Heating Clydebank via the Clyde: renewable heat in the COP26 host city

In less than ten months’ time, the eyes of the world will be on Glasgow, as the city plays host to the UN’s 26th Climate Change Conference (COP26). Leaders from across the world will come together to discuss enhanced ambitions to reduce greenhouse gas emissions and take steps to mitigate the effects of climate change. This is a process known as the ‘ratchet mechanism’, which envisions signatories of the Paris Agreement, stepping up their commitments to reduce carbon emissions every five years. This year’s conference in Glasgow is the first time that this mechanism will be in play, and expectations surrounding a significant acceleration of efforts to reduce greenhouse gas emissions are high.

With an eye on climate change and the impact of the Covid-19 pandemic, many countries are already discussing how they can take advantage of the need for economic recovery as an opportunity to accelerate the transition to carbon neutrality. A key element of this transition will be the decarbonisation of the housing stock, and the Climate Change Committee has highlighted the significant role that the implementation of renewable forms of heating will play in reducing the amount of carbon emitted by our homes.

Queens Quay, Clydebank

An example of a project which will take advantage of a variety of modern renewable technologies to create the “greenest town in Scotland” is the Queens Quay development in Clydebank, a site which is only five miles from the Scottish Event Campus where COP26 will take place.

Queens Quay is a £250 million regeneration of the former John Brown shipyard in Clydebank. Designed to take advantage of its waterfront location, the development will feature a variety of mixed-use spaces and a pioneering district heating system. This system will utilise Scotland’s first major and the UK’s largest water-sourced heat pump. The heat pump will extract heat from the River Clyde, and after a process of compression, the heat will be pumped into the development using a buried modular district heating system. It is estimated that this innovative combination of heat pump and district heating technology will cut more than 4,000 tonnes of CO2 emissions each year.

But just how do these technologies work? In this blog, we will take a look at how heat pumps and district heating systems operate, and their application in the Queens Quay development in Clydebank.

Heat pump

In simple terms, a heat pump is a form of renewable heating system that is able to move thermal energy from one location to another. There are a number of different types of heat pump which can extract thermal energy from different locations. At the Queens Quay development, a water-sourced heat pump will be used to extract thermal energy from the River Clyde.

Water-sourced heat pumps use a network of submerged pipes which contain a working fluid that absorbs the heat within the body of water. This working fluid then undergoes a process of conversion that increases the temperature of the heat generated. Once at an appropriate temperature, it can then be used to provide heating and hot water. 

Naturally, as not all developments are located near a body of water, the use of water-sourced heat pump is relatively uncommon. However, water-sourced heat pumps are able to operate more efficiently than ground and air-sourced heat pumps, as heat transfers more efficiently due to the stability of the temperature of water.

District heating

Once heat is produced, it’s vital that it is transferred to buildings in an efficient and reliable manner that prevents heat-loss. A system of district heating is often the most reliable way to utilise energy produced by any form of heat pump, and analysis conducted by the Department for Energy and Climate Change (now the Department for Business, Energy, & Industrial Strategy) found that this combination offers “large CO2 emissions reduction potential”.

A district heating system uses a network of insulated pipes to deliver heat from a centralised energy centre direct to connected buildings. Instead of a boiler, each building will have a heating interface unit which will enable individuals to control the temperature of the heat and hot water they receive without impacting other connected properties.

On top of helping to lower overall fuel costs and reduce greenhouse gas emissions, district heating systems are also easily expandable and new properties can be added to the network as required. This ensures that district-heating systems are future-proofed and are able to respond to the heat requirements of developments as they evolve over time.

Queens Quay implementation

The implementation of a water-sourced air pump and district heating system in the Queens Quay development provides Clydebank with the opportunity to become the “greenest” town in Scotland, and sets an example of how new developments can be created in a way that supports Scotland’s ambition to become net-zero by 2045.

By linking each property in the development to the network, and establishing a council owned energy company as operator, residents of Queens Quay will benefit from reductions in both the cost of energy and their overall carbon footprint. The success of a renewable heating project at this scale could be a significant development in Scotland’s transition to net-zero, as it may prove that renewable heating systems are an effective means to tackle climate change and fuel poverty.

Additionally, as a key benefit of a district heating system is its modularity, there is scope for existing buildings within Clydebank to be connected to the renewable heating network. West Dunbartonshire Council have set out their desire for the nearby NHS Golden Jubilee National Hospital to be added to the network and are also considering if all future developments should be required to join the district heating system.

Final thoughts

The dual threats posed by climate change and Covid-19 have provided the world with a rare opportunity to undergo a truly revolutionary process of recovery. With expectations high that this year’s COP26 will result in countries accelerating the transition to carbon-neutrality, the development of a pioneering renewable heating system just five miles from the conference may offer us a glimpse of the way homes will be heated in the future.

