‘Culture towns’: how small towns are leading the way

There has been no shortage of headlines sounding the death knell for our town centres over recent years as they continue to suffer from the effects of growth in online shopping, government policy and now the pandemic. But while concerns over the future of town centres is nothing new, neither are the changes that town centres are experiencing.

Changes that affect industries, technologies and the way land is used – which in turn impact on the economy – have impacted communities for decades, particularly in smaller towns. From the loss of manufacturing to new industries and ways of working, towns have had to adapt to survive. And some small towns have been leading the way in reinventing their economic bases by using other assets to spur on their local economies.

Culture as a catalyst

One such example is Wigtown, Scotland’s National Book Town. Following the loss of a distillery and a creamery in the 80s and 90s respectively, Wigtown secured its designation as National Book Town in 1998. This acted as a catalyst for regeneration and inspired the creation of the annual Wigtown Book Festival which now attracts more than 20,000 visitors to the area and brings more than £4 million to the local economy.

Other Scottish towns have also been bestowed with cultural accolades. West Kilbride in Ayrshire, a once thriving mill town, is Scotland’s first accredited Craft Town and winner of a Creative Place Award in 2012. Dumfries recently became home to a new National Centre for Children’s Literature and Storytelling which aims to “establish itself as an international visitor attraction contributing to the regeneration of the town and region and providing Scotland with a world class tourism resource”. And Huntly in Aberdeenshire has attracted artists from all over the world for residents thanks to the Deveron Projects initiative set up in 1995 to connect artists, communities and places.

In England, Farnham recently became the country’s first World Craft Town and only the third region in Europe to receive World Craft City status. Recent research estimates that the value of craft to Farnham and the surrounding area is already in excess of £50 million.

With the aim of building on Wigtown’s success, plans are being drawn up for an open competition to create further National Towns of Culture across Scotland as proposed in the SNP’s manifesto. Suggestions include Scotland’s National Live Music Town, Folk and Trad Town, or Scotland’s Visual Art Town.

Numerous towns could be in the running to become a musical town. It has been suggested that Ullapool could be a frontrunner, after playing host to the Loopallu festival for 15 years, as could Stornoway, the host of the international Hebridean Celtic Festival (HebCelt). And of course, being home to Jimmy Shand and The Proclaimers, Auchtermuchty could equally be in with a shout.

Making the most of local assets

Now may be the ideal time for small towns to make the most of their local assets, whether that is cultural or otherwise.  Research has shown that some smaller towns have actually fared much better than larger cities during the pandemic as the importance of local has been emphasised. They have experienced fewer reductions in overall footfall and there has been an increase in footfall in some small towns as consumers look to stay local and avoid using public transport.

A report from Sustrans has recommended capitalising on the increased use of smaller high streets as a way to economic recovery. It highlights that this presents an opportunity to invest in other elements unique to these areas, arguing that “re-establishing the role of a high street as a hub for social connection and reinforcing and celebrating its roots and unique character could go a long way to encourage people to stay local and spend their money where they live.”

Lessons from the US

Research from the US has also shown how small towns can succeed by reinventing themselves through emphasising their existing assets and distinctive resources. Following the loss of various industries, these communities have moved away from trying to attract major employers as a way of attracting talent. Many have moved towards investment in creative infrastructure rather than physical infrastructure to make their communities more attractive to residents and businesses.  

Following increased suburbanisation and growth in out of town retail, Paducah in Kentucky, for example, changed its approach to economic development by focusing on developing and retaining the historic integrity of the Renaissance Area, which includes the LowerTown Arts District, the historic downtown, and the riverfront. Paducah’s approach aimed to develop a cohesive identity around its core assets: art, the Ohio River, and history. In 2013, the United Nations Educational, Scientific and Cultural Organization (UNESCO) designated Paducah the world’s seventh City of Crafts and Folk Art.

While all the case study towns in this research drew on different assets, several successful tactics were identified that other communities can use:

  • Identify and build on existing assets
  • Engage all members of the community to plan for the future
  • Take advantage of outside funding
  • Create incentives for redevelopment, and encourage investment in the community
  • Encourage cooperation within the community and across the region
  • Support a clean and healthy environment.

Small towns leading the way?

All these small towns are exemplars of community-led regeneration and illustrate how drawing on unique local assets can be a real catalyst for growth. Perhaps the bigger towns and cities should be looking to their smaller counterparts for lessons on how to succeed in an ever changing world.

