Ten years on from Byron – are children any safer online?

“The rapid pace at which new media are evolving has left adults and children stranded either side of a generational digital divide.” (Professor Tanya Byron, 2008)

On examining the risks children face from the internet and video games, the Byron Review made 38 recommendations for the government, industry and families to work together to support children’s safety online and to reduce access to adult video games.

Ten years on, are children any safer online?

The National Society for the Prevention of Cruelty to Children (NSPCC) argues “there is still a great deal of work to be done”.

‘Failing to do enough’

The recommendations of the Byron Review were recently revisited by the NSPCC in its new report which reviewed the progress made in implementing them. Of the 38 recommendations, the report found that:

  • 16 were implemented (only 13 fully);
  • 11 were not implemented;
  • seven were partially implemented; and
  • for four recommendations, the landscape has changed too much to accurately judge.

Despite the changes in the political landscape and in technological developments, however, the NCPCC notes that the vast majority of the recommendations made in 2008 are still relevant and “urgently need to be addressed.”

Professor Byron herself stated in the foreword of the report that “much has changed over the last decade, but one thing has not: Government is failing to do enough to protect children online.”

Byron noted that, excluding the areas where the recommendations are no longer applicable, still 53% of her remaining recommendations “have either been ignored by Government or have only been partially followed through.”

In terms of the implications, social networks are left to make their own rules with no government regulation, online safety is not yet a compulsory part of the school curriculum and responsibility for child safety online falls heavily on parents who may lack understanding of latest trends, or even children who may not be equipped to make wise decisions – all findings similarly highlighted ten years ago. So what has changed?

Progress

The recommendations that were fully implemented include: tighter regulation of new forms of online advertising to children; a more consistent approach to age rating online games; and assessment of e-safety standards in schools as part of Ofsted inspections.

The UK Council for Child Internet Safety was also established as a result of the recommendations – the primary strategy objective. It has since produced various guidance documents for schools, parents and industry.

More recently, as part of the government’s Digital Charter, its forthcoming Internet Safety Strategy will introduce a social media code of practice and transparency reporting. Children are also to be given extra protection online under new data protection laws. Byron describes this as an important step but raises concern that the rules will not be directly enforceable. Moreover, the social media code is expected to be voluntary and does not include anti-grooming measures.

While a voluntary code of practice for websites was a key recommendation of the Byron Review in 2008, Byron has recently argued that “it is much too late for a voluntary code for social networks.”

Just before the NSPCC’s report, it was revealed that there had been more than 1300 grooming offences in the first six months since the Sexual Communication with a Child offence came into force, with almost two thirds of cases involving the use of Facebook, Snapchat or Instagram.

Benefits

Of course, technology has numerous benefits for children and young people. As Byron’s review highlighted, the internet and video games offer a range of opportunities for fun, communication, skill development, creativity and learning.

Digital technology can also be beneficial to children and young people who are disadvantaged. As UNICEF’s recent report – The State of the World’s Children 2017: Children in a digital world – argues:

“If leveraged in the right way and universally accessible, digital technology can be a game changer for children being left behind… connecting them to a world of opportunity and providing them with the skills they need to succeed in a digital world.”

Byron also highlighted the value technologies can have for children and young people living with disabilities that make living in the ‘offline’ world challenging.

As Byron suggested in 2008, what is needed is a balance between preserving the rights of children and young people to reap the enjoyment of the digital world and enhance their learning and development, and ensuring they (and indeed adults) are sufficiently informed to maintain safety.

Way forward

To ensure children have the same rights and security online as they have offline, the NSPCC is calling for:

  • a set of minimum standards and a statutory code of practice for online providers, underpinned by robust regulation;
  • greater transparency on data and information-sharing amongst industry; and
  • clear and transparent processes for reporting, moderating and removing content from sites, verifying children’s ages and offering support to users when needed.

To be effective, the NSPCC specify that these measures would need to be consistently applied to all sites, apps and games where children interact online.

Perhaps the government’s Internet Safety Strategy will introduce more stringent measures as highlighted by both Byron and the NSPCC which will go some way to making children safer in the digital world.

In the words of Byron, “The online world moves too fast for Government to drag its feet for another decade.”

Fathers and social services – is there a failure to engage?

With failure to effectively engage with fathers repeatedly highlighted in serious case reviews over the years, it is worrying to hear that such failure is still evident within the social work profession.