Decarbonising the housing stock is vital in the battle for carbon neutrality, but concerns have previously been raised about the impact this may have on people in fuel poverty. Ensuring that the transition to renewable forms of energy does not exacerbate existing inequalities will be key to ensuring that everyone benefits from the journey to net-zero.  

As a result, the success of the roll-out of the water-sourced heat pump and district heating system in Queens Quay, and the expected reduction in overall energy costs for residents, may prove to be a major stepping stone in Scotland’s journey to becoming carbon neutral.

Future City Glasgow: successes, challenges and legacy

In 2013, Glasgow City Council won £24 million worth of funding from Innovate UK (formerly the Technology Strategy Board) that would see the city become a ‘living lab’ for smart city projects.

Although Glasgow has been more synonymous with low life expectancies (the so called ‘Glasgow Effect’) and urban deprivation, the funding was intended to transform Glasgow into a world leading smart city, with the technologies piloted by Glasgow eventually being used in other cities.

The projects proposed by Glasgow City Council were designed to explore innovative ways to use technology and data to make the city ‘safer, smarter and more sustainable’.

However, three years on, with the majority of the work complete, has the programme been a success?

Managing a future city

From the beginning, Future City Glasgow set out an ambitious programme for change. However, it wasn’t just the experimental nature of the technologies or implementing them in such a short space of time which caused challenges. The programme also had an important role to play in the security of the 2014 Commonwealth Games – a major international event for the city.

Just under half of the programme’s funding was spent on a new state-of-the-art Operations Centre,  integrating traffic and public safety management systems, and bringing together public space CCTV, security for the city council’s museums and art galleries, traffic management and police intelligence.

Although this has required significant investment, the centre has enabled Glasgow to take a ‘proactive’ approach to traffic management and public safety. Video analytics tools, for example, provide operation centre operators with better information to help respond to emerging events. And traffic operators have control over the city’s signalling, allowing them to prioritise late-running public transport. CCTV cameras have also been upgraded to full HD, providing better images for operators and an important source of evidence for Police Scotland.

Demonstrator projects

A major part of Future City Glasgow’s work has been introducing a number of demonstrator projects. According to Gary Walker, programme director at Future City Glasgow, these focus on four main themes: energy; active travel (encouraging people to walk and cycle); public safety; and transport. Some of the most notable projects, include:

  • Intelligent street lighting – the Riverside Walkway has lighting which switches on when people walk by, and Gordon Street has lighting which provides real time data on noise levels, footfall, and air pollution.
  • Sensor technology in retrofitting – low cost sensors (the BuildAx and the Eltek GC-05) have been deployed in buildings throughout Glasgow to evaluate the impact of insulation projects.
  • The Glasgow Cycling App – an easy to use platform has been created to encourage cyclists to share their experiences of cycling and to generate data that could help citizens plan journeys or highlight areas the council should target for improvement.

The challenge of data

Much of Future City Glasgow has been underpinned by data sharing – including traffic data gathered by the Operations Centre and citizen-generated data from the Glasgow Cycling App.

However, ‘freeing’ this data proved challenging, as sharing data went against the traditional working culture of local government. As Gary Walker explained to the Guardian newspaper:

“Change can be challenging – especially when you are driving something that appears to contradict everything you’ve had drummed into you for years. Initially, organisations were nervous when we asked them to release their data because people know they must protect it. But once they realised that we were not asking for sensitive or personal data they began to relax a little and appreciate the value in creating a data hub.”

After some awareness raising and reassurance, the Glasgow Data Launchpad, a publicly available repository for the city’s data, now has over 400 datasets from 60 organisations, including Glasgow City Council, Glasgow Life (which delivers cultural, sporting and learning activities on behalf of Glasgow City Council), and the Department for Work and Pensions (DWP).

Looking to the future

As Gary Walker noted at a recent Smart Cities event, Future City Glasgow has received a lot of international interest. The programme has also won a number of awards, including:

  • Winner – Geospatial World Excellence Awards 2015
  • Winner – NextGen Digital Challenge (Digital Innovation) 2015
  • Winner – Holyrood Connect ICT (Innovation) 2015

However, it’s important that the city doesn’t become complacent and continues to progress with smart city initiatives. Alan Robertson, in an article for Holyrood magazine, suggests that financial pressures facing local councils may put initiatives in jeopardy. For instance, he highlights that Glasgow City Council leader Frank McAveety has warned that the city faces “impossible budget cuts”.