Could arts and culture hold the key to the digital divide?

The rapid shift to digital content creation, distribution, audience engagement and participation since the start of the pandemic has enabled the continued experience of arts and culture, despite cultural institutions having to shut their doors. But a significant proportion of the population still face barriers to digital engagement – 7 million people have no internet access at home, 9 million people struggle to use the internet independently and 17 million people only use the internet for limited purposes.

Previous research has shown that engagement with cultural institutions such as museums and galleries, both on-and off-line, “remains deeply unequal”. Perhaps more worrying was the finding that “the gaps between the haves and the have nots are even wider online than in the case of physical visits.”

During a recent webinar by the Digital Culture Network, presented in partnership with Google Arts & Culture and their Connected to Culture playbook, the scale of the digital divide was highlighted, as was the important role arts and culture can play in addressing it.

The discussion focused on three areas:

  • Digital inequalities, barriers and exclusion
  • Knowing your audience
  • Projects that have successfully increased inclusivity

Digital divide

Kicking off the discussion on the digital divide, Jane Mackey, Senior Research & Evaluation Manager at the Good Things Foundation highlighted three key areas when we think about the digital divide:

  • digital access (7million people in the UK are excluded on this basis)
  • digital skills (11.7million people in the UK don’t have digital skills needed to engage online)
  • motivation and confidence (people might have access and some skills but lack the motivation or confidence to use it)

The latest data from the Office for National Statistics shows that a perceived lack of need, followed by a lack of digital skills are the main reasons given for not having household internet access.  The focus has mainly been on engaging and upskilling those who already have access to digital technology. But, as the discussion highlighted, the excluded 20% would be likely to benefit more from targeted action.

Jane noted that the digital divide is not static, but is more of a spectrum that people can move along throughout their lives. Based on its current research, the Good Things Foundation recommends that the arts and culture sector commits to be digitally inclusive by default. This will help to overcome barriers to digital by engaging directly with the digitally excluded and partnering with other organisations.

Zak Mensah, Co-CEO at the Birmingham Museums Trust, similarly highlighted barriers to digital, such as the infrastructural barriers depending on people’s location. Some rural areas, for example, do not have the digital infrastructure needed for access. Even in cities, which tend to have faster broadband, much of it is focused on the centre and businesses rather than individual households.

Zak also highlighted the importance of motivation, and giving people a reason to use technology.

Role of arts and culture

While some think the key is to get everyone to have the internet at home, Zak suggested that arts and cultural organisations can help people’s access by using their physical spaces better and also by taking the technology to the excluded.

Libraries have been successful over a number of years in providing space for people to access technology with free internet and support in using it. Similarly, arts and cultural organisations are in a position to do the same through their digital tools.

One suggestion was not switching off the Wi-Fi at close of business; another was potentially reducing restrictions on what people can access using their Wi-Fi (while obviously maintaining some control) so people can use it for wider purposes.

One project Birmingham Museums managed recently involved taking digital kit out to care homes for digital arts sessions. This was not only great for wellbeing; it also showed how digital technologies can be adapted to connect with people within communities. As Zac said “ultimately we have to go out more, we can’t always get people to come to you.”

Zak also explained that collaboration is key – sharing resources, ideas and skills – to reach as many people as possible.

Inclusive practice

Jenny Williams, Project Director at Revoluton Arts in Luton, also highlighted the importance of new partnerships.

She noted that when lockdown first started the staff wanted to keep engaging, so moved online with the help of Zoom. Because they didn’t really know about how it worked Revoluton called upon people within the community to help teach others.

They now have a suite of materials online that can help artists and others.

Revoluton has also worked with Marsh Farm Outreach who ran lounge sessions every night with live music, working with local artists and reaching huge audiences. One session titled The Creative History of Marsh Farm was about reminiscence, memory, sharing stories of place, and engaged 6000 people. While acknowledging that such online communication is great for international reach, Jenny noted that it can also make a big difference locally.

They have also used digital tech to create safe spaces online to attract members of the community that might not have otherwise engaged. One of their residency programmes, Touch Commission, was co-commissioned with Wellcome Collection which explored the theme of touch through arts and creativity. The project was centred on Bury Park, a predominantly Asian community in Luton. The dialogue and understanding that was shown helped to engage with those most excluded.