Failure to engage

Just last week, a High Court judge heavily criticised children’s social workers for their “unprofessional” and “reprehensible” case building against a father whose child was up for adoption. The case involved making a decision on whether to return a two-year-old girl to her father and three siblings or allow her to be adopted by the couple she had lived with for the previous 16 months.

The judgement stated that the social workers’ evidence expressed opinions that they were not qualified to make, describing it as ‘psychobabble’. The judge also noted that this evidence was ‘entirely at odds’ with the evidence of qualified professionals and that the local authority gave insufficient weight to the observations of professionals working with the family.

The social workers were also criticised for continually referencing a “clearly out of date” parenting assessment completed in 2012, stating that this “still apparently colours their view of the father”.

It would seem that there could be deep-seated barriers within the social work profession preventing effective engagement with fathers.

Barriers

In fact, there has been much research around the barriers to fathers’ engagement.

It has been widely suggested that an inability among social workers to believe that a father has changed following past negative behaviour, and traditional assumptions and stereotypes about gender roles, have long played a role in preventing engagement.

An article published in 2009 which explored the representation of fathers in the social work literature argued that a pervasive and influential negative attitude towards fathers is widespread in the social work field.

More recently, a feasibility study highlighted that an analysis of serious case reviews conducted from April 2005 to March 2007 across England found a tendency for professionals to adopt ‘rigid’ or ‘fixed’ thinking, with fathers labelled as either ‘all good’ or ‘all bad’, leading to attributions as to their reliability and trustworthiness. The influence of mothers (which can be good or bad), traditional approaches by the profession in relation to gender and parenting, and fathers being reluctant clients were also cited as barriers.

Such barriers have also been demonstrated by men’s experiences. A study which examined the experiences of fathers involved with statutory social work in Scotland highlighted that respondents reported feeling marginalised from child protection processes and facing barriers to contact with their children. Some men had experienced false accusations of sexual abuse, resulting in long-term involvement with child protection professionals; and some of the respondents felt that they were regarded with suspicion by professionals, with statutory conditions still being applied even after criminal charges had been dropped.

With such long-standing perceptions and approaches within the profession, it would be ill-advised to think that these can be fixed overnight. Nevertheless, there are signs that attitudes are changing.

Changing attitudes

A recent blog by Senior Evaluation Officer at the NSPCC, Nicola McConnell, acknowledges these tendencies within the profession but is confident attitudes are beginning to change. She highlights that only recently had she noticed that on most occasions she had not been interviewing ‘parents’ but almost exclusively mothers:

although services aim to work with parents, for a range of reasons including social organisation and gender expectations, services for children really tend to work with mothers.”

McConnell argues that this can lead to ‘flawed practice’ and discusses how professionals can improve their work with fathers through early engagement and taking a non-judgemental approach.

Facilitators of engagement have been consistently emphasised across the research:

  • Early identification and involvement of fathers;
  • Taking a proactive approach to engagement;
  • Making services relevant to fathers.

And the benefits of effective engagement have also been widely acknowledged. Numerous studies have emphasised the importance of engaging fathers for both children’s outcomes and risk management.

It has recently been highlighted that children with positively involved fathers tend to:

  • Make better friendships with better-adjusted children;
  • Have fewer behaviour problems;
  • Be less involved in criminality and substance abuse;
  • Do better at school;
  • Have greater capacity for empathy;
  • Have higher self-esteem and life-satisfaction.

Good practice

A project highlighted in a recent article in Children and Young People Now which aimed to increase social workers’ engagement with fathers and father figures has had positive results. Following the intervention at one local authority:

  • the percentage of fathers involved in their child’s core assessment rose from 47% to 82%;
  • the percentage of fathers invited to the initial case conference rose from 72% to 90%;
  • and the percentage of fathers whose involvement with the child was discussed at the initial case conference rose from 78% to 100%.

Social workers reported improvements in their practice, including motivating fathers to change problematic behaviour, engaging abusive men in discussion about their behaviour and assessing fathers’ positive qualities. It was also reported that some children had been placed with their fathers instead of being taken into care as a result of their new approach.

So progress is being made, illustrating that it is possible for engagement barriers to be overcome.

Searching on joint working between universities and businesses would reveal promising practice of employer-education engagement across London and the South East in a recent report by the National Foundation for Educational Research (NFER), as part of a study examining how small and medium-sized enterprises (SMEs) and micro-businesses in particular work together with secondary schools and colleges. In addition, a recent UK Commission for Employment and Skills (UKCES) report on university and employer collaboration outlines the ways in which universities and employers can form collaborative partnerships to develop higher level skills.