There are, however, some positive signs that work will continue. Last year, the Scottish Government introduced Smart Cities Scotland, a new programme which aims to make Scotland’s cities more efficient and greener, and more attractive to potential investors. The programme received £10 million in European funding and will involve a collaboration between Scotland’s seven cities and the Scottish Government.

Final thoughts

Future City Glasgow has had many successes since it was launched three years ago. Although Smart Cities Scotland promises less funding, Future Cities Glasgow has provided the smart city infrastructure capable of supporting new projects.

In terms of driving growth, it will also be interesting to see how Glasgow City Council responds to new forces within future cities, including disruptive business models and technologies, such as controversial tech companies Uber and Airbnb.

Coding in Glasgow’s public libraries

Last week saw the annual CILIPS Autumn Gathering take place in Glasgow. CILIPS is the Scottish branch of the professional body for librarians and information professionals in the UK (CILIP). The Autumn Gathering provides professionals in Scotland with an opportunity to get together to discuss issues and trends within the sector and share best practice.

The day saw a range of sessions alongside two keynote addresses from Marc Lambert, CEO of the Scottish Book Trust, and Diane Bruxvoort from the University of Aberdeen. One of the most interesting talks I attended was given by Martin Goodfellow, who is the Coder in Residence at Glasgow Life. Martin previously worked on the Future Makers project, providing 5-17 year olds in Glasgow with the opportunity to learn digital making skills. The project was made possible due to the city winning Innovate UK’s Future Cities Demonstrator competition, and £24m in funding to explore ways to improve the city and the quality of life for its residents through technology.

For the uninitiated, Martin explained that coding=programming. It’s a form of computational thinking: something we all use in everyday life, e.g. in deciding when to stop looking for something, be it when shopping or looking for information.

Coding in Libraries

Martin’s remit is to support the creation of coding clubs in Glasgow’s public libraries. Glasgow is the first library service in the UK to have a Coder in Residence, and Martin is based at the city’s Mitchell Library, which has its own Digital Making Space and recently opened Scotland’s first Google Digital Garage.

In partnership with CoderDojo Scotland and Virgin Media, the first Glasgow coding club was set up in the Mitchell’s Digital Making Space. The club hosts regular CoderDojo events, and the clubs have started to roll out to several of Glasgow’s local libraries.

The events are aimed at young people aged 8-17 and operate democratically, in that there is no set curriculum in place at the clubs. Instead, participants work on their own projects or suggest ideas for the club to take part in. Martin described some of the projects the club have been involved in, noting that these are sometimes in collaboration with other cultural events in Glasgow. For example, during the last Celtic Connections festival, some of the young coders were involved in building a program that saw Scotland the Brave remixed using various different effects. He also showed off a 3D printed Mitchell Library created by the club in Mindcraft as part of the BBC’s Build it Scotland event, which is to be included in a forthcoming visual map of Scotland.

Making not consuming

Martin explained that club had used Sonic Pi in order to create the music program. This is just one of the software packages that participants can access at the clubs, alongside tools including Raspberry Pi and Scratch. He also demonstrated one of the outcomes of the club’s use of Twine, which had resulted in the creation of a ‘choose your own adventure’ style game, which sees players either going from the Mitchell to a secret Biffy Clyro gig, or missing out on the gig, depending on their choices.

Here, Martin placed an emphasis on public libraries being seen as not only a space where people can use technology to access resources, but also learn how to use technology: digital making, not just digital consumption. This is similar to the makerspace movement in libraries, which we looked at on the blog last month.

Teaching children how to code is part of the gamificiation of education trend, which takes concepts that children are used to in video games and uses these to support educational attainment. Gamification in general is a key trend at the moment, as seen in apps like Pokémon Go which is suggested to produce physical health benefits for players.

Martin highlighted that the clubs have worked with the STEMnet Ambassador programme, in which people volunteer to support and encourage young people to participate in, and enjoy, STEM subjects, both in and outside of the school setting. With the UK facing an estimated shortfall of 40,000 STEM workers per year (often blamed on societal stereotypes which can discourage certain groups  particularly girls   from studying STEM subjects), the work that the programme and initiatives like the coding clubs do is vital.

The future

The fact that there has been no real need to promote the coding clubs in Glasgow beyond using social media shows that young people are interested in STEM subjects, if they are presented in a way that is enjoyable and accessible to them. Martin spoke about Glasgow’s participation in National Coding Week last month, during which the clubs hosted a range of events including intergenerational sessions, which saw parents come in and learn from their kids about coding. The idea of ‘teaching an adult to code’ is one that is hoped to be continued in the coding clubs. The other key aims include having a club running in every one of the city’s public libraries, expanding the clubs into schools, and ensuring their sustainability.