Another project highlighted by Jane was the Power Up initiative, a collaboration between the Good Things Foundation and JP Morgan Chase Foundation, which aims to drive economic inclusion through digital in communities.

Other partnerships showcasing inclusive practice include:

  • Engaging older audiences – Birmingham Museums Trust & Arts Council Collection partnership programme aimed at reaching the over 75s in care homes.
  • Dance and Time with the Museum – Presented in a partnership between University of Cambridge Museums and local sheltered housing and assisted living services; this blog outlines how the project was safely moved online.
  • Bussy – Prompted by Revoluton’s experiences of creating safe spaces for everyone online; this is an example of a creative organisation doing the same.

Way forward

There were a number of key takeaways from the discussion for arts and culture organisations. These include:

  • it’s about knowing your audience, knowing what their barriers to access are and planning an approach to these from the start;
  • empathy and understanding that happens as a result can be important; and
  • it’s about understanding the resources you have and how they can be used, particularly through partnerships.

There’s no quick fix for breaking down the barriers to digital engagement: as Zak eloquently put it, “it’s a marathon not a sprint”. But, as the many practices highlighted during this webinar demonstrate, the arts and culture sector has the tools to make a difference on the digital divide.

Gardens of the dead: cemeteries as spaces for nature

Percy Shelley’s description of the Protestant Cemetery in Rome perfectly illustrates how the cemetery, often negatively associated with death and decay, can in fact be a place where nature flourishes.

In this blog post, we highlight some of the great work being done to promote and conserve biodiversity in cemeteries, and the wider benefits of this.

Cemeteries as ‘green oases’

The importance of cemeteries as urban green spaces is often overlooked.  Relatively untouched by surrounding urban development, cemeteries often act as green oases, providing a range of important natural habitats for many different – and often rare – plant life and animals.

Indeed, as the 2000-01 Select Committee Report on Cemeteries observes:

Cemeteries support a wide range of habitats, including relict grasslands, heath, ancient and secondary woodland, scrub, hedges, ponds and flushes, as well as more artificial features such as high maintenance lawns, stands of trees, ornamental flower beds, and shrubberies. In addition, buildings, monuments, tombs and headstones, made from a variety of rocks, can provide support for lichens, mosses and ferns, as well as providing geological interest. A large number of rare species of trees, plants, fungi, invertebrates, reptiles, birds and mammals are found in cemeteries. Cemeteries are often designated as local Wildlife Sites, and sometimes as Nature Reserves.

Green space such as that provided by cemeteries, churchyards and other burial sites is important for a number of reasons.

From an environmental perspective, green space can help to address the negative effects of climate change, including the catastrophic decline in the number of insects. And from a human perspective, research has consistently shown the health and wellbeing benefits of access to green space.

Thus, cemeteries have an important role to play in both supporting the environment and promoting the health and wellbeing of local people.

Case study: Glasgow Necropolis

The Glasgow Necropolis is an impressive example of a Victorian garden cemetery, designed to be both inspiring and aesthetically pleasing.

Today, it is the second largest greenspace in the centre of Glasgow and provides a diverse range of habitats for wildlife, including sandy slopes, ivy-covered rock, wooded areas and unmown areas of grass and wildflowers.

The Friends of Glasgow Necropolis is a charity staffed entirely by volunteers dedicated to the conservation of the cemetery.

As well important monument conservation and restoration projects, and hosting walking tours to engage and educate the public, they also work to support the cemetery’s role as a space for nature.  One key aspect of this is recording and monitoring the flora and fauna within the cemetery.

Recent surveys have found that the Necropolis supports over 400 species of animals – including a variety of species of birds, bees, butterflies, insects and spiders, as well as deer, foxes, squirrels and rabbits, and a variety of other small mammals. Some of these species are particularly rare, including the aptly-named hoverfly, Eumerus funeralis.

There is also a wide diversity of plant life.  In total, 180 species of flowering plants and trees have been recorded in the Necropolis, and there are also at least 15 species of lichens – including one rare species (Lecania cyrtella).

Other key projects have sought to actively enhance the biodiversity of the cemetery – such as the creation of a wildflower meadow, planted with the help of local school children, and the creation of the ‘Green Man’ – a 3D grass head sculpture, in collaboration with the Glasgow School of Art, Glasgow City Council, Dennistoun Community Council, Dennistoun Conservation Society and Foundation Scotland.

There are also plans underway to create a ‘tree map’ for the Necropolis – a visual representation of the different tree species that exist within the cemetery grounds.