Child obesity – public health or child protection issue?

The issue of childhood obesity is in the spotlight again. Just weeks after the Channel 4 series Junk food kids: who’s to blame? highlighted shocking stories of children having gained several stones in weight and children as young as four with rotten teeth, a new study reveals that parents rarely spot obesity in their children.

The results of the survey, given to nearly 3,000 families, showed that nearly a third, 31%, of parents underestimated the weight of their child. It would therefore be fair to say, as highlighted by one of the researchers, that “if parents don’t recognise a child is obese then they’re very unlikely to do anything to help their child move to a more healthy weight. Then it’s a potential major public health crisis being stored up.”

Obesity experts have called for stricter rules on the advertising of unhealthy foods and drinks in a bid to help address this public health issue. And the public would seem to support this, according to a recent poll, which revealed that almost two-thirds of Britons surveyed want a ban on junk food TV ads until after the watershed.

But is the childhood obesity epidemic just a public health issue?

There has been a high degree of contention for some time over whether obesity should also be considered a child protection concern. Numerous news reports have questioned whether children should be taken into care if they are considered obese and potentially at risk of harm.

Just last year it was reported that up to 74 morbidly obese children in the UK were estimated to have been taken into care over the previous five years, according to figures obtained under Freedom of Information laws.

Prior to this, an article from Protecting Children Update that looked at physical abuse in children highlighted obesity as a form of abuse, suggesting that many professionals see obesity as a form of neglect.

Similarly, the researchers of a much cited paper published in The BMJ in 2010 – When does childhood obesity become a child protection issue?argue that parents who refuse to help their overweight children to lose weight are neglectful. They say that whilst obesity alone is not a child protection issue:

consistent failure to change lifestyle and engage with outside support indicates neglect… childhood obesity becomes a child protection concern when parents behave in a way that actively promotes treatment failure in a child who is at serious risk from obesity.”

The report raises questions over how obesity should be addressed in terms of child protection, however, noting that there is evidence that families of obese children were being unfairly accused of abuse where rare genetic conditions were involved. It also suggests that removing obese children from their parents may in fact make matters worse.

With a lack of published evidence and guidelines for professionals, the report therefore suggests the following framework for action:

  • Childhood obesity alone is not a child protection issue
  • Failure to reduce overweight alone is not a child protection concern
  • Consistent failure to change lifestyle and engage with outside support indicates neglect, particularly in younger children
  • Obesity may be part of wider concerns about neglect or emotional abuse
  • Assessment should include systemic (family and environmental) factors

There is certainly no room for complacency, considering the knock-on effect the failure to recognise obesity could have on the nation’s health, not to mention health and social care services.

What technology brings to health and social care: a case study of Calderdale and Idox

In the second of our articles on health and social care and technology, we‘re going to look at the advantages of using technology, as well as a case study of an innovative partnership between Calderdale Council and Idox.

The ‘Digital working, learning and information sharing’ strategy, developed in partnership with the adult social care sector, identifies three areas where technology would bring a number of benefits:

  • working directly with those who need care and their carers;
  • supporting the learning and professional development of staff;
  • organisational business support and information management systems.

The use of electronic notes, for instance, would be a simple step that would have a significant impact on homecare workers (highlighted in section 5 of the Burstow Commission report on the future of the home care workforce).  At the moment, care workers usually make handwritten notes and leave them in a book in someone’s home.  However, if care workers moved from handwritten notes to electronic notes, information could be shared more easily. This would mean that care managers and families would be able to monitor an individual’s care and conditions remotely.

Organisations have also seen the advantage of incorporating e-learning into staff development.  The Skills for Care ‘Digital capabilities in social care’ report found that 95% of organisations used e-learning courses to support staff development, particularly in administration-related areas, such as health and safety and fire training. For instance, instead of sending staff on full day training sessions, e-learning courses can be completed by staff in an hour, offering greater efficiency and flexibility.

However, the report also highlighted that social care related e-learning courses, which looked at issues such as dignity and respect, were of ‘variable quality’ and not able to compete with the experience of face-to-face and group learning. Therefore, it’s possible that an opportunity is being missed by education and training providers, as technology should be able to provide better solutions than the simple tick box exercises described in the report.

