How AI is transforming local government

Last year, Scottish Local Government Chief Digital Officer Martyn Wallace spoke to the CIO UK podcast and highlighted that in 2019 local government must take advantage of artificial intelligence (AI) to deliver better outcomes for citizens. He explained:

“I think in the public sector we have to see AI as a way to deliver better outcomes and what I mean by that is giving the bots the grunt work – as one coworker called it, ‘shuffling spreadsheets’ – and then we can release staff to do the more complex, human-touch things.”

To date, very few councils have felt brave enough to invest in AI. However, the mood is slowly starting to change and there are several examples in the UK and abroad that show artificial intelligence is not just a buzzword, but a genuine enabler of change.

In December, Local Government Minister Rishi Sunak announced the first round of winners from a £7.5million digital innovation fund. The 16 winning projects, from 57 councils working in collaborative teams, were awarded grants of up to £100,000 to explore the use of a variety of digital technologies, from Amazon Alexa style virtual assistants to support people living in care, to the use of data analytics to improve education plans for children with special needs.

These projects are still in their infancy, but there are councils who are further along with artificial intelligence, and have already learned lessons and had measurable successes. For instance, Milton Keynes Council have developed a virtual assistant (or chatbot) to help respond to planning-related queries. Although still at the ‘beta’ stage, trials have shown that the virtual assistant is better able to validate major applications, as these are often based on industry standards, rather than household applications, which tend to be more wide-ranging.

Chief planner, Brett Leahy, suggests that introducing AI will help planners focus more on substantive planning issues, such as community engagement, and let AI “take care of the constant flow of queries and questions”.

In Hackney, the local council has been using AI to identify families that might benefit from additional support. The ‘Early Help Predictive System’ analyses data related to (among others) debt, domestic violence, anti-social behaviour, and school attendance, to build a profile of need for families. By taking this approach, the council believes they can intervene early and prevent the need for high cost support services. Steve Liddicott, head of service for children and young people at Hackney council, reports that the new system is identifying 10 or 20 families a month that might be of future concern. As a result, early intervention measures have already been introduced.

In the US, the University of Chicago’s initiative ‘Data Science for Social Good’ has been using machine learning (a form of AI) to help a variety of social-purpose organisations. This has included helping the City of Rotterdam to understand their rooftop usage – a key step in their goal to address challenges with water storage, green spaces and energy generation. In addition, they’ve also helped the City of Memphis to map properties in need of repair, enabling the city to create more effective economic development initiatives.

Yet, like most new technologies, there has been some resistance to AI. In December 2017, plans by Ofsted to use machine learning tools to identify poorly performing schools were heavily criticised by the National Association of Head Teachers. In their view, Ofsted should move away from a data-led approach to inspection and argued that it was important that the “whole process is transparent and that schools can understand and learn from any assessment.”

Further, hyperbole-filled media reports have led to a general unease that introducing AI could lead to a reduction in the workforce. For example, PwC’s 2018 ‘UK Economic Outlook’ suggests that 18% of public administration jobs could be lost over the next two decades. Although its likely many jobs will be automated, no one really knows how the job market will respond to greater AI, and whether the creation of new jobs will outnumber those lost.

Should local government investment in AI?

In the next few years, it’s important that local government not only considers the clear benefits of AI, but also addresses the public concerns. Many citizens will be in favour of seeing their taxes go further and improvements in local services – but not if this infringes on their privacy or reduces transparency. Pilot projects, therefore, which provide the opportunity to test the latest technologies, work through common concerns, and raise awareness among the public, are the best starting point for local councils looking to move forward with this potentially transformative technology.

Supporting regeneration and creative start-ups … what can we learn from Hackney?

A traditional pub, standing alone in the midst of a massive development site in East London. The photo above, taken at the end of June, seems to sum up dramatic changes that are being replicated all across London as regeneration transforms many Boroughs. Social and community regeneration, however, does not inevitably follow from investment in commercial property development. And ensuring that local communities benefit, and are not displaced or excluded by processes of gentrification, can be a tough balancing act.

I recently went on a study tour within Hackney, organised as part of the RTPI Convention in June, to understand how the council’s planning and regeneration team have been working to attract investment into the area and tying this in to employment support and small business growth.

Rapid economic growth but continuing deprivation

A number of high profile major site developments are underway in Hackney, including multiple hotels and the new Amazon HQ. This has gone hand-in-hand with its emergence in the last few years as an attractive location for start-ups and entrepreneurs.

Hackney experienced a business growth rate of 40% between 2004 and 2012, 17% higher than London as a whole. The population of the Borough has also grown from approximately 265,000 in 2006 to an estimated 310,000 in 2015. A report from Tech City published last month also highlighted the importance of the key sectors of creative, technology and business services in the local economy – they make up 37% of all employment in Hackney and 54% of its 11,000 businesses.

It’s worth noting, however, that this economic success has come at a time when Hackney still has some of the highest levels of deprivation and poverty in London. For example, in 2016, 30% of nursery and primary school pupils are eligible for and claiming free school meals, rising to 33% at secondary level (London Datastore).

Vibrancy of the area at risk?

The improved perception of the area, while welcome, is pushing up property and rental prices. And now, as start-ups and small businesses risk being priced out of Hackney, it is important for the area to retain the ability to host start-ups. One solution is ‘meanwhile use’ – the temporary use of vacant buildings or sites, especially for community projects.