Engaging local communities

Across the UK there are a number of examples of other grassroots projects working to promote, conserve and engage local communities in cemeteries’ rich natural heritage.

There have also larger-scale projects and campaigns to promote the role of cemeteries as havens for wildlife.

Caring for God’s Acre is a charity working to “support groups and individuals to investigate, care for, and enjoy burial grounds”.

For a week in June each year, they run a national ‘Love your Burial Ground’ campaign, which encourages people to connect with and celebrate their local churchyards, cemeteries and burial grounds through a variety of local events.

They are also responsible for running the ‘Beautiful Burial Grounds Project’ – a £600,000 Heritage Lottery Fund project that aims to “inspire, engage and support interest groups, communities and individuals to learn about, research and survey the natural, built and social heritage of their local burial grounds”.

The project includes collecting, collating and disseminating data on the importance of burial grounds for biodiversity, providing training events on recording biodiversity and disseminating a variety of resources such as short films, toolkits and pop ups to encourage communities to value their burial grounds as refuges for wildlife.

The Green Flag Award scheme has also been involved in the promotion of cemeteries as spaces for nature.  The scheme “recognises and rewards well managed parks and green spaces” and at present, over 80 cemeteries have received this award, including Tipton Cemetery in Sandwell, and the new Dumbarton Cemetery – the first cemetery in Scotland to be awarded a Green Flag.

Challenges to address

There are of course a number of challenges to be addressed if the full potential of cemeteries as green spaces are to be realised.

Firstly, there is a lack of data on the plant and animal species that exist within cemeteries.  This lack of ecological awareness can mean that sometimes burial ground management and maintenance can be well-intentioned, but inappropriate or damaging.  Thus, projects to record species – such as those conducted by the Friends of Glasgow Necropolis and other cemeteries’ friends groups – are incredibly important.

There is also a need to find an appropriate balance between allowing nature to flourish and ensuring that the cemetery remains accessible.  For example, there have been complaints that long grass around headstones can make it difficult for some people to visit family graves.  The Select Committee Report on Cemeteries notes that: “conservation must not be confused with neglect. A neglected cemetery does not become a haven for flora and fauna.”

Health and safety is another key consideration.  Unstable memorials can cause serious – and sometimes fatal – injuries.  Any project operating within cemeteries needs to be aware of this risk, particularly if it involves children or young people.  The Scottish Government recently published guidance for local authorities on inspecting and making safe memorials and headstones.

Other potential barriers to the use of cemeteries as green spaces include the lack of onsite facilities, such as toilets and bins, physical constraints, such as steep stairs, lack of vehicle access/wheelchair access, and concerns about visitor safety and anti-social behaviour.  These issues, however, are not insurmountable – for example, the Friends of Glasgow Necropolis have recognised these accessibility concerns and raised funds from grant applications to resurface many of the paths on the lower levels of the cemetery to make it easier for people with mobility problems to get around.

Cemeteries are not just for the dead.  They are in many ways ‘living places’ – havens for a range of plant and animal species in the midst of urban housing and development.  They also have an important role to play in the wider community, providing opportunities for local people to connect with and be inspired by nature.

And hopefully, after reading about the many ways in which people across the country are getting involved with nature at their own local burial grounds, you may be similarly inspired.

Smart Chicago: how smart city initiatives are helping meet urban challenges

Home to former President Barack Obama, sporting giants the Chicago Bulls, and the culinary delicacy deep dish pizza, Chicago is one of the most famous cities in the world. Less well known is Chicago’s ambition to become the most data-driven city in the world.

A late convert to the smart city agenda, Chicago was lagging behind local rivals New York and Boston, and international leaders Barcelona, Amsterdam, and Singapore.

But in 2011, Chicago’s new Mayor Rahm Emanuel outlined the important role technology needed to play, if the city was to address its main challenges.

Laying the groundwork – open data and tech plan

In 2012, Mayor Rahm Emanuel issued an executive order establishing the city’s open data policy. The order was designed to increase transparency and accountability in the city, and to empower citizens to participate in government, solve social problems, and promote economic growth. It required that every city agency would contribute data to it and established reporting requirements to ensure agencies were held accountable.

Chicago’s open data portal has nearly 600 datasets, which is more than double the number in 2011. The city works closely with civic hacker group Open Chicago, an organisation which runs hackathons (collaborations between developers and businesses using open data to find solutions to city problems).

