that, as well as blogging, we also gather evidence, data and research to produce briefings on key topics, such as change management, green infrastructure and new approaches to housing later in life.

 Save the day

Throughout the year, we’ve tried to observe significant days in the calendar by blogging on related topics.

  • To mark International Women’s Day, Donna Gardiner wrote about the barriers facing female entrepreneurs
  • On the International Day of Older Persons, I blogged about the economic opportunities of ageing
  • On World Food Day, I highlighted the problem of food waste, and what’s being done to tackle it

Special themes

We also blogged on three selected themes in 2015: cities; elections; and evidence-based policies:

  • In March Rebecca Riley considered the role of cities in the knowledge economy, while in April Morwen reported from a conference looking at smart cities in a critical light.
  • Rebecca also highlighted the importance of research and evidence for policy makers in a Knowledge Exchange White Paper, published in March.
  • In May, Stacey described her experience as part of the Idox Elections team in helping to deliver the company’s postal vote management system for the UK general election.

The year to come

Much of 2016 is still a calendar of unforeseen events. But some dates have been pencilled into the diary, and may well feature in the Knowledge Exchange blog next year.

Elections will take place on 5 May for the Scottish Parliament, the National Assembly for Wales, the Northern Ireland Assembly, the Greater London Assembly and for 128 local authorities in England. On the same day, there will be mayoral elections in London, Bristol, Liverpool and Salford and elections for Police and Crime Commissioners in England and Wales.

In the summer, the Olympic Games in Rio de Janeiro will no doubt generate discussion on the legacy of London 2012.

Among the selected themes we’ll be focusing on in 2016 are cities and digital transformation. Meanwhile, ongoing issues are likely to continue making the news: the struggle facing local authorities to meet increasing demands with fewer resources; further devolution of powers from central government; climate change; health and social care integration; and the affordable housing shortage.

And it’s looking likely that by this time next year the people of the UK will have made their decision on whether to remain in or leave the European Union.

We’ll be scrutinising these and other developments, trying to make sense of them and keeping our readers posted on new research and evidence.