Interestingly, the report also suggests this might not be too far off, as one of the organisations revealed that they were looking at more interactive options and were currently working on a research project with a university in Greece, which focused on the idea of ‘gamification’.

One local authority that’s certainly tried to capitalise on the benefits of technology is Calderdale Council. The council has developed an innovative case management tool to support their day-to-day work, in areas such as child protection, looked after children, and fostering and adopting. Parveen Akhtar, Early Intervention Service Manager, at Calderdale Council explains that:

“The Child Social Care solution was created in partnership with schools, health and police. Providing an intuitive system to meet the requirements of front line social care practitioners, it enhances our ability to provide better services to families within our community.”

The Child Social Care solution creates a single view of a child through combining information from several sources into one record. This means that practitioners are able to create, access and share information easily and securely, supporting informed decisions and putting in place appropriate support for children and their families.

The system has a number of benefits and features, including:

  • improving multi-agency communication and response;
  • reducing the amount of time taken by practitioners to locate another agency involved in a child’s case;
  • enabling practitioners to access information remotely;
  • offering comprehensive performance and reporting tools for providing vital statistics;
  • providing the ability to monitor and track the progress that children and families are making.

Calderdale have teamed up with Idox, a specialist in providing technology, content and funding solutions to government, and are now offering their system to other local authorities. The partnership has already proven to be successful, with Calderdale and Idox providing their solution to councils in the Isles of Scilly and Leeds.

Over the coming years, health and social care will be facing ever greater demands with tighter budgets. For this reason, technology is going to be essential to support better outcomes and more efficient services.  It is therefore important that a strategic approach is taken concerning information technology, and that organisations look at its long term benefits, rather than the short term savings from cuts to investment.

Why resilience matters for social workers

A recent storyline in the BBC’s Silent Witness programme graphically illustrated the emotional pressures that social workers operate under. Troublingly, this was not a case of dramatic license. Stress is damaging the ability of a significant number of social workers to do their job. This is often compounded by a lack of workplace support, particularly with regard to difficult cases such as child abuse.

In a recent Community Care survey of more than 2,000 frontline staff and managers, more than 80% of social workers felt stress is affecting their ability to do their job.

A third were trying to cope with stress by using alcohol, while 17% are using prescription drugs such as anti-depressants. Despite almost all respondents (97%) stating they were moderately or very stressed, only 16% said they had received any training or guidance on how to deal with work-related stress, and less than a third had been offered access to workplace counselling.

Social workers need high levels of confidence and resilience when dealing with safeguarding issues. And these are worrying findings, given the serious emotional impact more challenging cases can have.

Lack of support

New research for the NSPCC in six local authorities, highlights that social workers are finding it difficult to deal with the emotional impact of child sex abuse cases.

Adequate support and supervision is key to moderating the negative impacts of stress and burnout. The Assessed and Supported Year in Employment (ASYE) – introduced in September 2012 – provides a support framework for newly qualified social workers. However, the research found supervision for experienced social workers continues to still be lacking, with many having to find their own informal support networks.

With reports on child abuse a regular occurrence in the media, the public pressure on social workers and other professionals involved in such cases is unlikely to subside. It’s even been suggested that politicians and the press have a common agenda in presenting ‘bad stories’ about social work to the public.

So what can be done?

With nearly 1 in 10 social workers considering leaving their jobs, its clear that addressing stress is a priority. But they are working in an environment where local authority budgets are being cut and the numbers of children subject to child protection plans increased by 12% between March 2013 and March 2014.

Back in 2009 the Laming Report emphasised the need for social workers to “develop the emotional resilience to manage the challenges they will face when dealing with potentially difficult families”. Research at the University of Bedfordshire has explored what resilience means in practice, and how individual resilience can be improved. It suggests that resilience can be learned, and is supported by reflective practice and self-awareness.

Active listening by line managers or supervisors can be an effective tool for identifying and dealing with the onset of stress within their team. And qualitative research in Scotland suggested that with the right support, social workers can retain the sense that their work is worthwhile and satisfying.

Let’s hope that Community Care’s next annual survey of social workers will show an improvement in work-related stress.

Troubled families approach expands … but is the evidence there?

Nobody likes the idea of experiencing antisocial behaviour on their doorsteps so further government action to help ‘troubled families’ will almost certainly be welcomed by neighbours and local communities alike.

Low-level child neglect is a high-stakes issue