In 2013, the City of Chicago Technology Plan was released. This brought together 28 of the city’s technology initiatives into one policy roadmap, setting them out within five broad strategic areas:

  • Establishing next-generation infrastructure
  • Creating smart communities
  • Ensuring efficient, effective, and open government
  • Working with innovators to develop solutions to city challenges
  • Encouraging Chicago’s technology sector

 Array of Things

The Array of Things is an ambitious programme to install 500 sensors throughout the city of Chicago. Described by the project team as a ‘fitness tracker for the city’, the sensors will collect real-time data on air quality, noise levels, temperature, light, pedestrian and vehicle traffic, and the water levels on streets and gutters. The data gathered will be made publicly available via the city’s website, and will provide a vital resource for the researchers, developers, policymakers, and citizens trying to address city challenges.

This new initiative is a major project for the city, but as Brenna Berman, Chicago’s chief information officer, explains:

If we’re successful, this data and the applications and tools that will grow out of it will be embedded in the lives of residents, and the way the city builds new services and policies

Potential applications for the city’s data could include providing citizens with information on the healthiest and unhealthiest walking times and routes through the city, as well as the areas likely to be impacted by urban flooding.

The project is led by the Urban Center for Computation and Data of the Computation Institute  a joint initiative of Argonne National Laboratory and the University of Chicago. However, a range of partners are involved in the project, including several universities, the City of Chicago who provide an important governance role and technology firms, such as Product Development Technologies, the company who built the ‘enclosures’ which protect the sensors from environmental conditions.

A series of community meetings was held to introduce the Array of Things concept to the community and to consult on the city’s governance and privacy policy. This engagement ranged from holding public meetings in community libraries to providing online forms, where citizens could provide feedback anonymously.

In addition, the Urban Center for Computation and Data and the School of the Art Institute of Chicago ran a workshop entitled the “Lane of Things”, which introduced high school students to sensor technology. The workshop is part of the Array of Things education programme, which aims to use sensor technology to teach students about subjects such as programming and data science. For eight weeks, the students were given the opportunity to design and build their own sensing devices and implement them in the school environment, collecting information such as dust levels from nearby construction and the dynamics of hallway traffic.

The Array of Things project is funded by a $3.1 million National Science Foundation grant and is expected to be complete by 2018.

Mapping Subterranean Chicago

The City of Chicago is working with local technology firm, City Digital, to produce a 3D map of the underground infrastructure, such as water pipes, fibre optic lines, and gas pipes. The project will involve engineering and utility workers taking digital pictures as they open up the streets and sidewalks of Chicago. These images will then be scanned into City Digital’s underground infrastructure mapping (UIM) platform, and key data points will be extracted from the image, such as width and height of pipes, with the data being layered on a digital map of Chicago.

According to Brenna Berman:

By improving the accuracy of underground infrastructure information, the platform will prevent inefficient and delayed construction projects, accidents, and interruptions of services to citizens.

Although still at the pilot stage, the technology has been used on one construction site and an updated version is expected to be used on a larger site in Chicago’s River North neighbourhood. Once proven, the city plans to charge local construction and utility firms to access the data, generating income whilst reducing the costs of construction and improving worker safety.

ShotSpotter

In January, Mayor Rahm Emanuel and Chicago Police Department commanders announced the expansion of ShotSpotter – a system which uses sensors to capture audio of gunfire and alert police officers to its exact location. The expansion will take place in the Englewood and Harrison neighbourhoods, two of the city’s highest crime areas, and should allow police officers to respond to incidents more rapidly.

Chicago Police Superintendent Eddie Johnson highlights that although crime and violence presents a complex problem for the city, the technology has resulted in Englewood going “eight straight days without a shooting incident”, the longest period in three years.

ShotSpotter will also be integrated into the city’s predictive analytics tools, which are used to assess how likely individuals are to become victims of gun crime, based on factors such as the number of times they have been arrested with individuals who have become gun crime victims.

Final thoughts

Since 2011, Chicago has been attempting to transform itself into a leading smart city. Although it’s difficult to compare Chicago with early adopters such as Barcelona, the city has clearly introduced a number of innovative projects and is making progress on their smart cities journey.

In particular, the ambitious Array of Things project will have many cities watching to see if understanding the dynamics of city life can help to solve urban challenges.