Hackney council has engaged with local developers and property partners to create innovative and cost-effective spaces on a temporary basis to promote local business, employment and culture.  Hackney House on Curtain Road is just one example – the building provides a café and bar area, as well as exhibition and meeting space for hire. Wi-fi and desk space is available for not-for-profit organisations and start-ups to use, and regular events encourage business networking. The project won the Best Town Centre project at the London Planning Awards in February 2016.

The council suggests that while it’s important to keep businesses in the area, the core aim should “be to keep projects innovative and exciting”. Some churn is inevitable and councils should “extend both a platform and an open mind to its current local business communities”.

Ways into work

Another example of collaboration which has delivered cost effective assets to support the local community is The Opportunity Hub on Pitfield Street. The council has been working to develop its role as a broker between the private sector and community sector to create jobs and training for local people. The Opportunity Hub sits next to a large housing estate and research showed that nearly a quarter of residents local to the Hub had never used the internet.

Previously a community centre that was only being used for two hours a week, the building has been redesigned to offer an antithesis to job centres. As well as having space for training or employer recruitment sessions, there is free hot-desking space. A team of information and guidance advisors are available and focus on getting local people ‘job-ready’. They also engage with local businesses to promote apprenticeships. Touchingly, the local group of women who used the previous centre for afternoon bingo now use the Hub space instead.

Looking to the future

It’s clear that the council in Hackney aren’t resting on their laurels. As well as continuing to use Section 106 as a tool to ensure larger businesses moving into the area will offer jobs to local unemployed people, they are planning another Opportunity Hub in the foyer of a local library. They are also looking at new ideas to provide space for temporary uses, such as the untapped potential of over 2000 empty garages in the area.

Close relationships between planning professionals, town centre managers and the business development teams appear to have helped the council to use regeneration to benefit the local community.

Pocket parks: making cities friendlier, greener and more resilient

Last summer, a report for the Heritage Lottery Fund offered mixed news on the state of public parks in the UK. While increasing numbers of parks were reported to be in good condition, and visitor numbers and levels of satisfaction also rising, the study found evidence that public parks are now facing many significant challenges:

“As public spending has fallen parks have faced large cuts in their funding and staffing over the last three years, and these cuts are expected to continue over much of the rest of this decade.”

It’s heartening, then, to see that a project aiming to create new green spaces is now bearing fruit. This month, the Mayor of London announced the successful delivery of 100 pocket parks across the capital.

Pocket parks are small areas of public space with trees and greenery, places to sit and relax and spaces for people to socialise. They also contribute to making the city friendlier, greener and more resilient, and have been instrumental in contributing to public health in low income areas.

Pocket parks in London

London’s pocket parks scheme, taking in 26 boroughs, has benefited from £2m in funding from the Greater London Authority. The programme has supported local communities and volunteers in rejuvenating and transforming small patches of uncultivated and overlooked land into lush green spaces for everyone to use and enjoy. Some examples give a flavour of the varied and inventive nature of pocket parks:

  • The edible bus stop
    London’s first pocket park provided a blueprint for making small-scale green infrastructure interventions a reality across the capital. The park was created beside the bus stop on Landor Road, Stockwell, by a team of ‘guerrilla gardeners’ working with the local community. This once forgotten space has now been transformed into a thriving garden and neighbourhood hub.
  • Derbyshire Street Pocket Park, Bethnal Green
    This project transformed a dead-end road that attracted anti-social behaviour and fly-tipping into a safe and vibrant community space, incorporating a rain garden, seating areas, a cycle lane and permeable paving.
  • Canning Town Caravanserai
    The current plot of this project, near Canning Town station, is due to be reclaimed by a developer, leaving the community without a permanent space. In response the Pocket Parks team has embraced the idea of moveable growing spaces. The resulting ‘mobile parks’ will provide areas that have limited park access with gardening space and activities.
  • Hackney pocket park
    Residents of Hackney’s Trelawney estate generated many of the ideas that has resulted in this new pocket park, including a space for local people to meet and improved wildlife habitats. The planting scheme acknowledges the site as the location of what was in the 19th century the largest hothouse in the world, with an unrivalled collection of palms, orchids and ferns, which helped influence planting in the rest of the UK.

Pocket parks beyond London

The pocket parks approach is not confined to the UK capital. There are good examples elsewhere in the country and overseas.

In Newcastle-upon-Tyne, the city council and business development company NE1 have been working together on pocket parks. One original idea is Quayside Seaside. Complete with deck chairs, palm trees and buckets and spades, creates a space where the visitors can unwind, build sandcastles and enjoy a free game of volleyball. Originally opened in the summer of 2011, the installation has proved to be so popular that it has become an annual fixture in Newcastle’s calendar of events.

Further afield, pocket parks are providing residents and visitors with oases inside the concrete jungle.

Complementing, not competing

The growth of pocket parks shouldn’t obscure the need to look after our larger public parks. As the Heritage Lottery Fund report observed, “they are deeply rooted in the physical fabric, spirit and identity of thousands of places across the UK”.  Pocket parks should be seen as complementing rather than competing with these bigger green spaces, in helping to make the pressures of urban life a little less stressful for us all.