Managing growth in historic towns

Predominantly set within environmentally attractive surroundings, historic towns and cities have a strong sense of place, offer a good quality of life, are often prosperous and represent models of sustainable development.

Research shows that businesses based in older places are more productive than the average for all commercial businesses across the whole economy. Retail and leisure businesses often seek to cluster in historic areas of towns and cities, and historic buildings are particularly attractive to new business start-ups, especially in the creative and cultural sector. Well-maintained historic places also enhance cultural life and community resilience.

As a result, historic towns are much sought after places to live and work, which has contributed to unprecedented growth.

Growth pressures

While growth is seen as a good thing for the future of town centres, managing it effectively in these areas of historic importance is not without its challenges. Older townscapes and buildings are a valuable and irreplaceable community asset that need to be protected.

Growth in historic towns creates pressure for new housing and development, and the infrastructure that is needed alongside it. It can also lead to increased congestion and depletion of suburban quality through redevelopment and loss of garden space. The traditional infrastructure in these towns may not be able cope with the increased capacity resulting in demand for suitable adaptation.

Managing these growth pressures is a particular challenge for historic towns as they need to try and meet local development need while both conserving the identity and sense of place of the existing town and nurturing the creation of sustainable new communities within them.

The Historic Towns Forum has highlighted that “there are challenges of infrastructure, partnership working, working with major national developers, the tension between modernity and pastiche and how to learn from the past and the present when building at this scale.”

In addition, the main political priority across all areas is economic wellbeing, taking precedence over any heritage considerations. A report from Green Balance in 2014 found that this principle concern was interpreted differently from place to place, with some local councillors viewing heritage as beneficial to a town’s economic and social wellbeing, while others viewed it is a burden and drag on investment.

As the heritage of places can be a particular pull for tourism, not preserving them could lead to a loss in economic wellbeing. The importance of achieving the right balance between sustainable development and heritage conservation is a theme that has been consistently highlighted in the research.

Smarter growth

So how do such places manage growth while also safeguarding both the character of the towns themselves and the settings around them?

According to the Historic Towns Forum, key issues in effectively addressing growth pressures in historic towns include:

  • planning and process;
  • partnerships;
  • finance and economics;
  • climate change;
  • community benefits and community engagement;
  • design; and
  • learning from the past and present.

It has been argued that a strategic approach to growth needs to be taken, such as the approach taken in Cambridge, where the Cambridgeshire Quality Charter for Growth is being used to help steer the creation of high quality sustainable communities.

Partnerships involving a range of local stakeholders, encompassing a shared vision and cooperation are also important for effective growth. Where strategic resources are lacking, which is often the case in smaller towns, community engagement can be of particular importance, as shown in Cirencester.

Key principles of good design have been highlighted to include:

  • learning from the past, including study of appropriate models;
  • localising by understanding local conditions; and
  • transforming action by applying appropriate, robust advances.

The overarching message seems to be that ‘smarter growth’ is required.

Good practice

There are examples of good practice where historic towns are managing growth in a way that protects their heritage. Cambridge, as mentioned previously, is one example. Sutton is another, where the challenges of growth are being addressed through the use of a Heritage Action Zone. The aim here is to balance growth with the management of heritage assets, providing lessons for elsewhere.

It is also important to look further afield. The historic town of Amersfoort in the Netherlands has been presented as a good model for managing housing growth to achieve attractive new settlements and create balanced communities. It has been suggested that this smarter approach is something that historic towns in the UK can learn from.

Another good example is Freiburg in Germany. Although different in terms of development to Britain, some of the issues applicable to British towns and cities have been addressed – including how to attract families to live at higher densities close enough to city centres to avoid car dependency.

As Historic England states:

“Learning is central to sustaining the historic environment. It raises people’s awareness and understanding of their heritage, including the varied ways in which its values are perceived by different generations and communities. It encourages informed and active participation in caring for the historic environment.”

Smart-eco cities: how technology is addressing sustainability challenges in the UK

As cities realise the need to improve sustainability, many are turning to innovative technologies to address challenges such as traffic congestion and air pollution. Here, the ‘smart agenda’, with its focus on technology and urban infrastructure, overlaps with the ‘sustainability agenda’ – usually associated with energy, waste management, and transport.

In 2015, an international research project – coordinated by the University of Exeter and involving teams from the UK, China, the Netherlands, France, and Germany – was launched to investigative how smart-eco initiatives can be used to promote the growth of the green economy. As part of this work, the report ‘Smart-eco cities in the UK: trends and city profiles 2016 was published.

Below we’ve highlighted some interesting case studies from this report.

Glasgow

Glasgow’s smart city approach has been described as ‘opportunistic’ (as opposed to strategy-led) by the report’s authors. New initiatives are often linked to creative organisations/individuals and competition funding, such as Future City Glasgow, which was awarded £24 million by the Technology Strategy Board (now Innovate UK).

Nonetheless, this has helped Glasgow become a smart city leader, not just in the UK, but globally.

Almost half of the £24 million Innovate UK funding was spent on the Operations Centre, located in Glasgow’s east end.  The new state-of-the-art facility integrates traffic and public safety management systems, and brings together public space CCTV, security for the city council’s museums and art galleries, traffic management and police intelligence. As well as helping the police and emergency services, the centre can prioritise buses through traffic (when there are delays) and has recently supported the Clean Glasgow initiative, a project to tackle local environmental issues, such as littering.

Intelligent street lighting was also a major part of Future City Glasgow. Three sections of the city have been fitted with new lighting: a walkway along the River Clyde; a partly pedestrianised section of Gordon Street; and Merchant City, a popular retail and leisure district. The new lighting includes built-in sensors which provide real-time data on sound levels, air quality, and pedestrian footfall. ‘Dynamic’ lights, which use motion sensors to vary lighting – increasing levels when pedestrians walk by – have also been introduced.

London

London’s smart city programme is linked to the challenges it faces as a leading global city. Its need for continuous growth and remaining competitive has to be balanced with providing infrastructure, services, and effective governance.

The Greater London Authority (GLA) is behind both the strategy, through the Smart London Board, and the practical delivery of various activities. Much of their work focuses on encouraging collaboration between business, the technology sector, and the residents of London. For example, the London Datastore, which includes over 650 governmental (and some non-governmental) data sets, plays an important role in ensuring the city’s data is freely available to all. Visitors can view a wide variety of statistics and data graphics, on areas such as recycling rates, numbers of bicycles hired, and carbon dioxide emission levels by sector.

In 2014, the Smart London District Network was established to explore how technology could be used in four regeneration projects: Croydon; Elephant & Castle; Imperial West; and the London Olympic Park. To support this, the Institute for Sustainability was commissioned to run a competition asking technology innovators to pitch innovative ideas for these projects. Winners of this competition included the company Stickyworld, who created an online platform which supports stakeholder engagement through a virtual environment, and Placemeter, who developed an intelligent online platform which analyses the data taken from video feeds and provides predictive insights.

Manchester

Recently, the City of Manchester Council consolidated their smart city initiatives into the Smarter City Programme. The Smart-eco cities report explains that the programme draws on the city’s 2012 submission to the ‘Future Cities Demonstrator’ competition, focusing on the development of Manchester’s Oxford Road ‘Corridor’ around five main themes:

  • enhanced low carbon mobility
  • clean energy generation and distribution
  • more efficient buildings
  • integrated logistics and resource management
  • community and citizen engagement

Manchester’s approach to becoming a smarter city involves a wide range of partners. For instance, Triangulum is a €25m European Commission project involving Manchester and two other cities (Eindhoven and Stavanger) to transform urban areas into ‘smart quarters’.

In Manchester, the council-led project will integrate mobility, energy, and informations and communications technology (ICT) systems into the infrastructure along the Corridor. It will introduce a range of technologies into assets such as the University of Manchester Electrical Grid, with the aim of showing their potential for supplying, storing and using energy more effectively in urban environments. Data visualisation techniques, based on the use of real-time data, will also be developed.

In 2016, Manchester launched CityVerve, a £10 million collaborative project to demonstrate internet of things technologies. The project will involve several smart city initiatives, including:

  • talkative bus stops, which use digital signage and sensors, to provide information to passengers and provide data to bus operators on the numbers waiting for buses
  • air quality sensors in the street furniture
  • ‘Community Wellness’ sensors in parks, along school and commuter routes, to encourage exercise
  • a ‘biometric sensor network’, to help people manage their chronic respiratory conditions

Final thoughts

There is great excitement about the potential for smart city technologies. However, as is highlighted by the smart-eco cities report, many are limited in scale, short term, and based on competition funding. If we want to create sustainable cities, which meets challenges of the future, greater investment will be needed from both public and private sector.
